The Home Ministry has started listing the name of the collaborators or razakars who received payment from the Pakistan Government during the Liberation War in 1971, reports Dhaka Tribune on August 25. The enlistment of collaborators follows the letter issued by the Liberation War Affairs Ministry earlier this year, said Shajahan Khan, chairman of the Ministry’s Parliamentary Standing Committee. The issue was revealed on August 25 during the Liberation War Affairs Ministry’s Parliamentary committee meeting. Briefing the media after the meeting, Shajahan said: “Letters have been sent to the deputy commissioners (DCs). “The DC has been told to prepare the rajakar’s list using their respective district’s archive and publish it in the gazette,” he added.

The International Crimes Tribunal-1 (ICT-1) on August 27 sentenced Abdus Samad Musa alias Firoz Kha (62), a Jamaat-e-Islami (JeI) man to death for committing crimes against humanity during the Liberation War in 1971, reports The Daily Star. The tribunal found him guilty in four charges and sentenced him to death for all the charges. With the latest judgment, the war crimes tribunals have so far delivered 39 verdicts against 89 people. On October 15, five persons were given death penalty by International Crimes Tribunal-1 for their involvement in crimes against humanity during 1971 Liberation war, reports Daily Star. The five persons Ranju Miah, Abdul Jabbar Mondal, Jachijar Rahman, Abdul Wahed Mondal and Montaz Alia Bepari belonged to Gaibandha Sadar upazila and were involved with Jamaat-e-Islami (JEI), an anti-liberation party, during the war. Among the five guilty persons who were part of the Razakar Bahini, only Ranju Miah is in jail while the rest four are absconding. The war crimes tribunals till date have so far delivered 40 verdicts against 94 people with 68 sentenced to death.

Some 29 appeals filed by the convicted war criminals against their death sentences are still pending with the Appellate Division of the SC, reports The Daily Star on November 1. The division has so far disposed of only eight such appeals in the last six years. The eight war criminals whose appeals have already been settled by the top court are JeI Ameer (Chief) Motiur Rahman Nizami, its Secretary General Ali Ahsan Muhammad Mojaheed, and its leaders Delawar Hossain Sayedee, Muhammad Kamaruzaman, Abdul Quader Mollah, Mir Quasem Ali and ATM Azharul Islam and BNP leader Salauddin Quader Chowdhury. Among them, Nizami, Mojaheed, Kamaruzzaman, Quader Mollah, Mir Quasem Ali and Salauddin Quader Chowdhury have been executed after the apex court has dismissed their review petitions against its verdicts confirming their death sentences. The list of convicted war criminals whose appeals are now in the pipeline includes former state minister of HM Ershad’s government Syed Mohammad Qaisar, expelled Awami League leader of Brahmanbaria Mobarak Hossain, Jamaat leader Maulana Abdus Sobhan, Azizur Rahman from Gaibandha and Saifuddin Ahmed former Noakhali.

The Supreme Court (SC) on October 31 upheld the death penalty of Jamaat-e-Islami (JeI) Assistant Secretary General ATM Azharul Islam (67) for his involvement in genocide and crimes against humanity during the 1971 Liberation War, reports The Daily Star. A four-member bench of the SC’s Appellate Division, headed by Chief Justice Syed Mahmud Hossain, delivered the verdict around five years after the International Crimes Tribunal-1 (ICT-1) handed down capital punishment to Azhar for the crimes committed in Rangpur. Following the verdict, he now can file a petition with the SC seeking a review of the judgment. The petition will have to be filed within 15 days after the convict receives the certified copy of the verdict, according to court sources. If the SC rejects the review petition, Azhar can seek President’s clemency. If the President does not grant the mercy, the SC verdict will be executed.

Sattar of Raninagar in Rajshahi city of Rajshahi District was in the dock. In 1971, he was a cadre of Islami Chhatra Sangha, the then student wing of Jamaat-e-Islami (JeI), and joined the infamous Razakar force. He was charged on August 8, 2018 with two counts of crimes against humanity. The tribunal sentenced Sattar to death for abducting Babar Mandal from Shaheb Bazar of Rajshshi city on September 26, 1971, taking him to Shaheed Samsuzzoha Hall torture camp at Rajshashi University, torturing him in confinement there, and shooting him to death at the killing ground in the eastern side of the hall at midnight on September 27, 1971. He was also sentenced to death for abducting 11 freedom fighters by attacking village Talaimari, Boalia, Rajshahi on November 2, 1971, taking them to the same torture camp of Razakar force, torturing them in confinement there for two days and shooting nine of them to death at the same killing ground on November 4, 1971.

Ministry of Liberation War Affairs on December 15 published the first list containing names and addresses of 10,789 Razakars, who collaborated with the Pakistani occupation forces during the 1971 Liberation War, reports Dhaka Tribune. While releasing the names for the first time in 48 years of its independence, Liberation War Affairs Minister AKM Mozammel Haque at a press conference in the Ministry's conference room said the initiative was taken in an attempt to let the next generations know about the anti-liberation forces. “They should learn who played what roles during the Liberation War. The list did not include the top brass of the then political parties who supported Pakistani army in the atrocities. These Razakars are those who helped the military at the field level,” the Minister said. The first instalment of Razakars’ list is less than a third of fully exhaustive list, which the Minister expects to be ready by March 25, 2020.

War Crimes campaigners as well as victim families have asked the Government to increase the number of tribunals and logistic supports for tribunal, prosecution and investigation agency for accelerating ongoing War Crimes trials, reports New Age on December 16. They made the demand as only 41 cases were disposed in past nine years by two International Crimes Tribunals (ICTs) in which 95 people were convicted of war crimes and 32 cases are still pending before the ICT-1 as the ICT-2 is now defunct. “Justice should be made to all the martyred and victim families by completing the trial. For this, the number of tribunals should be increased. At the same time, logistic support should be increased for the tribunal, prosecution and the investigation agency,” Ekattarer Ghatak Dalal Nirmul Committee president Shahriyar Kabir told.

Amid nationwide outrage and angry protests, the Liberation War Affairs Ministry on December 18 suspended the controversial and flawed Razakars’ list three days after its publication, reports The Daily Star. Many freedom fighters were utterly shocked to see their names on the list of Razakars who collaborated with the Pakistan occupation army in carrying out mass killings and atrocities against the Bangalees during the 1971 Liberation War. The Daily Star found at least 25 freedom fighters or organizers of the war on the list published a day before Victory Day. Following this, freedom fighters and pro-liberation people have been staging demonstrations across the country, demanding cancellation of the list.
