Statistics by the United States (US) Air Force show that 4,300 bombes have been dropped in Afghanistan in 2017, targeting Taliban and other terrorist groups in parts of the country, reports TOLO News on January 26. According to the US Air Force figures, the number of air-strikes in 2017 was twice than of those carried out in the past two years – 2015 and 2016. According to the figures, US and Afghan Air Force (AAF) have conducted an average of 15 air-strikes daily in 2017 in (prvinces not specified) Southern Afghanistan. Resolute Support Mission (RS) Public Affairs Director Thomas Gresback said that air-strikes are up significantly in 2017 primarily due to the South Asia policy which President Trump has signed and allowing us to go after both the Taliban and ISSK (Daesh) where they are. A Non Governmental Organisation (NGO) affiliated with Education Department has inked “a memorandum of understanding (MoU)” with Taliban militants to reopen closed schools in Helmand Province, reports Pajhwok Afghan News on February 14. The signing ceremony of the 10-point agreement was attended by Taliban representatives (unnamed), Education Officials (unnamed) and members of the NGO. In the agreement, the two sides have agreed with protection of madaris, schools and all buildings, reopening of closed schools and madaris. However the Education Department Head and Governor spokesman Omar Zwak were not aware and informed respectively about the agreement. Hayatullah Mayar, Secretary of the Provincial Council, confirmed the agreement and added that it had been inked between the NGO and the Taliban and no one from the Education Department had signed it. The Taliban have not confirmed about the agreement in Helmand where a total of 400 schools exist, but some 100 are currently closed.

The United Nations Assistance Mission in Afghanistan (UNAMA) released its report on civilian casualties in Afghanistan during the year 2017 on February 15, reports Khaama Press. A total of 10,453 civilian fatalities included 3,438 people killed and 7,015 injured. The report further states that the second leading cause of civilian casualties in 2017 were ground engagements between Anti-Government elements and Pro-Government Forces, although there was a decrease of 19 per cent from the record levels seen in 2016. The report attributes close to two-thirds of all casualties (65 per cent) to anti-government elements: 42 per cent to the Taliban, 10 per cent to Daesh / Islamic State Khorasan Province (ISIL-KP), and 13 per cent to undetermined and other anti-government elements. Pro-Government Forces caused a fifth of civilian casualties: 16 per cent were attributed to the Afghan national security forces, two per cent to international military forces, one per cent each to pro-Government armed groups and undetermined pro-Government forces. Un-attributed cross-fire during ground engagements between Anti-Government elements and Pro-Government Forces caused 11 per cent of civilian casualties. Although this figure represents a decrease of nine per cent compared with 2016, the report highlights the high number of casualties caused by suicide bombings and other attacks using improvised explosive devices (IEDs).

The report further adds that quarterly report describes civilian casualties from suicide improvised explosive devices (IED) and complex attacks as the leading cause of civilian casualties, a new trend observed in 2018. The Mission found that ground engagements were the second leading cause of civilian casualties, followed by targeted and deliberate killings, explosive remnants of war, and aerial operations. Additionally, the report notes with concern that the number of civilian casualties attributed to Anti-Government Elements increased.During the first three months of 2018, according to the report, Anti-Government Elements caused 1,500 civilian casualties (511 deaths and 989 injured) a six per cent increase from the same period last year. According to UNAMA, consistent with trends observed in 2017, civilian casualties attributed to Pro-Government Forces in the first quarter of 2018 reduced by 13 per cent to 407 civilian casualties (176 deaths and 231 injured). The Mission found that Pro-Government Forces caused 18 per cent of all civilian casualties in the first three months of 2018 (11 per cent by Afghan national security forces, two per cent by international military forces, four per cent by undetermined Pro-Government Forces, and one per cent by pro-Government armed groups). During the first three months of 2018, the mission documented 142 civilian casualties (67 deaths and 75 injured) from aerial attacks, similar to the number documented during the same period in 2017. The Mission attributed 35 per cent of civilian casualties from air strikes to international military forces, 35 per cent to the Afghan Air Force, and the remainder to unidentified Pro-Government Forces.

The UN states that it has verified the recruitment and use of 84 boys and documented an additional 643 cases (all boys). Children were recruited and used for combat, as bodyguards, at checkpoints, to assist in intelligence gathering and to plant improvised explosive devices. When recruited by armed groups, children were also used to carry out suicide attacks, the report says.“Almost three quarters of the verified cases were perpetrated by armed groups (61), with 40 cases attributed to the Taliban, 19 to Islamic State in Iraq and the Levant Khorasan Province (Daesh) and 2 to undetermined armed groups. Cases attributed to ISIL-KP (Daesh) almost doubled in the reporting period. A total of 23 boys were recruited and used by the Afghan National Defense and Security Forces (Afghan National Police, 11; Afghan Local Police, 9; other Afghan National Defense and Security Forces, 3). The Ministry of Defense (MoD) on July 8 said the Afghan Security Forces (SFs) have doubled their offensive operations against insurgents, their hideouts and strongholds in many regions of the country after President Ashraf Ghani declared an end to Government’s unilateral ceasefire with the Taliban, reports Tolo News. Following the end of the unilateral ceasefire, air operations and SFs’ operations have been doubled against insurgents, compared to previous months, the MoD said. Defense officials have said that currently the Afghan security forces are carrying out their planned, anti-insurgent campaign in at least nine provinces. Kunar, Nangarhar, Farah, Helmand, Kunduz, Faryab, Uruzgan and Ghazni are among the provinces where SFs are currently trying to tackle insurgents. Security forces are also conducting operations in the eastern and western regions of the country. United Nations Assistance Mission in Afghanistan (UNAMA) stated on October 7 that in a special report that suicide and non-suicide Improvised Explosive Device (IEDs) reached record highs in the 3rd quarter of 2018. The special report – titled “Increasing Harm to Afghan Civilians form the Deliberate and Indiscriminate Use of Improvised Explosive Devices” – documents a sharp increase from 1 January - 30 September 2018 in the killing and maiming of Afghan civilians by IEDs, which have caused almost half of the civilian casualties from conflict-related violence. Civilian deaths and injuries arising from the combined use of suicide and non-suicide IEDs reached record high levels in the third quarter of 2018, the report stated. Between 1 January and 30 September 2018, UNAMA documented 3,634 civilian casualties (1,065 deaths and 2,569 injured) from suicide and non-suicide IED attacks. These casualty figures include 247 women casualties (72 deaths and 175 injured) and 608 child casualties (155 deaths and 453 injured). Between 1 January and 30 September 2018, civilian casualties from attacks with all types of IEDs increased by 21 percent compared with the same period in 2017, while the number of civilian casualties from suicide IED attacks increased by 46 percent. The use of suicide IEDs alone caused more civilian deaths and injuries than any other tactic, including ground engagements. Non-suicide IEDs also continued to cause extremely high levels of civilian casualties – most concurringly from indiscriminate victim-activated pressure-plate IEDs. UNAMA attributed all civilian casualties from suicide and non-suicide IEDs during this period to anti-government elements, with 52 percent of civilian casualties attributed to Islamic State (IS), 40 percent to Taliban, and the remainder to undetermined anti-Government elements. Kabul Province continued to record the highest number of civilian casualties from armed conflict, mainly due to suicide IED attacks by anti-government elements in densely populated civilian areas of the capital. Between 1 January and 30 September 2018, UNAMA documented 1,402 civilian casualties (433 deaths and 969 injured) in Kabul city, with 99 percent of these caused by suicide and other IED attacks. So far in 2018, the mission has documented 34 IED incidents causing civilian casualties in Kabul province (23 suicide IED attacks and 11 non-suicide IED attacks).

According to CPAG statistics, the reasons behind high casualties in October were targeted killing of Wolesi Jirga candidates, attacks on election campaigns and polling stations particularly during the Election Day. At least 367 civilians suffered fatalities during campaign related attacks as 88 people were killed and 279 others wounded. According to the statement, 128 people including children and women suffered casualties in Afghan Forces night raids as 83 people were killed and 45 others wounded. The rest of other casualties happened in suicide attacks, roadside bombs, mortar attacks and clashes between Afghan forces and the Taliban. In September, 590 civilians had suffered casualties as 240 people were killed and 351 others wounded, the source said.

Special Inspector General for Afghanistan Reconstruction (SIGAR) on November 1 released its forty-first Quarterly Report to United States (US) Congress. Afghan Government control or influence of its Districts reached the lowest level (55.5%) since SIGAR began tracking district control in November 2015. Since that time, Afghan Government control and influence over its Districts has declined by about 16 percentage points; contested Districts have increased by about 11 points; and insurgent control or influence has risen by 5.5 points. UNAMA recorded 649 civilian casualties (313 deaths and 336 injuries) due to aerial operations by pro-Government forces from January 1 to September 30, 2018, a 39% increase in from the same period in 2017 and a record number of civilian casualties caused by air strikes since UNAMA began recording civilian-casualty data in 2009. Resolute Support (RS) data far fewr civilian casualties due to air-strikes. From January 1 through August 15, RS recorded a total of 102 civilian casualties due to U.S. (29 casualties) and Afghan Air Force (AAF) (73) air strikes, less than a sixth of the 649 reported by UNAMA through September 30, 2018. The Afghan National Defense and Security Forces (ANDSF) struggled to maintain its personnel strength this quarter with ANDSF strength at its lowest level recorded in the third quarter of the year since 2012. ANDSF strength decreased by 1,914 personnel since last quarter and by 8,827 personnel since the same period last year. The ANDSF is roughly 40,000 personnel, or 11%, below their target strength of 352,000 personnel. According to USFOR-A, there were 23 reported green-on-green insider attacks against ANDSF personnel from May 17 to August 26, 2018, bringing this year’s total to 56 insider attacks. As a result, the ANDSF incurred 42 casualties (28 killed and 14 wounded) this quarter, and sustained a total of 121 ANDSF casualties (85 killed and 36 wounded) from January 1 to August 26, 2018. From 2002 through September 2018, the United States has committed an average of more than $1.5 million a day to help the Afghan government combat narcotics. Despite this, 2017 poppy cultivation is more than four times that reported by the UNODC for 2002, the first full year of the U.S. intervention in Afghanistan. However, counter-narcotics seem to have fallen completely off the U.S. agenda. The State Department’s new “Integrated Country Strategy” for Afghanistan no longer includes counter-narcotics as a priority, but instead subsumes the issue into general operations.
