Director General (DG) Inter Services Public Relations (ISPR) Major General Asif Ghafoor said on January 3 that any ‘misunderstandings’ between United States (US) and Pakistan could negatively impact security situation in Afghanistan, reports Dawn. He added that India played a destabilising role in the region and encouraged terrorism in Pakistan through Afghanistan territory. “Pakistan received only $15-20 billion in terms of Coalition Support Fund (CSF), while the national exchequer incurred $123 billion in losses in monetary terms besides other sacrifices to support US operations in its war against terror”, he said, adds The News.

Defense Minister of Spain, María Dolores de Cospedal, met Afghanistan President Ashraf Ghani at the Presidential Palace on January 18 and said that the number of Spanish troops will increase in Afghanistan who will focus on training and building the capacity of Afghan National Defense and Security Force (ANDSF), reports Tolo News. Spain has so far sent in 29,861 troops to Afghanistan since January 2002. It has been the longest military operation of Spain's modern armed forces, with 102 dead (62 of them in an aircraft crash in Turkey while they were going back home in May 2003).

Resolute Support Mission’s (RS) Public Affairs Director Captain Tom Gresback said that approximately 1600 Islamic state (IS) militants were killed in Afghanistan in, 2017 reports Tolo News on January 19. According to Gresback, IS is active in three provinces, but did not specify the name of the provinces. He also said RS’s Air Forces along with Afghan Security Forces were able to push back IS about seven kilometers in Mohmand Dara in Achin District in Nangarhar Province.

Ministry of Interior (MoI) Afghanistan Spokesman Najib Danish confirmed on January 21 that seventeen people had been killed and another nine injured by six Taliban militants in the attack on Kabul Intercontinental Hotel, in Bagh-e-Bala area in Kabul the capital of Afghanistan, reports Pajhwok Afghan News. The death toll included six civilians including one foreigner, and of the nine injured six were Policemen. However, Farid Paikan, Deputy Head of Kam Air airlines, said that eleven staff members, including pilots and guests, had been killed in the attack and some were missing. Zabihullah Mujahid, Taliban ‘spokesman’, informed through an e-mail, that five Taliban militants had in fact attacked the Hotel at around 10:00pm on January 20. He claimed a large number of foreign security personnel, guests and local guests were killed during the assault. Mujahid said the attack came to an end at around 11:00am January 21. Telecommunication and Information Technology Director for Farah Province Jamaluddin Pachakhail, Afghan Consul General in Pakistan’s Karachi city Abdullah Wahid Poyan and the High Peace Council (HPC) Spokesman Ahmad Farzan were among those killed in the attack, adds Tolo News. Also, according to Tolo News, 43 persons were killed that included eleven Kam Air employees all of whom were foreigners. Earlier South Asia Terrorism Portal (SATP) had reported on January 21 that two persons were killed in the same attack with no outfit claiming the attack.

In total 6465 planned operations, 3663 special operations by Afghan Commandos, 4631 Air-strikes, 209 night raids were conducted. He added that nine suicide attacks were prevented in the year 1396. Militants conducted 80 suicide attacks, 2301 planted mines, 1071 offensives and 176 ambush attacks. 13600 militants were killed by Police 5900 were injured and another 2100 were captured alive in 5500 joint and independent raids during the outgoing year, adds Pajhwok Afghan News. Police defused 4200 landmines, captured 1800 different types of weapons, 131 vehicles and 172 walkie-talkies and detained 27000 people. Police also confiscated 300 tonnes of drugs in more than 2700 operations and detained 3100 people in connection with the seizures. Those detained in connection with drugs included 50 women and eight foreigners. Police destroyed 50 drug labs and 12 depots and confiscated 217 weapons and 478 vehicles.

Resolute Support Forces will only come to help in an emergency situation,” said Murad. According to the defense ministry, 5,000 soldiers have been recruited in the first phase of establishing the force. These soldiers are currently being trained, the MoD added. The first group has been recruited from Herat, Kandahar, Laghman and Kapisa Provinces. “In Laghman, Kapisa and Kandahar, 75 percent of the work has been done while in Herat 100 percent has been done. Recruiting soldiers for the Territorial Army is continuing,” MoD spokesman Mohmmad Radmanish said. According to the Defense Ministry, the ATA Soldiers will be recruited on a Provincial Level and they will be residents in the areas. They will wear an Afghan National Army (ANA) uniform, will receive up to 70 percent of an ANA soldiers’ salary and will be between 20 and 40 years old. With the formation of the new force, the total number of Afghan National Security Forces (ANSF) will increase to 390,000 officers, officials said. The ATA will be comprised of former soldiers from the Defense Ministry, but they will be led by Active Commanders in the Military. The main mission will be to maintain security of roads and Government Departments in insecure areas. The number of ATA Soldiers will eventually total 36,000.

Hashami further added the biometric sets could be used both online and offline, but lack of internet facilities and technical teams in some provinces, it would be used offline. He said an agreement had reached with parties that $50 would be given to election observers before vote and $50 after the voting after they brought pictures of candidates they voted for. According to his information, until now they have distributed trust letters among 53 institutions, including political parties, electoral watchdogs, civil society, candidates and media persons. He emphasized that 2100 observers from political parties, above 38, 000 media observers, 330 election watchdogs observers, more than 12, 000 civil society observers and nine international observers had already received the cards.
