Leaders of the Bangladesh Hindu-Buddha-Christian Oikya Parishad at a rally at the Central Shaheed Minar, Dhaka on January 30, called upon the religious minorities to unite against persecution and attacks unleashed allegedly by the Bangladesh National Party (BNP)-led four-party alliance. None can compel them to leave the country under any threat and persecution, they said. Addressing the rally, journalist and human rights activist Shahriar Kabir said the persecution on the religious minorities has started since the caretaker government's take-over after the October 1, 2001 election, and many Hindus left the country in the wake of repression. Hindus had a great contribution to and were the worst sufferers during the liberation war, but ironically they are now being treated as the second class citizens, he said.

The government on February 2 introduced in the Jatiya Sangsad (Parliament) a bill seeking to repeal the controversial Public Safety (Special Provisions) Act, 2000. However, according to the provisions of the bill, all the ongoing cases filed under the law would continue till their disposal unless the government withdraws them. The Law Minister in his statement on the bill's aims and objectives alleged that the PSA was enacted with a political motive. "Many innocent people were victimised by the anti-human rights act," he said. The Bill was introduced by the Awami League government in February 2000 to curb growing acts of crime in the country. At present, about 15,000 people are accused in nearly 2,500 cases under the PSA.

The Bangladeshi Ministry of Foreign Affairs on February 4 dismissed recent remarks made by West Bengal Chief Minister Buddhadev Bhattacharjee that foreign agents were operating from Bangladesh as being "unfounded". A Foreign Ministry spokesman said, "Bangladesh does not allow its territory to be used by insurgents or terrorists against any other country. The remarks of the Chief Minister of west Bengal were unfounded." He further said, "Such allegations of foreign agents operating out of Bangladesh are unfortunate as they run counter to fostering better Bangladesh-India relations." The spokesman also refuted a report carried by Kolkata-based newspaper Ananda Bazaar Patrika that terrorists have set up bases in the Chittagong Hill Tracts (CHT).

Speaking to Overseas Correspondents Association of Bangladesh (OCAB) at the National Press Club in Dhaka, he said, "No fundamentalist or Taliban group exists in Bangladesh. This assurance was reportedly given by Bangladesh Rifles (BDR) chief Major General Razaqul Haider during a meeting with Union Home Secretary N Gopalaswami in New Delhi. Speaking to the media after the meeting, Haider said, "The Bangladesh government and (the) BDR has carried out intensive search and combing operations. Opening the four-day 7th National Congress of Parbattya Chattagram Jana Sanghati Samity (PCJSS), he said the tribal people of the hill districts would launch a tougher course of action for the full implementation of the December 2, 1997-Chittagong Hill Tracts Treaty. Accusing the previous Awami League government of betraying the tribal people by failing to implement the peace accord, he said even the present government was attempting to defeat the accord. He blamed the government of 'politicising' zila parishads (district bodies) in the CHT, which further impeded the implementation of the accord. He hinted at a long drawn conspiracy to 'Islamise' the CHT. The congress was presided over by veteran tribal leader and founder member of PCJSS Amiya Sen Chakma. Advani also said Bangladesh was providing covert support to Indian terrorist groups. Chowdhury also reportedly asked India to hand over criminals who had escaped a crack down by its law enforcement authorities and had fled to India. Tripathy reportedly assured full cooperation and asked for details of such escaping criminal. Further, reports said India has asked Bangladesh to close down terrorist training camps existing on its territory and hand over the terrorists taking shelter there. According to official sources, India has handed over to Dhaka a list of 99 terrorists training camps (give link news-2002/11/04 # 8), pinpointing their exact locations on Bangladeshi soil. India has also asked Bangladesh to extradite 77 terrorists, including some leaders, and nine other criminals who have been arrested by the authorities there. Also, 13 firearms, including three pistols, five shotguns and as many pipe guns and 75 rounds of ammunition, were recovered, reports said on November 13. Among those arrested was Kafiuddin Khan, a ward commissioner of the Chittagong City Corporation (CCC), for his involvement in a murder case in 1987, when he went to the Bayezid Bostami police station to deposit his licensed shotgun. Another municipal commissioner, Alek Mahmud alias Alek, wanted in two murder cases was arrested in Kushtia.
