The ISI and Al-Qaeda were active in Chittagong district, the Chittagong Hill Tracts and the Rajshahi where fundamentalist Jamaat-e-Islami, a partner in the Khaleda Zia government, has a support base, he added. He also alleged that the outfits were carrying out covert activities to destabilise the region and the government should be active in identifying their agents, cut off the sources of funding and channel of arms supply.

According to media reports of February 18, the newly formed Islamist extremist outfit, "Shahadat-e-Al-Hikma" has been banned. This is the first time that when an Islamist organisation has been banned by the Bangladesh Nationalist Party (BNP)-led coalition government. Indian mafia don and 1993-Mumbai serial blasts accused Dawood Ibrahim reportedly funds the outfit. Disclosing the government’s decision to ban the outfit, Home Minister Altaf Hussain Chowdhury told Parliament on February 16 that this orgainsation has been considered a threat to peace and security. He also said the ban became effective from February 9, a day after the outfit was formally launched. Al Hikma convener Kausar Hossain Siddiqui had announced immediately after its formation that the outfit is financed by Dawood Ibrahim.

Three persons––Faruk Hossain and Habibur Rahman (instructors at Hazrat Ayesha Siddiqa Islamia Salafia madrassa) and Badal––arrested in connection with the Dinajpur district bomb blasts of February 13 have been sent on remand for 10 days. According to media sources, the instructors might have named top functionaries of the ruling Bangladesh National Party-led alliance as their patrons. Hussain is reportedly the leader of the Jamaatul Mujahideen, an alleged Islamist outfit that had carried out the blasts. The outfit is believed to be having about 25 activists and several hideouts. Further, the other leaders include Kari Mohammad Obaidullah, Kaji Shahidullah and Anwar Sadat and have gone into hiding, reports claimed. Meanwhile, the district president of the Jamaat-e-Islami, Aftab Uddin Mollah, denied any link with the bomb explosion. Seven powerful blasts had in Gurgola, in the district, leaving five people injured.

He also claimed that he was severely tortured and threatened that his family members would be killed. In the confession, Chowdhury said that former Premier and Awami League president Sheikh Hasina and her political secretary Saber Hossain Chowdhury instigated him to write a fictitious quote of Home Minister Altaf Hossain Chowdhury in a report on the Mymensingh bomb blasts on December 7. The Minister was quoted as saying that the al-Qaeda or terrorist groups of the Opposition parties might have been responsible for the bomb attacks. Later, Chowdhury was also implicated in two bomb blast cases.

According to media sources, seven suspected members of the banned Islamist extremist Jamaatul Mujahidin, Bangladesh (JMB) have been arrested by Kalai police, on April 16. The arrests were, however, announced on April 20. All the arrested persons have been sent to jail. They reportedly confessed that they are active members of the organisation and revealed that one Khalilur Rahman is their leader in the area. They reportedly met frequently at Kalai Ahle Hadith Mosque to plan their activities. Further, after one such meeting, on April 15, Rahman had asked to undertake the task of wall writings. Three of the arrested men were allegedly involved in the murder of five persons in Begungram Astana on January 20. They are likely to be sent to the Joint Interrogation Cell (JIC) in Dhaka for further interrogation, reports added.

In his statement, he reportedly disclosed that the decision to carry out the attack was arrived at after a meeting at the house of one Kamal, a teacher of Panchamaria Degree College under Puthia subdivision of Rajshahi district on April 24. Replying to criticism that the anti-outlaw drive code-named Operation Spider Web in southwestern districts was foundering because of faulty strategy, lack of intelligence and police tip-off to criminals, Home Secretary Omar Farooq said, at a press briefing at the Ministry, that the operation was making significant progress. He said, " We have arrested some 1,020 criminals, including 71 listed one, and recovered 19 arms in the first week of the operation…The drive has significantly improved law and order in the region and increased people’s confidence in the operation". He said the Government prepared a list of 1,200 criminals on the basis of definite information as part of the operation. The drive involving 14,000-strong personnel from the police, Bangladesh Rifles (BDR) and ansars was launched on July 20 in the wake of a series of violence in the region. The Purbo Banglar Communist Party (PBCP), the Biplobi Communist Party-Haq Group (BCP) and the New Biplobi Communist Party -- are locked in perennial armed struggles in the region.
