February 17 has been primarily fixed for the execution of six of the seven militants of the Jama’atul Mujahideen Bangladesh (JMB), including its chief Abdur Rahman and its operations commander Siddiqul Islam alias Bangla Bhai, reports Daily Star. All of them have been sentenced to death for their involvement in the Jhalakathi bomb attack that killed two judges in November 2005. Another convict, Asadul Islam alias Arif, has been absconding. Meanwhile, Bangla Bhai, who has been kept in Kashimpur Jail, submitted his mercy petition to the President on January 28. Previously, on January 27, five other militants had submitted their mercy petitions. Another militant, Asadul Islam alias Arif, who too has been sentenced to death, is absconding. Meanwhile, family members of the victims of the JMB bomb attack urged the president to reject their mercy petitions and demanded immediate execution of the condemned militants. Major Shamsul Haider Siddiqui, Deputy Inspector General (prisons), said on January 28 that if the president rejects the militants' prayers for clemency, the execution date will be re-fixed after receiving the copy of the president's decision.

According to The Hindu, on March 3, Major Shakil Ahmed, Director-General of Bangladesh Rifles (BDR), while interacting with media persons, at the end of four days of talks with his Indian counterpart, A.K. Mitra, Director-General of the Border Security Force (BSF) said, “We are determined to do the utmost to see to it that miscreants from India do not get breathing space in Bangladesh." Mr. Ahmed, however, asserted that there were no insurgent camps in Bangladesh. Both India and Bangladesh, during the talks, agreed to permit developmental activities within 150 yards of the border, and committed themselves to cooperating against cross-border smuggling of drugs and cattle.

The interim government on April 25 issued a press note withdrawing the bar on Awami League President Sheikh Hasina's return to the country and also said it never put any pressure on Bangladesh Nationalist Party (BNP) Chairperson Khaleda Zia for leaving the country. Daily Star reports that the decision was taken by the government after two days of emergency cabinet meetings chaired by Chief Adviser Fakhruddin Ahmed, following international and local demands. A home ministry press note to this effect said, "The government issued a press note as a special security measure and in the people's interest on April 18, 2007 in light of recent comments and activities of Awami League President Sheikh Hasina and her concerns for personal safety. It was clearly stated in the mentioned home ministry press note that the measure was temporary. But, in light of opinions expressed in the media and in different quarters on the matter, the government has decided to withdraw the measure". Hasina on April 25 told a private television channel that she will be returning home as soon as possible.

Law Adviser Mainul Hosein said on April 29, “I have told the chief election commissioner (CEC) that there should be a law so that no political party can use the teachers and students to its advantage.” He said the government believes there should not be party-affiliated student and labour bodies in public or private institutions. “We are not talking about a complete ban on student politics, but we must keep the students out of party politics”, he added.

Rejecting reports that his government was putting curbs on the country's top politicians, the interim administration's chief Fakhruddin Ahmed said that both former Prime Ministers, Sheikh Hasina and Khaleda Zia, were "free citizens" and could move in or go out of the country at will, according to Zee News. "They are free citizens of the country... There is no question about that. Sheikh Hasina has come back... They may go abroad whenever they like," he told BBC. However, Daily Star has reported that the interim government on May 9 imposed a virtual restriction on the movement of former Prime Minister and Awami League (AL) President Sheikh Hasina, only allowing a handful of her close relatives and some senior AL leaders to visit her at her Sudha Sadan residence in capital Dhaka. Intelligence sources said they have government directives to bar everyone from meeting Hasina, except her 'close relatives'.

According to Daily Star, the Election Commission (EC) intends to finish preparing the voter list with photographs in eight months and assesses that the number of voters will not exceed 75 million, about 20 millions less than the number on the last electoral roll. Unidentified sources close to the EC said that by increasing the number of teams that will register voters in phases by being stationary at voter registration camps across the country, the EC believes it will be possible to complete the task by March or April 2008 if the eligible people show just enough enthusiasm for visiting the camps to register their names. Election Commissioner Sahul Hossain told reporters on May 15, "Of course, less time than calculated earlier will be required to complete the task as the number of teams has been increased. In a meeting with newspaper editors at his office in Dhaka, Moeen said he wants elections and restoration of an elected government as early as possible. Moeen said that if the army wanted to take power, they could have done it during the chaotic period following October 28, 2006, when there were many such occasions. "But we have resisted all temptations because we do not want to be involved in politics or run the government...The army is not the proper institution for governing the country," he said. He further said, "I have no intention or ambition to be in politics or go beyond my role as the army chief. I am looking forward to my retirement and leading a life as an ordinary Bangladeshi citizen...I may be involved in some sort of social work."

Shamsul Huda, told a press briefing in Dhaka that a voter list with photographs will be ready by October 2008 and the parliamentary poll will be held by December 2008. “Mid October of 2008 will be the latest for having the voter list ready. The election could be held even before December of that year if the voter list gets ready earlier”, he said. He also announced that the EC will start holding elections to different local government bodies from January 2008 in the areas where the voter list will be ready. The CEC also announced that the EC will hold dialogues with political parties on electoral reforms between September and November 2007 with an aim to complete the reforms by February 2008. He further said, “The ban on indoor politics must be lifted. We have decided on the matter after consulting with people of different levels. "Bangladesh is yet to receive any request for information in connection with the Hyderabad blasts and there have been no arrests in Bangladesh in this connection," the Foreign Ministry said in a statement on September 5. "The Home Ministry has informed me that no one by that name - Mohammad Sharifuddin - has been arrested here," acting foreign secretary Mohammad Touhid Hossain told a newspaper. He was reacting to reports in a section of the Indian media that Bangladeshi police had detained one Sharifddin alias Abu Hamza in connection with the Mecca Masjid blasts (May 18, 2007) and for providing support to the twin blasts in Hyderabad. "Bangladesh's position on terrorism is clear and unequivocal as it abhors terrorism in all its forms and manifestations, and Bangladesh is committed to cooperating with the international community in combating global terrorism," the statement said.

On September 9, the caretaker government relaxed the ban on the conduct of indoor politics in the country, reports Daily Star. A declaration to this effect was made by the Chief Advisor Fakhruddin Ahmed during his address to the nation. He said, “The government will lift the restrictions on indoor politics tomorrow to create an environment conducive to talks with political parties.” The declaration, however, has put some restrictions on the political parties with regard to the ongoing reforms programme. According to a gazette notification issued by the Home Ministry, a political party may hold meetings of its forums to discuss only its organisational reforms and the Election Commission's (EC) proposal for electoral reforms. The meetings will have to be held at its central office, hotels, restaurants, auditoriums, and residences of its members located in the capital with an advance notice to the Dhaka Metropolitan Police. The meeting will be attended by a maximum of 50 leaders at a time. Prior permission from the Home Ministry is required if more than 50 persons attend the meetings. Violation of restrictions attracts a punishment of two years to five years imprisonment and fines. The Chief Adviser further said that the government will arrange for the general elections ahead of the previously set December 2008 deadline after completion of the electoral roll with voters' photos. He said, “Immediately after preparation of voters' list with photos, the government will extend all-out cooperation to the EC in holding the polls at the quickest.”
