Militants open fire in Manipur

Unidentified militants opened fire on the residence of a doctor, Nilachandra, at Khwairakpam Leikai Sega road in Imphal West District on January 31, according to a delayed report. Imphal Free Press reports that Nilachandra’s wife K. Sobita said that their residential goods including a car were set ablaze by militants during an earlier attack in November 2009.  

Separately, the villagers of Leisan, Tengnoupal and T. Bungmual in Chandel District in a press conference at New Checkon in Imphal East District on February 7 alleged that Kuki National Army (KNA), which is a signatory to the Suspension of Operation (SoO) agreement with Government, has been committing atrocities upon them. The report adds that two persons including a village chief were assaulted by KNA cadres at T. Bungmual village on February 1. 

Further, four Kangleipak Communist Party (KCP) cadres were arrested by the Imphal East Districts Police from Sajiwa near Public Health Engineering Department gate on February 6. They were identified as Atom Kumarjit (30), Khaidem Ongbi Tombimacha Devi (50), Laikhuram Yaimabi alias Tombi Devi (54), Potsangbam Anjali alias Naocha Devi (18). One auto rickshaw was recovered from their possession. 

Two Kanglei Yawol Kanna Lup (KYKL) cadres, identified as Mohan Meitei (30) and Nawo alias D Hanbir (28), were arrested by the Assam Rifles personnel from Kakching area.  

Two cadres belonging to Vice Chairman group of the People's Revolutionary Party of Kangleipak (PREPAK) were arrested by the Imphal West District Police from Khoyathong Pukhri Mapal. They were identified as Maibam Abung alias Nanao Singh (27) and Hijam Premkumar alias Suresh Singh (31). They were operating under one Chinglen of the faction and they were involved in extorting money from hotels and gas agencies. 

A PREPAK cadre, identified as Maibam Nanao Alhemba (30) of Uripok Shenam Leikai, was arrested by the Assam Rifles personnel.  

A PREPAK cadre, Chongtham Romen Singh alias Romesh (25), was arrested by the Thoubal District Police from Wangjing bazaar area. He confessed that he was operating in finance section under one Rameshore and Khumakcham Sanamatum Singh of Heirok on February 5. 

A cadre belonging to Military Council action of the KCP, identified as Wahengbam Raju Singh (21), was arrested by the Imphal West District Police. 

Meanwhile, Manipur Chief Minister Okram Ibobi Singh addressing the Conference of Chief Ministers on Internal Security in New Delhi on February 7 said that the almost unchecked trans-border movement of the Indian insurgent groups and the continued existence of their camps in Myanmar posed the real threat to internal security of Manipur and the Northeast region, according to Sangai Express. He said, “It is no secret that most arms and ammunition used against our security forces and the State police forces are smuggled in from Myanmar. It is also known that whenever our army, Assam Rifles and the State Police launch operations, the militant groups seek and find shelter in neighbouring areas of Myanmar.” He further stated, “Another serious angle is the active involvement of these insurgent groups in smuggling of huge quantities of narcotics like heroin. The proceeds are being used to finance in the procurement of sophisticated weapons and maintaining their leaders in foreign countries and their cadres in India.”
