PM Manmohan Singh assured a Manipuri Delegation of various political parties that all unauthorised camps of the NSCN-IM in the State would be demolished. PM also assured action against NSCN-IM militant, Livingstone Anal, for physically assaulting film actress Momoko in full public view on December 18, 2012, at Chandel District.

The team urged an amendment to Article 3 of the Constitution so as to ensure the security of the territorial integrity of Manipur. PM assured that the territory of the State would not be compromised at any cost. Union Home Minister Sushil Kumar Shinde also conveyed to the delegates that the Assam Rifles Director General (DG), Lieutenant General Ranbir Singh has been instructed to crack down on all unauthorised camps of the NSCN-IM located in the State.

SNUNS sought the immediate intervention of the Government of India over the "crisis" between hill and valley people in Manipur and also demanded the fulfillment of the aspirations of the Nagas. In a statement, SNUNS president Lokho Chomei and general secretary L. Peter also questioned the Manipur Government for considering the alleged molestation of a Manipuri actress by an NSCN-IM functionary Livingstone on December 18, 2012 as the "No.1 case" while underplaying the reported cases of the killing of two Tangkhul civilians on December 28, 2012 and the "molestation and rape" attempt on Naga students by valley based armed cadres on December 24, 2012.

Naga militant groups- NSCN-IM, NSCN-KK and FGN have decided to stay away from the election to Nagaland State Assembly. According to UNC president L Adani, the 'Naga Concordant' formed by NSCN-IM, NSCN-KK and FGN have decided to stay away from the Nagaland polls. The collective decision of the three armed groups has been already conveyed to the people of Nagaland.

NSCN-IM leaders Isak Chisi Swu and Thuingaleng Muivah, expressed sadness over the way the outfit's cadres are behaving. Thuingaleng Muivah made a direct reference to the present situation where it demands the members to take the right decision in order to save the Naga nation," said a press communiqué issued by the NSCN-IM. Swu and Muivah were delivering speeches at the '34th NSCN Day' celebration at Hebron, off Dimapur. NSCN was formed on January 31 in 1980 after spitting from NNC.

NSCN-IM said that collection of Hebron camp land details by the AR was against the norms of CFGR. In a statement, NSCN-IM, 'MIP said that the organization was "shocked" to receive a letter signed by one "Major, Adjutant for Commandant, 29 AR and attested by one Captain Adjutant 29 Assam Rifles that stated that one AR unit has been entrusted with the task of collecting the "land details of Hebron designated camp during the initial settlement of the 1999." MIP said the letter further authorized one Shankar Singh of 29 AR to collect the data/sketches of the camp. MIP also said that it has received a letter from the NIA from its Guwahati office and stated that NIA does not come under the purview of the Ceasefire Monitoring Cell and therefore it could not entertain such directive. NSCN-IM further alleged that 31 AR under Colonel Vikram Singh had ordered destruction/dismantling of the Hevito Battalion, Naga Army, New Chungtia on the pretext that the camp was totally illegal as it was against the CFGR and it poses threat to the local population, Mariani-Mokokchung highway and conduct of the assembly election. MIP asserted that this battalion has been in existent for more than 15 years and asked how it has become a threat after all these years.

Central Government has prohibited all the Naga factions in various phase of cease-fire agreements, not to carry arms and weapons between the last date of filing nominations and end of polling (February 7 to 23). This was discussed at separate closed-door meetings of the three NSCN groups- NSCN-KK, NSCN-IM and NSCN-K with the Central Government, represented by chairman CFMG / CFSB Major General (retired), N.George in the Police Complex. While the NSCN-KK was reported to have expressed willingness to comply, the NSCN-K agreed with a rider "if necessary"; while the NSCN-IM expressed reservations about the instruction.

February 5 Kohima District of Nagaland

Personnel of 17 and 19 Assam Rifles seized huge consignment of highly sophisticated weapons, made in Germany and Austria, from the possession of a suspected NSCN-IM cadre after a joint operation. Recovered consignment included two AK 56 Rifles, three GSG-5 Rifles, one GSG-5 carbine and five .9mm Glock pistols along with 24 rounds of ammunition and INR 10,170 in cash.

Three intending candidates in 29 Jangpetkong Assembly Constituency (AC) have appealed NSCN-IM to "clarify, deny or confirm" through the media whether there was "direct and active involvement" of its officials and armed cadres in the electioneering process under 29 Jangpetkong AC. In a joint press release, three intending candidates - Dr. Longrineken, Naga Peoples Front (NPF), E.T Sunep (Independent) and Dr. K. Chuba (Independent), claimed that some individual/s claiming to be senior officials and "armed cadres of NSCN (I-M)" along with village councils of Waromung, Dibuia, Mongchen, Chungliyimsen and Town Committee members, Sector Chairman and GBs of Mangkolemba Town were allegedly giving the "message that I. Imkong of Congress (I) was the "NSCN (I-M)'s official candidate."

CM Okram Ibobi Singh has claimed to have intimated to the Union Home Minister Sushil Kumar Shinde that Government of Manipur will have no objection to the Centre- NSCN-IM talks reaching an amicable solution on the vexed Naga political issue but will staunchly oppose any outcome that either threatens territorial integrity of Manipur or is detrimental to the State's interest. The CM is also said to have outrightly rejected demand by the UNC for an Alternative Arrangement for the Nagas of Manipur, outside the Government of Manipur, pending solution to the Naga political issue.

Ibobi Singh disclosed that the union home minister Sushil Kumar Shinde has assured him, before election to Nagaland was announced, that the Centre would provide in 'black and white' contents of the negotiations between the Government of India and NSCN-IM, at an appropriate time, on solving the Naga political issue.

AICC chief Sonia Gandhi said the Congress wanted to settle the Naga insurgency issue soon and is committed in bringing an honourable and acceptable solution to all concerned parties. Addressing an election rally ahead of the February 23 assembly polls at Congress's bastion, Dimapur, she said that it was the UPA Government that took the decision to invite NSCN leaders for the political dialogue. Sonia continued, "We now have the historic opportunity to resolve the Naga problem and this should not be lost. Congress is committed to take the peace talks forward and will ensure that a peace agreement is finalized sooner or later."

NSCN-IM made it clear that it would not abide by the directive of the CFMG which restricted the cadres and ID-card holders of NSCN-IM from carrying arms from February 7 to 23. NSCN-IM further stated that as the directive issued was against the ceasefire agreement signed with the Centre.

'Convener of the political affairs committee' of NSCN-IM, 'General (retd)' V S Atem, said the directive issued by the chairman of CFMG "oversteps" the jurisdiction of the chairman and also violates the CFGR by the chairman, "who is supposed to enforce the CFGR without any tendency of being partial in favour of the Centre. He said the cardholders would carry the weapons as mentioned in the ceasefire agreement, whether there is an election in the state or not.

February 10 Mokokchung District in Nagaland

Nokpu village council has claimed that its chairman was abducted from his house by what it termed as "some vested NSCN-IM leader" and took him to the residence of NPF party candidate of 30-Alongtaki Assembly constituency in Mokokchung District. In a press release, NVC secretary L. Yanger Walling also claimed that council chairman was threatened and mentally tortured "forcing" him to support and vote for NPF candidate in the ensuing elections.

February 13 Mokokchung District in Nagaland

Suspected NSCN-IM militants abducted a boy from Longkhum village. The boy is yet to be released. Situation in Alichen, Longkhum continues to remain tense. To find a solution for the early release, CFMG chairman Major General (retd.) N. George along with his staff officer held a joint meeting on February 13, with District administration, Police, Ao Senden (apex body of Ao tribe), village councils of Longkhum and Mangmetong. After the meeting, DC & returning officer Mokokchung, Murohu Chotso released a press handout. The press handout appealed to the NSCN-IM authorities to release the abducted boy unharmed and without any pre-condition soon.

The MNRF has claimed that the firing incident at a truck in Ukhrul District , which had left a handyman injured, was carried out by its cadres. According to a statement signed by the Information and publicity officer of MNRF, 'Major' Maxstone said that they have been requesting to the truck owners and businessmen who are doing timber business in between Kasom khullen and Kamjong areas to extend monetary help to the organization since 2011 and in April 2012 they had collected some money from the truck drivers and owners. From 2013, they demanded the truck owners and businessmen to pay the same amount of money as tax as they pay to NSCN-IM, to which the truck owners and businessmen responded in the negative which has led to the firing incident where a handyman was injured, the statement said.

Troops of AR based in Wokha District and NSCN-IM cadres were engaged in a gun-fight in Mekokla area, Wokha District. According highly placed sources, one person was reportedly killed in the gun-fight. It could not be ascertained as to whether the casualty was from the NSCN-IM or the Assam Rifles. The reason behind the encounter was not known till the time of filing the report.

"Dictated accord or peace is no solution but it is a time bomb. Imposition of one's will upon the other is the philosophy of tyrants and imperialists," added the senior NSCN-IM leader.

State's new Home Minister G Kaito Aye said he would explore all the possible means that the Naga people come together so as to find logical solution to the longstanding Naga political problem. The senior Minister said the political negotiations between the Government of India and the Naga underground people had already reached a very decisive phase. "My priority is to see that an atmosphere conducive for the peace process is created, so that the process continues without being disturbed," he asserted appealing to all sections of the people to extend their sincere cooperation towards this.

Kaito made an appeal to all the militant people coming from outside the State to vacate the State particularly the Dimapur areas for the larger interest of the Naga people in particular and the people in the region in general.

A combined team of Thoubal commandos along with Pallel Police arrested three persons including a captain of NSCN-IM along with drugs from Pallel bazaar area in Chandel District. The three arrested persons are identified as P R Shamsung Chothe (38), Wahengbam Deepak (38) and Yumnam Suresh Singh (27). According to a Police source, PR Shamsung Chothe is reportedly a captain of the NSCN-IM.

NSCN-IM and NSCN-KK functionaries have left Nagaland for Chiang Mai, Thailand for another round of meet on reconciliation. NSCN-IM team, comprising of four members, was led by steering committee and convener of its political affairs committee V.S. Atem while NSCN-KK team comprising of three members was led by kilonser (minister) C. Singson. Both the leaders are also conveners of Joint Working Group (JWG) on reconciliation. Atem said the meeting this time would discuss the process of Naga reconciliation. He exuded confidence that there would be realization of the "ground reality" and understanding of the Naga issue in the right perspective so that the Naga Reconciliation also follow suit.

When asked about the status of the ongoing talks with the Government of India, Atem said that nothing was hidden from the Nagas. He said that for many years the Nagas have been fighting for their rights. "We are still discussing on sovereignty. We have been discussing about sovereignty with government of India too", Atem added.

JWG Convener Singson said that the Chiang Mai meeting would be the continuation of the reconciliation process. While stating that NSCN-KK had no comment on the ongoing talk between NSCN-IM and the government of India, Singson also said that for the past four years, his side has been trying to come out with something but "we have not been able to break the ice" and asked why so much time has been taken for the Nagas to reconcile.

A deserter of the NSCN-IM was reportedly shot dead by a suspected NSCN IM cadre at the east of Jora farm of KhukKha village near Komlathabi under Komlathabi Police station. The deceased cadre has been identified as Saka Moson Khoubu Maring (40). According to the reliable source, Saka Moson had joined a newly formed NSCN faction, the UMLA, after deserting NSCN-IM.

The KNO accused the NSCN-IM of killing one Moshon Saka Maring, a deserter of NSCN-IM on March 19. According to Stephen Kuki, KNO's 'undersecretary' in-charge of information and publicity claimed that Moshon was the 'home secretary' of the little known militant outfit UMLA, which is said to be a constituent of the KNO. The reason for the crime against him was his desire to be who he is i.e. Kuki which UMLA represents, rather than be linked as 'politically Naga'," the KNO leader further alleged.

NSCN-IM, Kohima town command, in a goodwill gesture released one 'captain' of the NSCN-K, identified as Yale Pochury "without any conditions" in presence of AYO and family members. He had reportedly defected from NSCN-IM to NSCN-K in 2012 and had been wanted for anti-national activities. However, after the intervention of AYO, the Kohima town command functionaries released the Yale unharmed after signing a good behavior bond.

NSCN-IM, NSCN-KK and NNC/FGN functionaries have returned to Nagaland after another round of meet on reconciliation at Chiang Mai, Thailand. According to a reliable source, during the combined meeting on March 23, three-point resolution was adopted. However, none of the functionaries could be contacted for further comment. Source said resolutions adopted could be ascertained only after the convener for Forum for Naga Reconciliation (FNR) Reverend Dr. Wati Aier, who was still at Chiang Mai, reached Nagaland.

It may be mentioned that on March 16, the Naga leaders led by CFSB supervisor kilonser (minister) C Singson left for Chiang Mai.

Chairman of the Cease Fire Monitoring Group [with the NSCN-Isak-Muivah (NSCN-IM)] and the Cease Fire Supervisory Board ( with NSCN-K and NSCN-KK) and former Chief of Staff of the Dimapur-based 3 Corps Major .General (Retd) N.George leaves the State on March 28 after one year and four months in office. George indicated that with elections and another Government and without any agreement to the political issue, he felt the same situation of clashes and other offences would continue which as chairman, he did not have any power to deal with. "If sitting here and not being able to prevent or take action, then I have a moral responsibility not to remain in the chair", he said. On his role as chairman, George said the present role of the chairman was only to mediate between underground groups and security forces so as to maintain cease fire. He opined that there was also a need to have an Interlocutor in Nagaland to liaise with the society at large along similar lines with the Interlocutor in Delhi holding talks with the NSCN-IM.

NSCN-IM 'ministry of chaplee affairs' has informed that collection of 1% tax out of 5% tax from the contractors in 'Southern Nagalim' would cease with immediate effect. In a press release, 'chaplee affairs secretary' M. Daniel Lotha stated that all forms of harassment has been banned while collecting 'tax' form local vendors of all local products including garden and forest products, indigenous livestock etc. with immediate effect. Further, the release stated that all double taxation against consumers would be seriously checked and severe action would be initiated against any "officer/staff" found guilty.

NSCN-IM, Kyong Region CAO, has warned of befitting actions against medical staff members of hospitals, health centres and teachers in Government schools under Wokha District if they neglected their duties. In a statement, NSCN-IM Kyong Region secretary Yiben Kyong said that the CAO, Nchemo cautioned any staffs found "irregular" in their allocated duties/places they would be treated as contempt of 'government azah ' (Government's order).

Jailed NSCN-IM leader Anthony Shing alias Shimray, "head of foreign affairs" has alleged that he was illegally confined for a week and threatened with "fake encounter" after being arrested on September 27, 2010. "They kept me in a secluded, safe house of RAW (Research and Analysis Wing) in Patna (Bihar) from September 27 to October 2, 2010 and threatened to eliminate me in a fake encounter," he told. Shimray was speaking from the Patiala courts lock-up after his bail plea was rejected by NIA special court in New Delhi on April 10. The next hearing is on May 14.

Suspected NSCN-IM militants abducted two State Government teachers in Wokha District for not paying "24 per cent net salary deduction" to the group. The two teachers, unidentified at the time of filing this report, are both said to be teachers in the government primary schools at Hanku and Niropen villages. Following the incident, an angry ANSTA has directed all teachers across the State not to attend work on April 24 as a "mark of resentment" against the alleged abductions. ANSTA has further directed to all its members to refrain from paying 'tax' being collected by different group of national workers during its general meeting held on April 16 under association resolution no. 3.

The NSCN-IM, Zeliangrong Region (Makuilongdi) has issued an order prohibiting the 'substitute culture' in Government schools and Primary Health Centres and Sub-Primary Health Centres with immediate effect. The outfit said, deputing substitutes in educational institutes and primary health centres has become a culture and system. "As a move to eradicate this corrupt practice, we are prohibiting the practice with immediate effect," said the outfit. It also warned that no prior information will be given further but action will be initiated against the violators of this order of the outfit.

In an exclusive interview in Hebron, NSCN-IM Ato Kilonser (Prime Minister) Thuingaleng Muivah asserted that the issue raised by other Naga political groups to reveal the points under negotiations with the government of India was "too simple a logic for difficult politics". He was responding to the query posed by the newspaper on the issue raised by other Naga political groups, who said they cannot extend support to the negotiations unless the NSCN (Isak-Muivah) group revealed the contents being negotiated with the government of India. He also maintained that both the Government of India and the NSCN-IM want an early solution but did not specify any time frame.

The All Nagaland School Teachers' Association has directed its members not to attend their classes from April 24 as a mark of resentment against the abduction of two Government primary school teachers in Wokha District on April 12 by the cadres of the NSCN-IM. They were abducted from Hanku and Nitropen villages for not paying "tax". The association's president, Ponchulo Wanth, said the teachers were frequently harassed, intimidated and assaulted for non-payment of "tax" on time. The Nagaland Government Higher Secondary School Employees' Association has also condemned the action of militants. The NSF has asked schoolteachers not to pay any "tax" to the rebels.

NSCN-IM has submitted a fresh proposal to the Centre for a greater autonomy. "We have demanded greater autonomy without giving up on our demands for independence and sovereignty," a senior NSCN-IM functionary said. He refused to disclose the details of the fresh proposal of the NSCN-IM to the Centre on interim agreement but said the proposal contains demand for greater autonomy for the time being. The proposal was submitted to the Centre around four months back and the next round of talks would be held on April 29 and 30 in New Delhi with the representatives of the Centre led by former Nagaland chief secretary R.S. Pandey. 'Chairman' Isak Chishi Swu and 'general secretary' Thuingaleng Muivah left for New Delhi on April 24, while another team will join them later.

SFs recovered a cache of illegal arms and ammunition from the house of NSCN-IM deputy kilonser (minister), ''ministry of trade and transport, Kahoi Swu located in Nuton Basti in Dimapur. According to a press release by Assam Rifles, the arms and ammunition recovered include one .22mm GSG-5P Semi Auto Rifle (Made in Germany); one 7.62 mm AK-47 Rifle; one .22mm Beretta Pistol (Made in Italy); one 9mm Pistol Norinco (Made in China); five magazines and 141 rounds of assorted ammunition. After the operation, Kahoi Swu along with three others identified as Sanjay Sharma, Sujit Kar and Sanjay Kumar Gupta were arrested. On questioning, the arrested revealed that they were hired to repair arms which were kept in the house of Kahoi Swu.

NSCN-IM said it was investigating into the April 19 incident in which former speaker of ENSF, Throngso Yimchunger was physically assaulted. In a statement, NSCN-IM expressed its "deep regret and anguish" over the assault of the former ENSF speaker along with his family members by some persons claiming to be NSCN members. While strongly condemning such physical assault said it was investigating the matter to ascertain whether the culprits were NSCN-IM members or not.

Drawing attention to a proposed meeting purportedly called by advisor Nagaland village chief's federation, T.L Angami and president Shalem Konyak on May 22, the HLC of the three Naga political groups -NSCN-IM, NSCN-KK and NNC/FGN - has asserted their inability to participate in any such "out of the way" discussion, which "only creates more confusion and serves as a tool for adversaries to exploit human frailties." In a joint press release, NSCN-KK Kilonser (minister) C. Singson, NNC/FGN Kedallo Zhopra Vero and NSCN-IM Kilonser Angnaikham urged the organizers of the proposed meet to desist from carrying on the said proposal before it led to any kind of development that could become detrimental to the well-being of the Naga society as a whole. They said "a dubious 50 points of draft proposal" was set to be discussed in that proposed meeting for some kind of a political settlement between the Nagas and the GoI. Meanwhile, the HLC signatories also affirmed to commit their sincere support to the ongoing Reconciliation process led by the Forum for Naga Reconciliation and towards any unity and peace efforts.

A NSCN-IM cadre was shot dead by suspected ZUF cadres at around 2pm along Thongjaorok River bank at Lusai Chiru Village, some eight kilometres away from Bishnupur Police Station. The Police also recovered two empty cases of a 9mm pistol. From the identity card found from the youth, the deceased was identified as one Paosingdai Gonmei (29). Additionally, a press communiqué issued by information Secretary of the ZUF, A Dangmei said that Pousingdai Gonmei, Kapur (area administrator) of Zeilad Region of Duithanjang Khoupum in Tameglong District was 'awarded capital punishment' at Ngariyan village, Churachanpur District. It said that the deceased was arrested in 2011 for leading the NSCN-IM cadres in the first gun battle at Khoupum in 2010. After stern warning, he was released as he was a Zeliangrong. The ZUF went on to say that he was also among the cadres involved in the ambush at Soubunglong (Leishok) village in 2011. It also alleged that the deceased was found collecting 'tax' in the Zeliangrong region.

NSCN-IM functionaries led by 'town commander -Wokha town', N. Lotha, paid a surprise 'visit' to Wokha District Hospital after 'receiving' complaints on several occasions from various quarters on the negligence of District Hospital by MS and his supporting staff manning the hospital. According to a press release issued by the NSCN-IM Wokha 'town commander', N. Lotha said that the pathetic condition of the patients laying helplessly without the presence of the hospital staff spoke volume about the "failure of administrators" in the hospital. Lotha further added, "The lackadaisical attitude of the staff playing with the life of human does not auger well and may invite public outcry if the same pattern of negligence persist when they are to provide 24X7 services".

During a meeting with the 'titular king' of Manipur Leishemba Sanajaoba at Hebron in Dimapur District of Nagaland, NSCN-IM 'general secretary', Thuingaleng Muivah stated, "Nagas and Meiteis should decide for their own future and our future will be the outcome of this decision".

Leishemba Sanajaoba and Thuingaleng Muivah met in the early part of May 2013 at Hebron, the NSCN-lM Peace Camp in Dimapur, informed a source. Although there was no concrete agreement or commitment during the meeting, it was regarded as the first positive step to clear misunderstanding and promote rapport between the Meiteis and Nagas.

Several organisations in Dimapur have resolved at an emergency meeting that, "irrespective of any sort of justification/s", there would be "only one tax" payable to any one faction of the underground groups. Affirming that underground groups would be "allowed to levy tax" only at one entry point instead of the present practice, the meeting resolved that "irritants such as trade license "tax", ID "tax", registration "tax", calendar donations, Christmas & New Year donations, etc shall not be entertained anymore." Further, the meeting resolved that yearly tax, payable to different factions, would not be increased arbitrarily under any circumstances, hence, amount payable would be the same as in 2012.

ACAUT in a resolution adopted stated that there would be "only one tax" payable to any one faction of the underground groups. ACAUT, formed by representatives of several organizations in Dimapur, on May 28 appealed to all the business community in Dimapur "not to pay tax" to any group till the issue was resolved with the top leadership of various underground groups.

Prime Minister Manmohan Singh, described the security situation in the Northeast as "complex" since insurgency, extortion and agitations continue to exist in the region. "The security situation in the northeast continues to be complex, with insurgency, extortion and agitations being the main disruptive elements in the hands of the insurgents," he said in his address at the conference of Chief Ministers on internal security in New Delhi.

Singh, however, said there has been considerable progress in dialogue with several insurgent and ethnic separatist groups in the northeastern region. "A memorandum of understanding has been signed with both factions of DHD of Dima Hasao in Assam. Three Metei insurgent groups have signed a memorandum of understanding in February 2013. Talks with the NSCN are continuing," he said. The Prime Minister said the central government was committed to undertaking and bringing to a satisfactory conclusion dialogue with all groups and organisations which are willing to give up violence to seek solutions within the framework of our Constitution. "We are equally firm in our determination to continue assisting the states of the northeast to enhance their law and order enforcement capabilities, so that the people of the northeast enjoy the normal fruits of democracy and development," he said.

Two NSCN militants were arrested from Wokha while they were "extorting money" from passenger buses proceeding towards Longleng District. According to SDPO Wokha Kenesa, the accused have been identified as Pinymthung Shitiri (18) of NSCN-K and Thungjamo Kikon (19) of NSCN-IM. Police said one 7.65 country made pistol with three live rounds, two mobile phones, collection slip/note and some cash were seized from the accused.

Civil society organizations, including students and the business community, have taken a strong stand against the silence of NSCN-IM with regard to its demand seeking cooperation of the outfit to stop rampant illegal 'taxation' in Dimapur by various rebel outfits. The civil societies under the banner of ACAUT under the aegis of Naga Council Dimapur, on June 5, decided to call a bandh (shut down strike) on June 10 in protest against the rebel outfit's silence.

In its memorandum to Ato Kilonser (prime minister) of NSCN-IM, the Naga civil society organizations and business community sought the cooperation of the outfit with regard to the public demand for only one 'tax' payable per rebel faction. It also sought abolishment of the multiple 'taxes' imposed on single items at New Field check gate, godowns and shops by rebel groups. It said that the yearly 'tax' payable to different rebel factions should not be increased arbitrarily under any circumstances and amount payable be kept same as 2012. Asserting that no individual can be 'taxed' twice in a year, the memorandum said a salaried person or businessmen once taxed cannot be imposed household tax or vice-versa. It said that only authorized personnel of Naga rebel groups should be allowed to collect 'tax' and asked Naga rebel outfits to bring out a "Tax brochure" to streamline taxation.

Chief Minister Neiphiu Rio reiterated that his Government was totally against all illegal 'taxes' being imposed by various underground groups on various items which have caused harassment on the people, but blamed it on the GoI failure to formulate a policy to provide sustenance for the outfits. Rio said after signing cease fire agreement, the undergrounds were not provided with any sustenance for their survival and so were compelled to impose various 'taxes' on the people. He said a central sustenance policy for the undergrounds, who were under cease fire with the GoI, would mitigate the suffering of the people of Nagaland from the unabated illegal taxes imposed upon business. He appealed to the GoI, to come out with a policy to support the underground groups for their survival, as they were under cease-fire agreement with the Centre. Rio also acknowledged that currently, the common people of the state have spontaneously come out against the economic burden imposed on them by the unabated 'taxes' and who have asked various underground groups to agree to 'one tax, one year' for the factions.

ACAUT held a meeting with NSCN-IM leaders at Camp Hebron in Dimapur District to deliberate on multiple 'taxation' imposed by various underground groups, which has crippled the commercial hub Dimapur. SFs arrested two militants of the NSCN-IM and rescued a government official from the duo, during a joint operation near the Deputy Commissioner’s office in Khonsa in Tirap District. The arrested militants were, identified as ‘Private’ Changwang Wangsu and ‘Private’ Nyuwang Chama. One Temen Yakyak, a Government official working in the urban development department, who was abducted by the duo on an unspecified date, was also rescued, the report said.

The arrested rebels also had served an extortion notice to Julie Hamtok, wife of a former Zilla Parishad (local autonomous body at District level) member of Lazu (Tirap District).

With NSCN-IM refusing to return the weapons their cadres snatched from three cadres of KNO/KNA, the latter has decided to block Imphal-Ukhrul road indefinitely with effect from 6pm on June 11. KNO/KNA ‘information and publicity secretary’ Rex Kuki told  that the outfit has been compelled to block Imphal-Ukhrul road as NSCN-IM failed to return the confiscated weapons by June 9. Some NSCN-IM cadres who came in a Tata Winger van and a Bolero jeep overpowered three cadres of KNO/KNA at Mahadev Lamkhai along Imphal-Ukhrul road on June 8 and snatched a pistol. In addition, the three KNO/KNA cadres were physically assaulted by the NSCN-IM cadres, he said.

The proposed indefinite blockade of Imphal-Ukhrul road which was to be in effect from 6 pm following a call by the KNO has now been called off in the evening of June 11 considering the hardship it will cause to the public. On June 8, cadres of NSCN-IM had allegedly assaulted some cadres of KNO at Mahadev Lamkhai along Imphal-Ukhrul road and confiscated some weapons of the latter group. Demanding the return of the confiscated weapons and condemning the incident, the KNO had announced to call the indefinite blockade.

Sources told Assam Tribune that in the recent clash in the Naginijan area of Jorhat District along Nagaland border, the involvement of militants belonging to the NSCN-IM was confirmed. According to information gathered by the security agencies, a group of around 20 members of the militant group was camping in the area for some time and they first opened fire from Nagaland with shot guns, in which one farmer was killed. As the NSCN-IM is under cease-fire agreement with the Government of India, the matter was taken up with the Centre by the State Government and the militants later retreated back from that area.

SFs arrested six persons, including four cadres of NSCN-IM and two civilians, for the abduction of a contractor, identified as Abdul Rehman (45), from different locations in and around the vicinity of Sovima village in Dimapur District. Rehman, who was abducted on June 9, managed to escape on June 11, after which he informed the Police.  The six accused have been identified as - ‘sergeant’ Asing Jagoi (27), ‘sergeant major’ Ahei Konyak (32), ‘corporal’ Kevi Rupü (25) and ‘lieutenant’. Alha Mvun (38) the two civilians were identified as Pituo Zumvü (38), and Sombhu Monda (29). SFs recovered ten empty cases of AK Rifle ammunition, five empty cases of 9mm, and two empty cases of .32 and one empty case of .22 were recovered from the house where the victim was held hostage.

Two weeks after more than a dozen civil society groups and trade bodies in Nagaland formed a joint platform and asked underground rebel outfits to stop collecting "tax" from the people, the NSCN-IM has not only negated such a demand but has come out with a set of "rules" so that all pay for the "national cause". The NSCN-IM has in fact issued a 17-point 'Rules and guidelines for protection of the general public against illegal tax, 2013' with the first point saying, "Every Naga and others residing in Nagalim shall pay tax to the Nation for the national cause."

MHA wrote to the Nagaland Chief Secretary to stop NSCN-IM from levying 'tax' on common people, saying that such action by the Naga insurgent group is leading to price rise of commodities and this cannot be allowed to continue. In the letter, the MHA stated that there has been a serious situation following NSCN-IM's declaration that every Naga as well as others residing in 'Nagalim' shall 'pay tax'.

MHA Director (North-East ), J P N Singh, in his letter, said NSCN-IM has been arrogating itself the responsibility of finding a political solution on behalf of Nagas in general of which it clearly is not the sole representative. The outfit is not only not observing the ceasefire ground rules, but also violating all the existing laws rules and regulations, he said. Singh further said, "You may kindly agree that this is a situation in which the mere argument of having ceasefire with the government of India is no excuse to go on a rampage and destroy the public confidence in the state. It is high time that the state takes its responsibility seriously and starts looking after the interest of its subjects. Unbearable pressure of rising prices cannot be allowed to continue adding to the miseries of the people. You are requested to initiate measures to stop what is going on and also ensure security of the office bearers of ACAUT (Action Committee against Unabated Taxation)."

The NSCN-IM has justified the system of 'taxation' and asserted that it was the only outfit mandated by the Nagas for holding political talks with the Government of India for resolving the Naga political issue.

PM Manmohan Singh has reiterated that the Union Government was "serious about the Naga problem" and added that "the issue will be solved soon". PM made the assurance when State Minister of School Education, C.M.Chang, met him in New Delhi recently. According to a communiqué issued by Public Relations Officer, Nagaland House, New Delhi, Kuolie Mere, the PM had stated this in response to an appeal made by Chang to solve the Naga political issue. The Prime Minister had reportedly enquired about the collective leadership of the NSCN-IM form Chang. Chang had urged the Prime Minister to resolve the Naga political issue during his (Dr Singh's) tenure and leadership. He told the Prime Minister that Nagas were "expecting solution before the next general elections (2014)". Chang further told the PM that the Naga people longed for a permanent settlement that was "honourable and acceptable to the Nagas". During his meeting, Chang also requested the Prime Minister for more funds for Nagaland. In response, the PM informed Chang that more funds would be granted to Nagaland in September 2012 and that additional funds would be provided to all North East States during the current financial year [2013]. The PM also mentioned that he had assured State Chief Minister Neiphiu Rio in their last meeting about the additional fund for the State and an early solution to the Naga political issue.

NIA investigation reported that Naga militants are getting ammunition from Police. The NIA which has registered a case in this regard has already arrested four Police officials, including Wokha District SP, S Sangtam, one SDPO, one ASI and one havildar, who was in charge of the armoury from where the ammunition was taken out.

Sources said that at the end of 2012 it was found that a group of police officers were involved in handing over of huge quantities of ammunition of AK series rifles and SLR to the militants belonging to the NSCN-IM. On Police records, it was shown that the ammunition was used in the firing ranges, while, the live cartridges given to the militants were replaced by the empty shells provided by the ultras.

In a statement, CFMC secretary Imcha Longkumer said its right to levy tax should not be interpreted as "extortion", saying nowhere in the CFGR it was mentioned NSCN could not levy 'tax'. The warning came a few days after representatives of JDDC had met the Chief Minister Okram Ibobi Singh at his office on August 7 and discussed the MoU signed between the State Government and the Committee on November 9, 2011. One of the key demands mentioned in the MoU is to declare Jiribam as a separate District. Jiribam is a sub-division of Imphal East District located on the Manipur-Assam border.

Willy, a Thai national was reportedly picked up at India's request.

Despite the crackdown launched by the Government of Bangladesh, around 200 members of militant groups of the North East region of India are still taking shelter in the neighboring country and a list of the shelter points was handed over to Bangladesh during the recent meeting between the Border Security Force and Borer Guard Bangladesh. Sources in the MHA told that the militants are not maintaining any full-fledged camp in Bangladesh but they have been maintaining at least 25 shelters, mostly in the areas like Khagrachari, Bandarband, and Rangamati in CHT.

Sources said that most of the militants staying in Bangladesh belong to the NLFT of Tripura. But other groups, like the ULFA-I, PLA and UNLF of Manipur, NSCN-IM and NDFB, are also maintaining shelters in the neighbouring country. NSCN-IM has revealed for the first time that it has hundreds of members and several offices in foreign countries. Reiterating its stand on collection of 'tax' from the people, the group said it had to collect 'tax' from the Naga-inhabited areas of Nagaland, Assam, Arunachal Pradesh, Manipur and Myanmar to support its members in foreign countries. The outfit also warned the ACAUT of Naga Council Dimapur, who had asked the people not to pay tax to the militants. The NSCN IM alleged that the ACAUT was hand-in-glove with its adversaries to undermine Naga nationalism and the outfit would never tolerate this.

The NSCN-IM has a strong base in Bangladesh from where arms are supplied to the outfit's camps in the region. It also has offices in the United States, Germany, Netherlands, China, Thailand, Japan, the Philippines and the United Kingdom. According to intelligence sources, the outfit spends thousands of dollars to maintain its offices abroad.

"The outfit's annual budget has increased manifold as a result of heavy recruitment and procurement of arms from foreign countries, to over INR 1 billion per year. According to intelligence sources, there are nearly 25,000 NSCN members. The salaries of the members range between INR 2,000 and INR 15,000, according to their rank.

The NSCN-IM will be focussing on the twin issues of self-administration by Nagas in areas they inhabit and the federal system in their next round of talks with the Centre expected later this month. The NSCN-IM team, led by its 'chairman' Isak Chishi Swu and 'general secretary' Thuingaleng Muivah, is expected to leave for New Delhi by November 19. "We are expecting to hold talks with the Centre on November 21," a senior member of the outfit said. The Centre will be led by its interlocutor and former Nagaland chief secretary R.S. Pandey.

Three militants were reportedly killed and one injured in a five hours fierce gun-battle between the NSCN-IM and the ZUF cadres near Bhalok village in Tamenglong District. Bombs were also reportedly used in the encounter. Police source said that the three deceased belonged to the ZUF and added that one cadre of the NSCN-IM was injured. Meanwhile, the NSCN-IM has also claimed that the three deceased hailed from the ZUF. Officially, it has been confirmed from the Police about the shootout in Tamenglong District but it has not been confirmed officially the claims made by the NSCN-IM.

The UNC, in a press release, stated that it is greatly disturbed by the violence among Nagas on November 12 at Phailong in Tamenglong District where three ZUF militants were killed in a clash with the NSCN-IM. Giving its version, the NSCN-IM, Zeilad Region, said no cadre of its outfit was killed in the Bhalok or Phalong village shoot out. It however reiterated that three ZUF cadres were killed and four others injured. From its side, there had been an injury incurred to one of its cadres, it stated.

The MNPF has claimed responsibility for the November 15 bomb attack at the office of TNL in Ukhrul District. A press release issued by MNPF assistant publicity Thomas Numai said that the bomb attack was carried out to demonstrate MNPF's disapproval of Artex as TNL president. Artex was elected as TNL president to serve the vested interests of NSCN-IM and create disunity among the Tangkhul community. MNPF said that the bomb attack was a warning to Artex.

Asked if the Naga people could expect arriving at a solution during the visit, Isak replied: "No, we do not expect solution this time but we will discuss." When asked to explain, the reason why the talk has been scheduled after a long gap, Thuingaleng Muivah asserted that the "problem" was with the GoI and not with NSCN-IM. The Union Government began a fresh round of negotiations with leaders of the largest Naga insurgent group, NSCN-IM, hoping to hammer out a political settlement to the decades-old conflict ahead of Lok Sabha elections in 2014. Nagaland Chief Secretary R.S. Pandey, the Union government's interlocutor, met with the top leadership of the NSCN-IM, represented by its chairman Isak Chishi Swu and general secretary Thuingaleng Muivah, the latest in a series of closed-door negotiations that have continued for more than fifteen years. Neither side made statements after the talks, which are expected to continue for several days.

Personnel of 19 AR arrested two NSCN-IM cadres and one NSCN-K cadre in two separate incidents in Kohima District.

In a press release, AR- PRO stated that two armed cadre of NSCN-IM , Arian, and Besii, were arrested from Bara Basti area in the wee hours of November 22 after a search operation was the launched based on specific information about the presence of armed cadres in that area. Also, SFs arrested a NSCN-K, 'sergent Major' Verochiji Naga, in a vehicle in Kohima town on November 21.

SFs arrested a NSCN-IM militant, identified as Ibeingbe Kwami (37,) ,suspected to be involved in the killing of Rajib Kumar Pathak executive engineer of irrigation department on November 22, at Lodhi Basti in the outskirts of Haflong in Dima Hasao District. SFs recovered one AK 47 rifle, 20 rounds of ammunition and a magazine from the militant. A top Police official of Dima Hasao clarified that the claim by DHD-A group claiming responsibility for the killing of Rajib Kumar Pathak was a diversionary tactics.

NSCN-IM has hit out at the observance of the 6th anniversary of unification by the NSCN-KK at the Khehoi designated camp on November 22. NSCN-IM asserted that unification could not be "serious" when it was formed through conspiracy and desertions and "under the cover of darkness". It termed such unification as a "disgrace and a big insult to the journey of common hope and reconciliation" under the banner of FNR. NSCN-IM asked NSCN-KK what was "unification" when it was advocating "for Nagas of Nagaland state alone?"

Highly placed Police sources have revealed that members of Manipur based militant groups are suspected to be involved in blowing off of a bridge in Cachar District on November 26 and the main aim was to cut off the road leading to Manipur. NSCN-IM- UT as per the directive of the CAO ordered its staff to check and take action against youth indulging in immoral activities under the influence of alcohol. A meeting with NSCN-IM leaders was "deferred" by Prime Minister, Manmohan Singh this week but hopes of a break-through remain alive ahead of 2014 general elections. Cancellation of the meeting, which was scheduled for December 4, has raised questions whether the move followed fears of disturbances in Manipur. Sources, however, said that the meeting was "cancelled" after warnings from security agencies that it could affect peace in Manipur but the NSCN has dismissed the suggestion. "The meeting was not cancelled, only deferred as chair- man (Isak Chisi Swu) is in Dimapur. Once he is back, the meeting will take place," an NSCN source said. "We were promised that there will be something before the 2014 elections," he added. Swu is in Dimapur for his son's wedding and is likely to return soon.

While the peace talk with a faction of the ULFA is likely to see a final settlement soon, it is still uncertain when the vexed Naga issue could be resolved, said Union Home Joint Secretary North East In-charge, Shambhu Singh. Shambhu Singh said that as of today, nothing is certain on what the outcome of the ongoing peace talks with the NSCN-IM will be. Admitting that the dialogue with Isak-Muivah led faction of the Naga rebel group has not seen any concrete progress, the Joint Secretary said that the outfit has submitted their charter of demands in July 2011 after abandoning the demand for sovereignty, unification of Naga areas and Nagalim. He said that as there is need for involvement and consent of the Governments of Manipur, Assam, Arunachal Pradesh and Nagaland regarding the demands of NSCN-IM, the Centre is yet to give any reply to the Naga rebel group.

Responding to a query regarding UNC demand for an 'Alternative Arrangement' (AA) outside Manipur Government pending a final solution to the Indo-Naga issue', Shambhu Singh opined that the demand is quite hazy and explained that the Government of any State, including Manipur is made up by its people. Although, UNC has urged to upgrade the AA talk to a political level, the Centre has asked the State Government to resolve the matter with the UNC.

A press release issued by the outfit's assistant publicity secretary Thomas Numai charged NSCN-IM of consistently projecting UG groups struggling for Nagas as anti-Naga. It further accused NSCN-IM of killing many innocent people in Senapati district this year including James Mao NSCN-K and Kenedy Paomei of FGN.

Hundreds of citizens in Zunheboto town expressed outrage and protested against the Aghilito village junction incident at a protest rally in the town. Sumi Hoho (apex body of Sumi Tribes) 'president' Hovishe Arkha condemned the actions carried out by the NSCN-IM cadres.

The rally which was held under the aegis of the Sumi Hoho and other apex frontal organisations of the Sumis adopted a three-point charter of demands after the rally. The public at the rally resolved to urge upon the collective leadership of the NSCN-IM, to physically hand over the four cadres involved in the incident, to the District administration within three days from the date of publication of the resolution; In the event the NSCN-IM failed to comply with the resolution (No.1), the rally resolved that the Sumi community shall withdraw its cooperation and support to the NSCN-IM. The rally also resolved that no individual or organization should initiate for release or extend support to the four errant cadres, while in custody of the district administration.

According to highly places sources, despite repeated denial by Bangladesh authority, as many as 51 militant hideouts of northeast India's militant formations still exist in the Bangladeshi soil.

Out of the total militant hideouts, the National Liberation Front of Tripura (NLFT) [Tripura based] has the highest number of camps in Bangladesh soil with 23 hideouts. While the Manipur based outfit- People's Liberation Army (PLA) has second highest militant camps- 7, the Nationalist Socialist Council of Nagaland (NSCN) [Nagaland] and United Liberation Front of Asom (ULFA) [Assam] have four and three hideouts respectively.

Two civilian have died in clashes between the NSCN-IM and local people at Mukalimi village under Pughoboto subdivision in Zunheboto District since December 28. One person was killed and four were injured when NSCN (I-M) cadres fired at the group of people who tried to storm the camp of the militants on December 28.later, on December 29, one more body was recovered from the site. Sources from Zunheboto said heavy exchange of fire is still on between the cadres and the group of people despite intervention by the Sumi Hoho (apex organisation of the Sumi community).

Against the backdrop of the massive anger of the Sumi public over the refusal of the NSCN-IM to hand over its cadres involved in the December 21 incident at Aghuyito to the District administration, which led to the current siege on Mukalimi camp of the NSCN-IM, the State Government has said that the only option left was that the NSCN-IM vacate Mukalimi in the "interest of restoring peace and harmony in the state". Stating this in a communiqué State Home Commissioner, on December 29, Temjen Toy also informed that the State Government has taken up the issue with the appropriate authorities.

The NSCN-IM kilonser also alleged that the NSCN-K was taking advantage of the situation in Zunheboto district by helping the volunteers to fire upon the NSCN-IM cadres in Mukalimi camp. He however asked how the volunteers could get hold of sophisticated weapons to fire at the NSCN-IM cadres. Asked why NSCN-IM cadres fired on the public, TT Among said that despite being warned not to cross the "red line" the public surged ahead "and along with rival group" and fired towards NSCN (I-M) cadres. This compelled NSCN (I-M) to fire back in "self-defense, "he said.

Naga Hoho (NH), Naga Mothers' Association (NMA) and Naga Students' Federation (NSF) held a joint meeting in Dimapur to discuss the prevailing situations in Zunheboto and Rengma Hills of Karbi Anglong (Assam). The three organizations also met NSCN-IM top leaders at Cease-fire Monitoring Cell, 4th Mile Dimapur and demanded to hand over the "culprits" involved in the December 21 incident to the administration through the civil societies in order to prevent the situation from further flaring up. However it was quiet unfortunate that the NSCN-IM leaders could not give any "positive response" to the demand, rather they have referred the matter to the collective leadership, said the three organizations. The organizations said "an ultimatum was sent to the collective leadership" to consider the demand in order to solve the situation "which they themselves have created.

Cadres of NSCN-IM vacated the camp at Mukalimi village in Zunheboto District after three-day standoff. After much persuasion by the Centre and the state Government, the cadres moved out of their camp. However, before their exit there was an exchange of fire with the mob, in which one person was wounded. The total number of injured since December 29, 2013, has risen to six. An NSCN source said the cadres vacated the camp on their own but sources said they did so only after much discussion with the Centre and the state Government.

Sources claiming that the Assam Rifles (AR) team recovered five dead bodies reportedly that of NSCN-IM cadres from the disbanded Mukalimi camp in Zunheboto District on December 30. Four bodies were found buried inside the camp while the other one, suspected to have died of fatal injuries, was found in the nearby jungle.

Refuting reports of recovery of five bodies by AR inside the Mukalimi camp, the NSCN-IM 'convenor' of CFMC Kraibo Chawang said, "Let them bring out the dead bodies in public" and added that if at all there were any such dead bodies; NSCN-IM would not hide them as it would be a violation of human rights. He then claimed that only one NSCN-IM cadre sustained minor injury during the standoff and has been administered first aid. He added, "With mutual understanding with Delhi, conditionally we have left the camp. There is no victory on the other side".

An NSCN-IM statement said the outfit's 'MTC' found 'sergeant' Mapam Keishing guilty of molesting two women missionaries on December 21 at Aghuyito near Zunheboto town after a thorough investigation and conducted 'court martial' proceedings against him. He was awarded capital punishment on December 29, it added. The 'MTC' also found 'corporal' Mahori and 'private' Ninoto guilty and 'terminated their services' in the organization with immediate effect from December 29, the statement said.

The Central Government is closely monitoring the situation in Nagaland following clashes between NSCN-IM militants and local Sumi tribals that led to the killing of seven persons, throwing the ongoing peace talks in tatters. Official sources said the violence in Nagaland's Zunheboto District may spread to other areas as locals have been protesting against the collection of so-called "taxes" by NSCN-IM in many parts of the state.
