Kangleipak Communist Party

Formation

The Kangleipak Communist Party (KCP) was formed on April 13, 1980, under the leadership of Y. Ibohanbi. Although the group is ostensibly Communist, named after the historical name of Manipur, i.e. Kangleipak, the KCP is more concerned with the preservation of Meitei culture and demands secession of Manipur from India.

Founder of the KCP, Y. Ibohanbi, was killed during a security force operation in 1995. Subsequently, the KCP split into several factions such as the ones headed by City Meitei (KCP- City Meitei), Prithvi (KCP-P), Mangang (KCP-M) and Noyon (KCP-N). On May 30, 2005, four front-ranking KCP cadres, including Moirangthem Boicha alias Prithvi, chief of the KCP-P, and his wife Ibemcha Devi were killed during an encounter with the security forces (SFs) at Nongada Makha Leikai in the Imphal East district.

Following a decision taken during a five-day central committee meeting held during May 4-8, 2006, the KCP factions are reported to have merged together.

Objectives

The main objective of KCP is to restore the independence of the erstwhile Manipur kingdom and to bring about an egalitarian society, which is to be achieved by uniting all ethnic-Mongoloid groups belonging to South-East of Himalayan region, liberating Manipur from the Indian rule, building up the strength of the working class and reviving the indigenous culture.

The KCP has, in the past, passed decrees with an objective of widening its level of social acceptability. In February 2005, it banned Government doctors in Manipur from working in private clinics. In April 2005, the KCP pressed for the introduction of the Manipuri script, Meetei Mayek, in educational institutions in the State. In September 2005, the outfit banned shooting and exhibition of digital movies and music albums for a year.

Leadership

The KCP held its ‘second national convention’ on October 20-23, 2006, at an undisclosed location in Manipur and reconstituted the Party Central Committee. The party hierarchy consists of:

  1. President – Senggoi Meetei
  2. Vice President - K. K. Mangang
  3. General Secretary - K. K. Nganba
  4. Information and Publicity - H. Poirei
  5. Organisation Secretary - Sh. Pakhangba

The KCP started with a small number of cadres. However, its strength has grown over the years and presently, it is known to have about 100 cadres. Half of its active cadres are known to possess an array of weapons ranging from AK series rifles, US carbine, Chinese made grenades and mortars.

Areas of Operation

The KCP is mostly active in the valley areas of Manipur, though it has also been found to be engaged in extortion and other activities in the hill districts, such as Churchandpur.

Funding

Like most other insurgent groups in the northeast, the KCP funds its activities through extortion of local villagers and businessmen.

Linkages

The KCP has a close working relationship with most of the outfits operating in the valley districts of Manipur. Even though, the UNLF had imposed a ban on the City Meitei faction of the KCP in the beginning of 2006, the ban was reportedly revoked to pave way for the unification of various factions. In October 2005, the KYKL too had banned the KCP-P.

In the past, the KCP maintained operational linkages with the National Socialist Council of Nagaland-Khaplang (NSCN-K) and the United Liberation Front of Asom (ULFA).

Incidents involving Kangleipak Communist Party

2009

June 26: The Thoubal District Police arrested a KCP militant suspected to be involved in the killing of a contractor, Y. Krishnadas, and one UNLF militant, who carries a reward of INR 100000 and is suspected to be a prime accused in the killing of non-locals at Leimaram.

June 25: Three militants belonging to Lalheiba group of the KCP are arrested by the Imphal East District Police from Khurai Lamlong area. They are identified as Soraisam Bakimchandra alias Kaka, Yanglem Inao and Sanasam Nando alias Tomba.

June 24: Two truck drivers associated with stone crushing factories were abducted by armed cadres of the Lamyanba Khuman group belonging to Military Council faction of the KCP from the riverbed of Sekmai in Thoubal District, in connection with a monetary demand. They are identified as Konsam Somen and Huirom Bishorjit. Later, members of Northern Valley Stone Crusher Owners’ Welfare Association and workers demonstrate at Pheidinga, in protest against the abduction and demanding safe release of the drivers. According to general secretary of the Association Angom Boby, there are over 20 stone crusher factories in and around Mantripukhri, Potsangbam and Sekmai area, and that the armed outfit has demanded INR 30,000 from each of these factories. Some days earlier, the same outfit had also abducted two other truck drivers, identified as Nadakishore and Mutum Rojit. However, they were released on June 14 after a large amount of money was paid to them, Boby further discloses. As the outfit insisted on the demanded amount and warned of closing the factories until the demand was met, all stone crushing factories had shut down, he adds.

June 16: Two persons, including a woman, are injured in an improvised explosive device (IED) explosion inside the Manipur Rifles (2nd Battalion) complex in Imphal West District. The blast occurs when some suspected militants trigger the IED planted on a scooter parked near the canteen. The explosion also causes damage to the canteen. Later, the Military Council faction of the KCP claims responsibility for the bomb blast saying this was a warning against illegal liquor business.

June 11: The Military Council (MC) faction of the KCP led by Lanheiba Meitei in a press release rejects the claim by Lalumba that he was the president of the KCP-MC and was leading the outfit for peace talks with the Government.

June 7: A militant belonging to the Military Council faction of the KCP, identified as Chinyakham Chinglen Singh, is arrested by the Assam Rifles personnel from a check-post near Sita junction under Tengnoupal Police Station in Chandel District.

June 5: A cadre of the Military Council faction of the KCP, identified as Hijam Romio Singh, is arrested by the Imphal West District Police from Thangal Bazaar area. Hijam confesses during interrogation that he was asked to extort money from shop keepers at Thangal Bazaar and also extorted a sum of INR 45,000 from some shopkeepers in three occasions for the outfit.

June 4: A militant belonging to the Noyon faction of the KCP, identified as Moirangthem Ajit alias Ejou alias Chinglen, is arrested by the Imphal East District Police from Tinsid road. He joins the outfit in 1996 and is involved in extortion of money from traders.

A KCP militant, identified as Nepram Govin alias Robert, is arrested by the Imphal West District Police from his residence at Thongju Kono Khonangkhong.

June 4: Telegraph reports that a tripartite cease-fire agreement would be signed by the Military Council faction of the KCP led by Lallumba alias Hiteshore with the Manipur and Union Governments. The report adds that the group "agreed" to sign the cease-fire agreement after four rounds of talks were held with officials of the State and Union Governments since late 2008. The outfit approached the Centre through the Assam Rifles for the peace deal. "The state's peace effort with the KCP (MC-Lallumba) is making progress. The state and the group are ready to sign the agreement. The group has also expressed its readiness to sign the peace deal as soon as possible," an official source said. The Government has set up a cease-fire monitoring group headed by the Inspector General Police (intelligence). Sources said the group which claims to have a strength of 370 cadres had been operating in seven of the nine Districts of Manipur. "The government was planning to give them shelter at the surrender and rehabilitation centres in Jiribam in Imphal East after the surrender of weapons," the source said. The militants would be subsequently shifted to a designated camp, the source added.

June 1: A 22-year old KCP militant, identified as Huidrom Sunder Singh alias Sanathoi, is arrested by the Imphal West District Police from Thangal Bazaar.

A 52-year old militant of the Military Council faction of the KCP, identified as Moirangthem Kalachand Singh alias Kaka, is arrested by the Imphal East District Police from Khurai Thangjam Leikai in the capital Imphal.

May 28: A KCP militant, identified as Ningthoujam Basanta Singh alias Apangba, is arrested by the Imphal East District Police from Lamlong. Two demand letters of the KCP are recovered from his possession. Ningthoujam confesses that he joined the KCP in May 2009 and was involved in extortion of money from the general public, Government officials and shops.

The PULF, reacting to the May 25 killing of a Manipur University (MU) Professor, Mohammed Islamuddin, inside the campus, questioned the charges levelled by the KYKL against the slain academician. The KYKL in a press release on May 26 reportedly claims responsibility for publicly executing the professor in broad daylight in the university campus saying that he was the ring leader of a clique within the MU which was usurping all powers of the University and using it to their selfish ends. The 'secretary general' of the KCP outfit, Khamba Luwangcha, says it is unfortunate that such a killing should have come at a time when the people are crying out against 'State sponsored terrorism' wherein Police Commandos and Security Forces level charges after eliminating someone.

May 19: Manipur Cabinet gives its approval for giving monetary rewards to a faction of the KCP led by Lalumba for agreeing to negotiate with the Government.

May 17: The Military Council faction of the KCP declares a 'ban' on the Democratic Students' Alliance of Manipur for its alleged interference in the matter relating to the medicine stockists and the outfit.

May 16: Militants belonging to Military Council faction of the KCP explode a bomb at the western wall of the Regional Institute of Medical Science near the Langol View hospital. While no damage is reported, a woman, identified as Ak Bala, who had come to the Langol View hospital, fainted due to the loud sound of the bomb blast.

A suspected KCP militant is killed by Imphal West District Police during an encounter on the way between Langol and Lainingkhul under Lamphel Police Station. A 9-mm pistol with 3 live rounds and one Chinese hand grenade are recovered from the possession of the slain militant.

Two KCP militants, Puthem Boy Meitei alias Boynao and Deepu Saikia, are arrested by Imphal East Police from New Checkon area. Deepu Saikia belongs to Jorhat District in Assam. One 9-mm pistol with three live rounds of ammunition in the magazine and two demand letters of the outfit are recovered from the possession of Puthem Boy.

May 13: Militants abduct Roshan, son of a professor of Central Agriculture University for a huge ransom at Iroisemba in Imphal West District. They demand a ransom of INR three million for his safe release. Meanwhile, another report mentions that a KCP militant, Pamen Meitei, was behind the abduction.

A militant belonging to the Mangoljao faction of the KCP, identified as Nameirakpam Gambhir Singh, is arrested by Imphal West District Police from Luker Makha Leikai.

A KCP militant, identified as Khoirom Ojit Singh alias Brojen, is arrested by the Imphal West District Police from Moidangpok Awang Leikai. Ten live rounds of AK-47 ammunition are recovered from his possession.

Pharmacists close their shops in Imphal following a monetary demand from a faction of the KCP. The report adds that a shutdown had also been witnessed on May 1 after the militant outfit demanded INR one million from each stockist. However, Police broke down the locks and forced open the chemist shops next day. Subsequently, the militant group decreased the ransom amount to 500000. Members of the Manipur Chemist and Druggists Association congregated at Keishampat Junction on May 7 appealing to the militant group to withdraw the demand. The militant group further reduced the ransom amount and asked chemist shops to pay 300000, resulting in the shutdown. Wholesalers and retailers of the business also join in the shutdown.

May 12: Two KCP militants, Puthem Boy Meitei alias Boynao and Deepu Saikia, are arrested by Imphal East District personnel from the New Checkon area. Deepu Saikia belongs to Madhavpur Titabor area in Jorhat District of Assam. One 9-mm pistol with three live rounds in the magazine and two demand letters of the KCP were recovered from Puthem's possession.

An 18-year old militant belonging to Military Council faction of the KCP, identified as Mohammed Atao Rahaman alias Apikpi, is arrested by Imphal East District Police from Minuthong Hatta.

A militant belonging to the Military Council faction of the KCP, identified as Mutum Samo Singh, is arrested by a team of Imphal East District from New Checkon area. He confesses that he was involved in extortions for funds of the outfit.

Two KCP militants, identified as Mohammed Salim alias Alam alias Raj and Mohammed Ziyaul Haque alias Moirang, are arrested by the Thoubal District Police from Athokpam Bazaar along the National Highway 39. Three receipt memos labelled as 'The All Kangleipak Students' Union (AKSU), Kangla' are recovered from the possession of Salim.

May 10: The Imphal East District Police arrested two women cadres belonging to the Lamyanba Khuman group of the Military Council faction of KCP, identified as Naoremningol Maibam O. Thoibi Devi alias Ichanthoibi and Maibam ningol Thangjam O. Bala Devi alias Ngamkheingakpi, from Lamlong Keithel area while taking captive the wife of a Manipur Government official. One 9-mm pistol with two live rounds is recovered from Bala's possession.

Two KCP militants, including one belonging to the Lamphel faction, are arrested by the Imphal West District Police in two separate search operations. They are identified as R.K. Shivakanta alias Shiva and Laishram Shanta alias Tomba alias Panthou.

May 6: Militants opened fire at the residence of school teacher, Okram Saratchandra, at Pukhao Laipham in Imphal East District. The report adds that a demand note of INR 500, 000 signed by 'project officer' Nongthang of the KCP was served on Okram on April 30.

The Manipur Chemists and Druggists Association organises a sit-in protest at Keishampat junction in Imphal West district against the monetary demands on 24 wholesalers and retail medicine shops. Around 100 shopkeepers participating in the protest display placards with slogans like, "Don't demand money, money demand may lead to non availability of life saving drugs" and "Make pharmacies a free zone". A member of the association says that Puranthaba group belonging to Military Council faction of the KCP had demanded ransom of INR one million from each shop during the second week of April which was to be paid by the end of April 30. As they could not pay the huge amount they shut down their shops after receiving a threat from the outfit.

May 5: A militant belonging to the Imoinu faction of the KCP, identified as Mohammed Jahiruddin alias Sanayai, is arrested by the Thoubal District Police during a search operation at Angtha.

May 2: Three cadres belonging to Military Council faction of the KCP are arrested by the Assam Rifles personnel from a place under Heingang Police Station in Imphal East District.

April 29 : A cadre of the Military Council faction of the KCP, identified as Pebam Surjit Singh alias Chacha, is arrested by the Imphal East District Police from Bamon Leikai area.

April 28: A militant of the Military Council faction of the KCP, Pebam Surjit Singh alias Chacha, is arrested by the Imphal East District Police from Bamon Leikai.

A militant of the Military Council faction of the KCP, Ningthoujam Yamba Singh, is arrested by the Imphal West District Police from Moirangkhom. He confesses during his interrogation that he was involved in threatening the employees of Imphal Hospital and went to the hospital thrice to extort money.

April 27: A KCP cadre, identified as Nongthombam Romesh alias Nanao, is arrested by the Imphal West District Police from Keirao Bitra Awang Leikai area.

April 24: A suspected cadre belonging to the Lamyanba Khuman group of the Military Council faction of the KCP is shot dead by the SFs during an encounter at Laikoiching area under Lamlai Police Station in the Imphal East District. While the other militants manage to escape, one 9-mm pistol with three live rounds is recovered from his possession.

April 23: Two suspected cadres of the Military Council faction of the KCP are shot dead by the SFs during an encounter at a location between Okram Chuthek and Ucheckon in Imphal East District. One revolver with two live rounds, one pistol with four live rounds, one Chinese hand grenade and three demand letters of the KCP-MC signed jointly by its 'Commander in-Chief' Lamyanba Khuman and 'District Commander' Rom Meitei are recovered from the possession of the slain militants.

April 18: A temporary camp belonging to the Noyon faction of the KCP and two temporary camps of the PREPAK are neutralised by a combined force of the Imphal West District Police and Army during a counter-insurgency operation at Khoidumpat area under Waikhom Police Station. A generator set, an inverter set with battery, assorted utensils and kitchen materials, a gas cylinder and stove, three plastic chairs, one A-4 rifle, one universal machine gun, one lethod gun with five lethod bombs, one W/T set, five Chinese hand grenades and assorted ammunitions are recovered from the camps.

April 16: A KCP militant, Heisnam Birbabu Singh, is arrested by the Thoubal District Police during a search operation at Samaram Lamkhai area along the National Highway-39. He belongs to the ‘finance section’ of the outfit.

April 13: The Military Council faction of the KCP declares of lifting 'ban' on the ruling Congress party and its workers in the elections scheduled to be held in Manipur on April 16 and 23.

April 12: A militant belonging to Sengoi faction of the KCP, identified as Konjengbam Thoiba Singh, is arrested by Thoubal District Police during a search operation in Heirok Part-II areas.

Two persons, identified as Meitram Tomba and Mongjam Tomchou, are wounded when the Mayang Imphal Block office of the ruling Congress party is blown up. The Military Council faction of the KCP declares its plan to target the Congress party and urges people not to campaign for the party in the Parliament election scheduled to be held in Manipur on April 16 and 23.

Two bombs are hurled by unidentified militants at the residence and works site of a stone crusher, Aribam Bijoy Kumar alias Boy, at Punsikhol area in Langol Games village of Imphal West District. While his residence is partially damaged in the explosion, the bomb hurled at his works site fails to explode. Bijoy says that two persons identifying themselves as cadres of the Military Council faction of the KCP on March 18 demanded INR one million from the income of his work of stone crushing and he did not pay the ransom.

April 11: The Military Council faction of the KCP claims responsibility for planting two explosive devices at the premises of the Imphal Hospital and Research Institute. The faction also declares a 'ban' on private hospitals for allegedly accumulating wealth at the cost of economically unsound patients.

April 10: One cadre belonging to the Military Council faction of the KCP, identified as Haobam Abung, is arrested by the Imphal East District Police during a search operation at Minuthong.

April 9: Three suspected militants of the Military Council faction of the KCP are shot dead by Thoubal District Police during an encounter at Ikoppat area. While some other militants manage to escape, one .32 pistol loaded with four rounds of ammunition, two hand grenades and an empty cartridge of a Lethode shell are recovered from the encounter site.

April 7: The office of the ruling Congress party at Wangkhei Block in Imphal East District is partially damaged when a bomb blast is triggered by militants of the Military Council faction of the KCP. The 'military affairs secretary' of the faction, Lanheiba Meitei, claims responsibility for the attack.

April 6: A suspected leader belonging to Lanheiba group of the Military Council faction of the KCP is shot dead by Assam Rifles personnel during an encounter near Leishang village in Churachandpur District. One 9-mm pistol and 10 rounds of ammunition are recovered from the possession of the slain militant. Troops say that the slain militant was suspected to be the Churachandpur ‘district commander’ of the outfit.

Two KCP militants, Heikrujam Ngongo alias Ebohal Meitei (19) and Ningthoujam Dollen Meitei alias Chinglain (18), are arrested by the Assam Rifles personnel during a search operation at Sugnu Napath Mayai Lambi under Kakching Police Station in Thoubal District.

April 4: Two militants of the Noyon faction of the KCP are arrested by Imphal West District Police from the Palace Compound area in Imphal East District. They are identified as Salam Susil Kumar Singh alias Tababi and Sapam Chetan Meetei alias Inaocha. They confess during interrogation that they were asked to extort 1.5 percent from the salary of the Music College and Oriental College for group’s funds.

A KCP cadre, identified as Kshetrimayum Milan Singh, is arrested by Thoubal District Police during a search operation at Thoubal bazaar area.

April 3: A KCP cadre, Salam Joy alias Athouba, is killed by militants of the same outfit at Pourabi Nunggoi area in Imphal East District, for allegedly working against interest of the group.

Imphal West District Police arrest Laishram Kishorjit Singh alias Heikak, warden of the Central Jail in Imphal, during a search operation at the eastern side of the DM College. Three demand letters of the Military Council faction of the KCP are recovered from his possession addressed to the Catholic School for an amount of INR 3 00,000, Manipur State AIDS Control Society (MACS) for an amount of INR 10, 00,000 and Advanced Modern School for an amount of INR 5 00,000. The demand letters were signed by one Lamyanba Khuman of the Military Council faction of the KCP.

One bomb planted by the Military Council faction of the KCP near the Judges quarters at Kangla Park in Imphal city is recovered and later defused by Police personnel.

April 2: The Lanheiba Meitei group of the Military Council faction of the KCP accuses the Congress party led by Government of letting loose a reign of terror by endorsing its agencies to go on a killing spree and asks the people in Manipur not to vote or canvass for the Congress party in the forthcoming Parliament election scheduled to be held on April 16 and 23.

Police recover a bomb fitted in a pressure cooker at Indira Park Gate in Imphal city. Another bomb fitted in a pressure cooker was recovered near the Board of Secondary Education Manipur office at Babupara area in Imphal West District and was later defused by Police on the same day. Subsequently, the Lalheiba group of the Military Council faction of the KCP claims responsibility over the telephone for planting bombs at these two locations.

April 1: A militant of the Military Council faction of the KCP, identified as Elangbam Kesho Singh, is arrested by Thoubal District Police during a search operation in Wabagai bazaar area. Kesho confesses during interrogation that he was operating in the ‘finance section’ of the outfit.

March 28: A cadre of the Military Council faction of the KCP, who claims to be a correspondent of a daily newspaper based at Imphal, and a woman cadre of the same faction are arrested by Imphal West District Police from different places. They are identified as Pukhrambam Suraj alias Gogo and Gurumayum Ibemcha alias Premlata.

March 26: Two KCP miltiants, Moirangthem Shantipur and Ningthoujam Gulapi Singh, are arrested by the Thoubal District Police. Following their confession, three more KCP cadres are arrested from various locations in the capital Imphal. They are identified as Laishram Jane, Thiyam Ingocha Singh and Khunjamayum Nimaichand. According to Police, they are part of the recruitment cell of the outfit under the command of one Korou and have so far recruited two cadres and given INR 35,000 per recruit.

March 25: A KCP cadre, Lamginlen Haokip alias Hegin, is arrested by the SFs from Kongba in the Imphal East District.

March 23: Two suspected militants are shot dead by the Imphal West District Police at Nagamapal Kangjabi Leirak. While some other militants manage to escape, a hand grenade, one M-20 pistol with two live rounds and a motorcycle are seized from the encounter site. Three copies of demand letters of the KCP, signed by one Pamel Meitei, fund raising in-charge of Imphal West District, are recovered from the possession of the slain militants.

March 22: A KCP militant, identified as Leish-angthem Hemanta alias Lovely alias Ibomcha, is arrested by the Thoubal District Police from Arongthong.

A cadre of the City Meitei faction of the KCP, identified as Sanabam Ranjit Meitei alias Ibomcha, is arrested by the Thoubal District Police from Wabagai Bazar area.

March 19: A KCP militant, Pukhrambam Nanao Singh alias Awangakpa alias Ibomcha, is arrested by a combined force of the Thoubal District Police and Assam Rifles from at Khangabok bazar area.

A KCP militant, Pukhrambam Nano alias Awang, is arrested by the Assam Rifles personnel in the general area of Khangabok in the Thoubal District.

March 18: Three suspected KCP militants are shot dead by the Assam Rifles personnel during an encounter in the Moirangthal area of Chandel District along the India-Myanmar border. However, some other militants managed to escape from the encounter site along with the dead bodies of the slain militants.

March 17: Two activists of the ruling Congress party, Laiphakpam Ibomcha and Khangembam Mohindro, are shot at and wounded by armed persons claiming to be cadres of the Military Council faction of the KCP at Sambei Chingmang under Heingang Police Station in the Imphal East District.

March 10: A woman cadre belonging to Military Council faction of the KCP, identified as Yumkhaibam Sanahanbi, is arrested by the Imphal East District Police from Lamlong bazaar area. Yumkhaibam disclosed that she was involved in extortion of money from various sources.

March 9: A combined force of the Assam Rifles and Thoubal District Police rescues two abducted girls from the confinement of the suspected cadres belonging to Nandu group of the Military Council faction of the KCP at Khangabok. They are identified as Angam Asha Devi and Konjam Pemavati. They were abducted by militants from Khangabok market on March 7.

March 1: Two KCP militants, Nameirakpam Boby Singh and Tonjam Arjun Singh, are arrested by the Thoubal District Police at Thoubal Haokha area. While the Police recover seven rounds of 7.65-mm ammunition from the possession of Boby, eight are seized from Arjun.

February 28: Troops arrested four militants belonging to the PLA, Military Council faction of the KCP and KYKL during separate search operations in the Bishnupur District.

February 27: Two suspected cadres of the Military Council faction of the KCP are shot dead by the Imphal East District Police during an encounter near Lamlong Bridge. While two other militants manage to escape, one .32 pistol, one magazine with three live rounds and one Chinese hand grenade are recovered from the possession of the slain militants.

The Military Council faction of the KCP claimed responsibility for the February 26 bomb attacks on offices of the Congress party in the Imphal East, Thoubal and Bishnupur Districts. The ‘military affairs secretary’ of the faction, Lanheiba Meitei, also declares the launching of "Operation Red Fox over the Congress Government and Congress officials" in the four valley Districts.

February 25: A suspected cadre of the Military Council faction of the KCP is shot dead by the SFs during an encounter at Thambalkhong Sabal Leikai under Porompat Police Station in the Imphal East District. While two other militants manage to escape, one 9-mm pistol and magazine loaded with three rounds of ammunition are recovered from his possession.

February 24: Two suspected cadres of the Military Council faction of the KCP, while extorting money, are captured by local people and later handed over to the Police at Langthabal Mantrikhong in the Imphal West District.

February 23: A KCP cadre, Ningombam Shitaljit alias Pritam alias Lumba Singh, is arrested by the Thoubal District Police during a search operation in the general area of Thoubal Bazar.

February 22: A KCP cadre, Soibam Inao alias Premjit Singh, is arrested by the Thoubal District Police from Sekpi Khongnangkhong.

February 21: Two KCP cadres, Moirangthem Sanatomba Singh alias Sana and Takhellambam Dineshchandra Singh alias Nanao, are arrested by the Imphal East District Police from Sangaipat area. One 9-mm pistol loaded with six live rounds in the magazine is recovered from the possession of Moirangthem.

Troops arrest a leader belonging to the Lanheiba group of Military Council faction of the KCP from his residence at capital Aizawl in Mizoram. The militant is identified as Rajen Singh alias Rajesh alias K.C. Lanheiba Meitei, the ‘commander-in-chief’ of the outfit.

February 20: A cadre of the Military Council faction of the KCP faction, identified as Thokchom Bijoy Singh alias Bopindro alias Ibungo, is arrested by a combined team of Imphal East District Police and Assam Rifles from the Tinsid road.

A KCP militant, identified as Akoijam Suresh Singh, is arrested by the Thoubal District Police during a search operation at Thoubal Wangmataba.

February 15: Three militants of the KCP and KYKL are arrested by the SFs from Hainoubok and Iroishemba areas in the Imphal West District.

A cadre of the Wanglen Khuman faction of the KCP, identified as Mathurabashimayum Rajkiran, is arrested by the Imphal West District Police from Sagolband.

February 14: A KCP cadre, Ningombam Romen Meitei alias Ingba, is arrested by a combined force of the Imphal West District Police and Assam Rifles from his residence at Bashikhong Mamang Leikai. Ningombam confessed during interrogation that he joined the KCP in April 2007. One cell phone with a SIM card is recovered from his possession.

February 13: A KCP militant, identified as Moirangthem Bikram, is arrested by the Imphal East District Police from Thambalkhong Lisham Leirak. One 9-mm pistol with one magazine loaded with two live rounds is recovered from his possession.

February 9: An extortionist, Moirangthem Premchand alias Swamikumar, is lynched by local people while trying to extract money at the residence of the Zonal Education Officer of Kakching, Mayengbam Kumar, in Wabagai Tera Urak area of Thoubal District. However, Swamikumar’s injured accomplice, Maibam Inao, manages to escape from the incident site. Mayengbam Kumar had earlier received an extortion note from an unspecified faction of the KCP asking for a percentage cut from the salary of the employees serving under the Kakching Zone of Education Department.

February 4: Five militant groups, the UNLF, PLA, KYKL, PREPAK and KCP, jointly ‘award’ death sentence to two men, Ipham Amir Khan and Achom Romen Singh, for their alleged involvement in the January 22 rape and killing of a handicapped woman vendor, Achom Romen, at Moreh in the Chandel District.

A cadre of the Military Council faction of the KCP, identified as Laikhuram Nabakishor Singh, is arrested by the Imphal East District Police from Kongba Bazaar area. He confesses during interrogation that he joined the faction in November 2008 and was involved in extortion of money from Government officials in Imphal East.

February 3: A suspected militant belonging to the Lamyanba Khuman group of the Military Council (MC) faction of the KCP is shot dead by the Imphal East District Police during an encounter at Khurai Salan Leirak under Porompat Police Station. While two other militants manage to escape, one 9-mm pistol loaded with four live rounds and a demand letter of the KCP-MC, signed by its ‘commander-in-chief’ Lamyanba Khuman and ‘district commander’ are recovered from the possession of the slain militant. The demand letter of INR 2 million is addressed to one Santosh Mehta of Thangal Bazar. Police said that a driving license of cycle rickshaw issued in the name of one Chanam Ibomcha is also recovered from his possession.

February 2: Suspected KCP militants abduct the project officer of Manipur Fisheries department, H. Biramani, from his residence at Sagolband area in the Imphal West District. Militants have demanded payment of INR three million from Fisheries department for Biramani’s release. They have threatened the family members that the official would face dire consequences if their demand was not met. The family members have offered to pay INR 5,00,000, but the militants have refused to accept that as they demanded that INR three million should be given by the department concerned.

A cadre of the Military Council faction of the KCP, identified as Thongam Thoithoi Singh, is arrested by a combined force of Imphal West District Police and Assam Rifles from Lamshang Bazaar.

January 29: Assam Rifles personnel arrest a cadre of the Military Council faction of the KCP, identified as Kshetri Mayum Pinoy Singh, in the general area of Porompat in the Imphal East District.

January 27: A suspected KCP cadre, Khundrakpam Bimol, is shot dead by a combined force of the Thoubal District Police and Assam Rifles during an encounter along the road from Kakching to Irengband under Kakching Police Station. While the other militants managed to escape, one .36 hand grenade is recovered from the encounter site.

A suspected cadre of the Military Council faction of the KCP is shot dead during another encounter in the Andro-Ngariyan hills area. While three other militants manage to escape, one Colt pistol along with three live rounds is recovered from the possession of the slain militant.

January 23: The All Manipur Working Journalists Union suspend two editors, Wangkhemcha Shyamjai of an afternoon daily Kangleipaki Meira and Saikhom Jugol of a morning daily Meeyam, for having personally issued press identity cards to certain KCP leaders, recently arrested from New Delhi and Bangalore.

January 22: Manipur Police personnel defused a hand grenade wrapped in a newspaper and left by some persons, identifying themselves as KCP cadres, inside the campus of Little Master Higher Secondary School at Samurou under Wangoi Police Station of Imphal West District. Around two months back, a caller identifying himself as a KCP cadre had reportedly demanded INR 0.5 million from the headmaster through telephone.

January 20: Two KCP militants, including their leader, are arrested by a combined force of the Manipur Police, Army, Delhi Police and Bangalore Police in Bangalore city. The Army said, "Pursuant to its drive against the KCP cadres, the 57 Mountain Division, Manipur Police and Bangalore Police apprehended Leader of the KCP (City Meitei) in Bangalore yesterday." The militant leader confesses his identity as chief of City Meitei faction and Mobile Task Force of the KCP, Naorem Brojen. His confession leads to the arrest of another cadre of City Meitei, identified as Naorem Ramesh Meitei, at Hennur Road in Bangalore.

January 17: Seven top KCP militants are arrested from unspecified locations in the national capital New Delhi in an operation code named 'Operation Grand Slam' conducted by a joint team of the Army, Manipur Police and the Delhi Police. They are identified as N. Amumacha Singh, who had recently been nominated as the president of the newly unified group of the KCP (Mangang, City Meitei and Lamphel) factions, Chongtham Manglemjao Singh alias K. K. Nangba alias Chouba alias Koi alias Irabot, a leader of the KCP-Mangang group and presently general secretary, home secretary and foreign secretary of the newly unified group; Chongtham Ibomcha Singh, leader of the KCP-Lamphel group, presently nominated collector of the newly unified group; Chongtham Ning Lamba Singh, son of KK Nangba and nominated military head of political section of the unified group; Ng Ratan Singh, deputy finance secretary of the group; and two lady cadres. Details of the group's extortion activities and a draft of a press release meant to be released on January 26 were recovered from the hideout.

January 16: Two cadres belonging to the MC faction of the KCP are arrested by the Imphal East District Police personnel. They are identified as Hijam Nepolean alias Boboy (26) and Yumnam Ibethoi (59).

January 14: A suspected KCP cadre is killed during an encounter with the Police at a junction between Tentha-Moirangpalli in the Thoubal District. The encounter follows firing by the militants on the SFs. One 9mm pistol and two magazines along with two 9mm live rounds are also recovered from the possession of the slain militant.

January 10: A woman cadre of the Military Council faction of the KCP, identified as Tina Kimneichong Haokip alias Momoi, is arrested by the Imphal East District Police from Lamlong. Two demand letters of the outfit are recovered from her possession.

January 8: A woman cadre belonging to the Military Council faction of the KCP, identified as Tongbarang Shandiya alias Lei, is arrested by the Imphal East District Police from New Checkon. Lei confesses during interrogation that she joined the outfit in June 2008.

January 8: Two women cadres belonging to the Military Council faction of the KCP, identified as Gurumayum Kunjarashi and Pebam Sophia alias Sanathoi, are arrested by the Imphal East District Police.

January 6: A cadre of the General Secretary faction of the KCP, identified as Laishram Kiran alias Momo alias Anoppa, is arrested by a combined force of Imphal West District Police and Assam Rifles from near Krishna Premi oil pump at Moirangkhom. A gun of 7.62 calibre and four live rounds are recovered from his possession. He is involved in five different incidents of bomb attacks, including one at the residence of Legislator I. Hemo Chandra.

January 5: A KCP cadre, Islauddin, is arrested by Assam Rifles personnel from Moreh in the Chandel District.

January 4: Two suspected cadres of Military Council faction of the KCP are shot dead by unidentified militants at Koutruk Lairou under Lamsang Police Station in the Imphal West District.

An achievement report released by the Superintendent Police of Imphal West District, L. Kailun, states that 91 militants, including 37 KCP cadres, were shot dead and 343 others, including 91 KCP cadres and one cadre from Military Council faction of the KCP, arrested by the District Police during counter-insurgency operations in 2008. The report says of the 343 arrested, 83 were detained under the National Security Act (NSA). 88 assorted weapons and 989 ammunitions were recovered from the arrested and slain militants, the report adds. In addition, the report further says INR 1, 95,280 were also recovered from these militants.

December 31: A woman cadre of the Military Council faction of the KCP, identified as Moirangthem Thaba Devi, is arrested by the Imphal East District Police Commandos from JN Hospital. She confesses during interrogation that she was asked to look after some ailing KCP cadres and to arrange food and shelter.

December 29: A suspected cadre of the Military Council faction of the KCP, identified as M.M. Taslim, is shot dead by a combined force of Imphal West District Police and troops of Assam Rifles (AR) during an encounter near Catholic School under Singjamei Police Station. While the other militants manage to escape, a locally made carbine, one magazine with three live rounds, one .36 hand grenade and two packs of plastic explosive are recovered from the possession of the slain militant.

A suspected cadre of the Military Council faction of the KCP is shot dead by a combined force of Imphal East District Police and AR personnel during an encounter at Napetpalli under Lamlai Police Station. A 9-mm pistol, three live rounds of ammunition and a note pad are recovered from his possession.

December 28: Two suspected cadres of the Military Council faction of the KCP are shot dead by a combined force of Manipur Police and personnel of the Assam Rifles during an encounter on the banks of the Leimakhong River under Lamlai Police Station in the Imphal East District. A 9-mm pistol, a .38 revolver with some live round and a motorcycle are recovered from the encounter site.

December 27: A female cadre of the Military Council faction of the KCP is arrested by the Imphal West District Police Commandos near the Cheirap Court in Uripok. A demand letter relating to the outfit and four live rounds of .45 ammunition are recovered from her possession.

December 26: The Imphal East District Police recover incriminating documents, including demand notes and press releases of the KCP, from a typewriting and computer training institute at Kongba Bazaar. The owner of the shop, Konghoujam Baleshwar Singh, is arrested from the incident site.

A combined team of Thoubal District Police and Assam Rifles arrests a cadre of the City Meitei group of the KCP, identified as Moirangthem Sanjoy Singh alias Inao alias Hao Inao, during a search operation at Tentha village. Later, an AK-56 rifle, 29 rounds of AK ammunition and eight lethod bombs are recovered from a hideout following his confession.

A suspected cadre of the Lanheiba group of the Military Council faction of the KCP is shot dead by a combined force of Imphal West District Police and troops of Assam Rifle during an encounter at Chingnongkok under Lamlai Police Station. One 9-mm pistol and a hand grenade are recovered from his possession.

December 25: The Iboton Modern School at Wangoi in a press release said that somebody calling himself as Meiraba and claiming to be the Thoubal ‘division in-charge’ of the Military Council (MC) faction of the KCP served a demand note of INR 200000 to the school through its ailing secretary Y. Megha Singh and the school warden. The release adds that militants in the evening of December 24 also collected INR 8,100 from the secretary and the warden, saying that was the percentage cut from the salaries of the teachers and staff of the school. They also collected seven mobile phone handsets belonging to the family of the secretary and teachers of the school. The unidentified militants asked the school authorities to be present whenever the group called them for ‘questioning’, saying they would be inspecting all schools in the State before the ensuing metric examinations, and would as a warning be ‘awarding capital punishment’ to some teachers. The school was also told to publicise the intent of the group in local dailies for a few days continuously on threats of dire consequences for non-compliance. Meanwhile, an unidentified caller claiming to be a cadre of the KCP-MC informs media persons that the matter had nothing with the outfit and it would be hunting down the imposters.

A cadre of the Military Council faction of the KCP, identified as Wahengbam Bijen Singh, was arrested by the Imphal East District Police from Thambalkhong Bridge. A .32 pistol with two live rounds is recovered from his possession.

December 23: The Imphal West District Police arrest two KCP militants, identified as Laishram Nanao and Okram Amit alias Aboi alias Jetlee, from Kongpal Chanam Leikai.

December 22: A team of Imphal East District Police Commandos arrests a woman cadre of the Military Council faction of the KCP, identified as Hoinu Haokip, from the JN hospital Porompat crossing. She has joined the outfit in December 2008 and has engaged in extortion of money from the general public and Government officials.

A team of the Imphal East District Police Commandos arrests a cadre of the Military Council faction of the KCP, identified as Irengbam Shamsan, from Wangkhei Thambalkhong crossing. He confesses during his during preliminary investigation he revealed that he joined the outfit during October this year through one Basanta and was involved in extortion from the general public and government officials.

Two suspected cadres belonging to Lamyanba Khuman group of Military Council faction of the KCP are shot dead by troops of the 57th Mountain Division near Irengbam village in Bishnupur District. A 9-mm pistol with magazine, one Chinese hand grenade, four live rounds, three fired cases and two extortion notes is recovered from the encounter site.

A suspected cadre belonging to Lanheiba group of the Military Council faction of the KCP is shot dead by a combined force of the Imphal West District Police and personnel of Maratha Light Infantry at Tabungkhong Mayai Leikai under Patsoi Police Station. While some other militants manage to escape from the incident site, a 9-mm pistol along with three live rounds is recovered from the slain militant’s possession.

December 21: A Chinese hand grenade is exploded by suspected militants at the south eastern side of the complex of the Governor’s House in capital Imphal. However, no casualty is reported. The Lanheiba Meitei group of the Military Council faction of the KCP subsequently claims responsibility for the attack. The group said the attack was an answer to the December 20 announcement made by the IG AR (South) Major General A.K. Choudhury at Mantripukhri during an interaction with the media. The group accused a person, Lallumba alias Hitendra, declared by Gen Choudhury to represent the faction in a negotiated settlement, as a stooge of the Security Forces, and warns that the SoP agreement would be the same trap that many hill based outfits entered into before.

December 20: A team of Imphal East District Police arrests a woman cadre of the Military Council faction of the KCP, identified as Khumukcham Damenti, from Lamlong. She confesses during interrogation that she joined the outfit in January 2008 and engaged in extortion of money from general public, Government officials and shops of Lamlong area.

December 20: The JMG comprising of representatives of both the Central and State Governments hold second round of trilateral talks with Lallumba group of the Military Council faction of the KCP in Imphal. The report adds that another round of the JMG meeting with the Lallumba faction was held at New Delhi under the Suspension of Operation (SoO). The ground rules were considered and approved in toto in the earlier meeting. In the second round of talks, the JMG has discussed the proposal from the militant group for protection of its cadres, monthly rehabilitation package and motivational training for the cadres as promised by the Government. The JMG has sought the official strength of the cadres covered by the SoO with their identifications which the outfit’s leaders present in the meeting have failed to provide. The JMG has made a general offer for the recruitment of the cadres either in the state forces or in the ITBP.

The representatives of the militant group present in the meeting, however, have been unable to give proper response on the details of how they want the offer to be implemented. The meeting decided to reconsider all the proposals made from both parties at the next round of talks which is likely to be scheduled for the first week of January 2009.

December 19: The Imphal East District Police Commandos arrest three KCP cadres from Khurai Ahongei Leikai. They are identified as Ngangom Rajkiran alias Ingo, Keithellakpam Abung alias Nganoi and Kshetrimayum Tolen. While two rounds of SLR ammunition are recovered from the possession of Abung, two rounds of 9-mm ammunition are recovered from Tolen.

December 17: The Thoubal District Police arrest two cadres of the Noyon faction of the KCP. They are identified as ‘sergeant’ Nongthombam Shyamjai Singh and Naorem Johnson Singh alias Romen.

December 16: A cadre of the Military Council faction of the KCP, identified as Thokchom Toni, is wounded when a team of Imphal East District Police opened fire on him while trying to escape along with two of his accomplices from the Police at the Regional Institute of Medical Science (RIMS) quarters colony in capital Imphal. However, two other militants manage to escape from the encounter site.

December 14: A local leader of the Meira Paibi (women torch bearer) association, Seram Ongbi Shanti, is shot dead by six suspected cadres of the Military Council faction of the KCP at her residence at Nongren Mayai Leikai under Lamlai Police Station in the Imphal East District.

A combined team of the Imphal East District Police and personnel of 32 Assam Rifles arrests one cadre from the Military Council faction of the KCP, identified as Mohammed Dilson Hussain alias Dickson, from Lamlong Bazaar. He confessed that he joined the faction in May 2008 and was engaged in extortion activity.

December 13: A team of Imphal East Police arrested a KCP militant, Lisham Premjit alias P.K. Meetei, from Palace Compound. He discloses that he recently joined KCP and was engaged in transportation of arms and ammunition.

December 10: The Imphal West District Police arrested one KCP cadre, Salam George alias Naoba, from RIMS road near Sky Hospital. He confesses that he joined the outfit in November 2008. He is asked to serve demand letters to cement and iron shops located at Singjamei Chingamakha areas. One demand note of 500000 addressed to person, identified as Thiyam Hemberton, is recovered from his possession.

December 9: A team of Imphal East District Police personnel arrests one cadre of the Military Council faction of the KCP, identified as Mohammed Abirkhan, from Palace Gate.

A KCP cadre, Laishram Kaoren alias Kaoba, is arrested by the Imphal East District Police personnel from Palace Gate. Kaoba is reported to have joined the outfit in March 2007 and he is involved in extortion.

Two engineers of the Regional Institute of Medical Sciences, Ng. Robindro Singh and Y. Sujeet Singh, are abducted by militants belonging to the Ibungo Ngangom faction of the KCP from Robindro’s residence at Khurai in the Imphal East District. The abductors later demand ransom of INR 30 million from the institute by December 12 for the safe release of its employees. The militants threaten to kill them in case of non-payment of the ransom.

December 8: The Imphal West District Police commandos arrest a cadre of the Military Council faction of the KCP, identified as Yumkham Yaiphaba alias Aditya alias Maku Singh, from near the Khuman Lampak main stadium gate on December 8. He confessed that he was asked to serve demand letters to Numaligarh Refinery Limited oil pump at Mantripukhri area and others for the outfit.

Assam Rifles personnel arrested three militants belonging to the Wanglen Khuman faction of the KCP, identified as Onsoling, Nanao and Bimol, from Laikot, Semul and Samasang under Lamlai Police Station in the Imphal East District. Another cadre of the same faction is arrested from Taretkhul village.

December 7: The Imphal East district police arrested one cadre of the Military Council faction of the KCP, identified as Sagolsem Bimol Singh, from Yaingangpokpi area. He is involved in the December 3-abduction of the son of Manipur Health and Family Welfare Minister Ph. Parijat from his residence at Nonagada village for ransom.

December 4: Pheiroijam Okenjeet, son of the Manipur Health Minister, Ph. Parijat, is rescued by the security forces from confinement of the Wanglen Khuman faction of the KCP during an operation conducted at Bongjang village under Seikul police station in the Thoubal district. He is reported to have been abducted by the militants from his residence at Nongada Makha Leikai under Lamlai police station in the Imphal East district on December 3-evening, in connection with a monetary demand.

December 1: Three suspected KCP cadres are shot dead by a combined team of Thoubal district police and personnel of Assam Rifles during an encounter at Yairipok Pechi Junction under Yairipok police station. One .32 pistol with three live rounds, one 9-mm pistol with four live rounds and one Chinese hand grenade are recovered from the possession of the slain militants.

November 19: A cadre of the Sengoi faction of the KCP is shot dead during an encounter when a combined team of Bishnupur district police commandos and personnel of 4/8 Gorkha Rifles neutralise a transit camp of the faction at Loktak lake under Kumbi police station. A 9-mm pistol with four live rounds was recovered from the possession of the slain militant.

November 16: The ‘information and public relation officer’ of the Military Council faction of the KCP, identified as Puranthaba, said that the outfit has not agreed to go for negotiations with the Government.

November 15: A KCP cadre, identified as Bikram, is arrested by the Assam Rifles personnel from Wabagai Bazaar Lamkhai under Kakching police station in the Thoubal district. 25 live rounds of AK ammunition are recovered from his confession.

A cadre of the Military Council faction of the KCP, identified as Kangujam Sanjoy, is arrested by a combined team of Imphal East district police commandos and Border Security Force personnel from Nongren. Sanjoy confessed during his interrogation that he joined the outfit in February 2008 and he engaged in extortion of money from the education directorate at Lamphelpat and trading centers. He is also involved in transportation of arms and ammunition.

A bomb exploded under a tower of the Aircel cellular phone signal provider situated at the residential area of Wangkheimayum Leirak in the Imphal East district. No casualty is reported from the explosion site. The KCP later claimed responsibility for the bomb blast.

A cadre of the Military Council faction of the KCP, identified as Laishram Naobi Singh, is arrested by the police from Thoubal Bazaar.

November 13: A female cadre of the Military Council faction of the KCP, identified as Keisham Ongbi Amom Thobi alias Abe Anal, is arrested by the Thoubal district police commandos from Wangbal area. Keisham confessed during interrogation that she joined the outfit in July 2008 and was operating in the ‘finance section’ of the outfit.

November 12: A KCP cadre, Sorokhaibam Devan Singh, is arrested by the Army personnel during a search operation at Karong Mayai Leikai.

November 11: Two cadres of the Military Council faction of the KCP, identified as R.K. Samson Singh and Nganbam Sushil singh alias Aboi, were arrested by a team of Imphal East district police commandos during a search operation at Golapati near an oil filling station. 14 letterheads of the KCP are recovered from their possession.

A KCP cadre, Yambem Ibomcha Singh alias Amu, is arrested by the Thoubal district police commandos at Ukhongsang Maning Leikai. Yambem confessed during interrogation that he had extorted a sum of INR 3000 each from every bus plying from Yairipok to Imphal for the outfit under the instruction of his father Y Nilamani Singh of Nongpok Lourembam.

November 9: A suspected cadre of the Military Council faction of the KCP is shot dead by the Imphal West district police commandos during an encounter near Sanjenbam under Wangoi police station. A 9-mm pistol, five live rounds and a two wheeler vehicle are recovered from the possession of the slain militant. Another suspected cadre of the same faction is arrested from the encounter site.

November 8: The Superintendent of Police of Imphal East district, Th. Radheshyam, said that vulnerable persons like drug addicts, HIV positive persons and widows are being used by militant groups, including the KRA, Kuki Revolutionary Army-Unification (KRA-U), KLA, PULF and KCP- Military Council, in their extortion drive.

November 6: A KCP cadre, Mohammed Nijamuddin, is arrested by police personnel during a search operation at his residence in Lilong Mairenkhun of Thoubal district. About 250 grams of explosive substances were recovered from his possession.

November 5: Manipur Cabinet in a meeting chaired by Chief Minister Okram Ibobi Singh decides to appoint the Chief Secretary as designated officer of the State Government for initiating preliminary peace talks with the Military Council faction of the KCP which had recently approached the Union Ministry of Home Affairs for mass surrender on its part and subsequent holding of negotiations with the government.

November 4: Three KCP cadres, Waikhom Ibomcha, Mohammed Nasimuddin and Thokchom Jilangamba, are arrested by the troops of 32 division of Assam Rifles. One motorbike and a demand letter are recovered from their possession.

November 1: A suspected cadre of the Military Council faction of the KCP, identified as Thounaojam Iboyaima alias Suresh, is shot dead by a combined force of Imphal West district police commandos and personnel of 16 Assam Rifles during an encounter at Khonglon village between Kotlein and Keithel Manbi along the National Highway-53 under Patsoi police station. While other militants manage to escape, a 9-mm pistol with three live rounds and one demand letter of the KCP- Military Council are recovered from the possession of the slain militant.

October 30: The Imphal East district police commandos rescued an abducted assistant engineer of the Pradhan Mantri Gram Sadak Yojana division of the state Public Works Department in Bishnupur, identified as Tongbram Jatishwore, from a house at Khangabok Part-III Makha Leikai. One among the abductors belonging to the Nongthang faction of the KCP, identified as Laishram Robindro, is also arrested by the police personnel from the incident site.

October 29: A cadre belonging to the Lanheiba group of the Military Council faction of the KCP, identified as ‘ss pvt’ Huidrom Nanao Singh, is arrested by the Assam Rifles personnel during another search operation in the general area of Thoubal Bazaar.

October 24: Troops claim to have foiled an explosion attempt by arresting a KCP-MC cadre, identified as Priyojit Singh alias Inaocha, from near the Kanglatongbi bridge along the National Highway 39 in the Senapati district. Explosive material, detonator and all items necessary for preparation of an IED were recovered from his possession. He confessed during interrogation that he was involved in the October 21 IED blast in Imphal.

October 23: Five KCP-MC and PULF cadres were shot dead by a combined team of the Imphal East district police commandos and personnel of Assam Rifles during an encounter at Heingang Heibimakhong Ching under Heingang police station. Around ten other militants manage to escape. Two M-16 rifles, one carbine, one 9-mm pistol with 12 live rounds, 20 live rounds of SLR gun, nine detonators, one 36 Indian hand grenade, one lethod shell, one magazine of SLR, six dry cell bateries, two kilograms of PEK explosives, four antenna of wireless sets, and demand letters of the KCP-MC signed by one Lamyanba Khuman, ‘commander in chief’ of the faction addressed to ABC Godown at Khoyathong in Imphal demanding INR Ten million, and another demand letter signed by ‘district commander’ Chingsanglakpa of the faction addressed to the Central Agriculture University, Iroisemba demanding INR 500,000, along with one identity card issued by the North East Computer Centre at Zoo Nareng Road in Guwahati of Assam in the name of B. A. Yahiya Khan of Thoubal were recovered from the encounter site.

October 23: A suspected KCP cadre was killed by a team of Imphal West district police commandos during an encounter at a paddy field between Sanjenbam and Gouranagor villages under Lamlai police station. While other militants manage to escape, one 9 mm pistol with three live rounds and one Chinese hand grenade are recovered from the encounter site.

October 22: The KCP-MC claims responsibility for October 21 bomb blast near the high security Ragailong gate in capital Imphal killing 18 persons and injuring 30 others. The ‘secretary of military affairs’ of the faction, identified as Lanheiba Meitei, says the bomb was exploded to target police and security forces for "encouraging gambling and also for their immoral acts".

October 21: A woman cadre of the KCP-MC, identified as Chingsubam O. Taruni, is arrested by another team of Imphal East district Police from the Andro bus parking.

October 20: Three KCP-MC cadres, including a woman, are arrested by a team of Imphal East district police commandos. They are identified as Nongmaithem Joy Singh, Nameirakpam Dilip Singh alias Ito alias Ibungo and Leishangthem O. Basanti.

October 20: A KCP cadre, Oinam Prembir Singh, is arrested by a team of Thoubal district police commandos during a search operation at Thoubal bazaar.

October 19: A person, identified as Mohammed Ipham Sanathoi alias Lion, who used to negotiate with the KCP on their monetary demands in the guise of a PREPAK cadre, is captured and later paraded before the media persons by the PREPAK militants at an unspecified place in the Bishnupur district.

October 16: A KCP cadre, Nasir Ahmad, is arrested by a combined team of Imphal East district police commandos and 32 Assam Rifles from Bashikhong.

October 14: Four cadres of the Noyon faction of the KCP, identified as Laishram Ranjan Singh, Laishram Roji Devi, Moirangthem Premkumar Singh alias Nanao and Konjengbam Thoiba Singh, are arrested by the Thoubal district police commandos during a search operation at Wangjing village.

October 14: Two cadres of the KK Mangang faction of the KCP, identified as Laishram Shantikumar alias Daikhong alias Taramanga and Chingsubam Romeshkumar Meitei alias Naocha alias Maru, are arrested by the Thoubal district police commandos during a search operation at Lilong Ushoipokpi.

October 14: Two cadres of the Military Council faction of the KCP are shot dead by the Imphal East district police commandos during an encounter along Lambui road under Porompat police station. While other militants manage to escape, two 9-mm pistols, seven live rounds, one demand letter and a motor cycle are recovered from the encounter site.

October 12: Two KCP cadres, Laishram Shanta Singh alias Suraj and Hijam Bishworjit Singh, are arrested by the Imphal East district police commandos from Top Moirang Kampu. One 9-mm pistol marked as China Auto Pistol with four live rounds is recovered from Shanta’s possession.

October 12: A cadre of the Military Council faction of the KCP, identified as Keisham Indrajit alias Tondon, is arrested from Wangkhei Thambalkhong.

October 11: The residence of a doctor, Manormayum Birkumar, at Kwaketihel Moirangpurel is partially damaged when suspected militants open fire. While no militant outfit claims responsibility for the attack, the Wanglen faction of the KCP recently demands ransom of INR 10, 00,000 from the doctor.

October 11: Two KCP cadres, Laitonjam Manitomba alias Marjit Meitei and Konthoujam Bisheshwor Meitei alias Tompok alias Somen, are arrested by the Imphal East district police commandos from Sangakpham bazaar.

October 10: The Imphal East district police commandos seize more than 18 mobile phones from the possession of under trial prisoners belonging to cadres of the Military Council faction of the KCP, KRA-U and PULF inside the Sajiwa prison. The Superintendent of Police of the district Th. Radheshyam says that the search operation was carried out after receiving information that many militant cadres and leaders, who were detained under judicial custody for trial, were involved in many cases of extortion and they were carrying out their activities through mobile phones.

October 10: Two KCP cadres, Moirangthem Sharat and his wife Nungsitombi, are arrested by the Imphal East district police commandos from Checkon. Nungsitombi has motivated young boys and girls to join the KCP outfit in Khangabok area.

October 10: A cadre of the Noyon faction of the KCP, identified as Laishram Bikramjit Singh alias Makkar, is arrested by the Thoubal district commandos during a search operation at Thoubal Wangmataba. One 9-mm pistol and five live rounds are recovered from him.

October 8: Two suspected KCP cadres are shot dead by the Imphal East district police commandos in a joint operation with the troops of Assam Rifles near Moirankampu Puripuraba Lampak under Porompat police station. Two 9-mm pistols along with some rounds of ammunitions are recovered from the possession of the slain militants.

October 6: A KCP cadre, Chingangbam Brojen, is arrested by Assam Rifles personnel from an unspecified place under Sekmai police station.

September 30: The cadres of the City group of the KCP hurl two hand grenades at the residence of superintending engineer of electricity department, Khagokpam Khamba, at Kongpal Laishram Leikai. One of the bombs explodes inside the living room of Khagokpam’s house while the other which fails to explode is recovered by the police. One of the militants involved in the attack, identified as John, is caught red handed and later assaulted by people. The bomb attack is apparently carried out in connection with a monetary demand.

September 29: Manipur Government says that ten cadres of KCP, KYKL and PREPAK, and two sympathisers of the KRA are booked under National Security Act (NSA), 1980 by separate orders of the Manipur home department issued on different dates.

September 29: The Thoubal district police commandos arrest a cadre of the Military Council faction of the KCP, identified as Adhikarimayum Dunabashu Sharma alias Robindro, from Khongjom bazaar.

September 28: A team of Imphal East district police commandos arrested a lady cadre of the Military Council faction of the KCP, identified as Magalthapa Anju, from Lamlong.

September 27: The Military Council faction of the KCP agrees to sit for tripartite peace talks involving Manipur and Union Governments.

September 25: A KCP cadre, Panganbam Shuvindro Singh alias Mocha, is arrested from Thoubal Haokha.

September 24: Three suspected cadres of the Military Council faction of the KCP are shot dead by a joint team of Imphal West district police commandos and Assam Rifles of the Red Shield Division at Thangjing Chiru under Patsoi police station. One AK-56 rifle with 11 bullets, one 9-mm pistol with four bullets and one hand grenade are recovered from the possession of the slain militants.

September 24: The KCP-Military Council accuses all the 60 Legislators /Ministers of the State of ‘neglecting’ the words of the outfit and declared that ‘fitting actions’ would be initiated against each of them.

September 23: The Thoubal district police commandos arrest a cadre of the Sengoi faction of the KCP, identified as Chingakham Boby Meetei, from Tezpur Awang Leikai under Kakching police station.

September 21: One suspected KCP cadre, Sadokpam Bijen, is killed by the Thoubal district police commandos during a counter-insurgency operation at Tentha Khunjao village. While an AK-56 rifle along with a magazine loaded with 11 live rounds and 17 empty cases are recovered, other militants manage to escape from the encounter site.

September 21: Two cadres of KK Mangang faction of the KCP are arrested by Thoubal district police commandos from Thoubal Kyiam village.

September 19: One cadre of the Noyon faction of the KCP, identified as Ningombam Surchandra alias Naocha, is arrested by the Imphal West district police commandos and troops of 12 Maratha Light Infantry from his residence at Surchandra. One 9 mm pistol with a magazine containing one round is recovered from him.

September 19: The Military Council faction of the KCP says that amidst the confusion of factionalism in the KCP some unscrupulous people are taking advantage of the situation by posing themselves as cadres KCP-Military Council and forming gangs of extortionists and ‘counter revolutionaries’.

September 17: The abducted superintending engineer of the Manipur electricity department, identified as Ngangom Birjit Singh, is rescued by a combined force of Imphal West district police and Army personnel from an inter village road connecting Mayai Lambi and Irom village under Wangoi police station. Two abductors belonging to City Meetei group of the KCP, identified as Nongmeikapam Joychandra and L Joymangol Singh, are arrested during the rescue operation. A 9-mm pistol with magazine loaded with six live rounds, a Chinese made hand grenade, a detonator, two mobile handsets along with some incriminating documents were recovered from their possession.

September 17: Three KCP cadres, Khundrakpam Indramani Singh, Thoudam Yaikhomba Meitei alias Prafullo alias Boy and Khundrakpam Bankim Singh alias Naocha, are arrested by the Thoubal district police commandos from Haokha village.

September 16 and 17: Three KCP-Military Council cadres are arrested by Assam Rifles troops and Imphal West police commandos from different places.

A team of Imphal East district police commandos arrests a married couple belonging to the Military Council faction of the KCP, identified as Thokpam Chaoba Singh and his wife Thokpam Ongbi Tenbi alias Iche, near Sajiwa Jail. They confess that were operating under one ‘s/s finance commander’ Deven of the outfit, and add that Deven used to give extorted money to them and they used to deliver the same to the KCP cadres who are in Sajiwa jail.

September 15: A cadre of the Noyon faction of the KCP, identified as Ningombam Indrakumar alias Kingbon Singh, is arrested by a combined team of Imphal West district police commandos and 16 Assam Rifles from Singda village hill range. He has joined the faction in August 2008. One 9-mm pistol with magazine and two live rounds are recovered from his possession.

Singjamei police in a joint operation with the Imphal West district police commandos rescue a cashier of Division-I of the Irrigation and Flood Control Department from confinement of two suspected cadres of the Military Council faction of the KCP at Khongnang Pheidekpi area.

September 12: The Kanan Devi Memorial School at Pangei is closed for indefinite period due to a demand by the KCP for INR 5 00000.

A combined force of Imphal East district police commandos and troops of 32 Assam Rifles arrests one KCP cadre, Phanjoubam Ingo alias James Singh, from Lamlong bazaar.

September 11: Three Don Bosco schools at Chingmeirong, Langjing and Phayeng villages are closed by the school authorities for indefinite period following strong pressure from the outlawed KCP in connection with a huge monetary demand of INR 4 00000 on the Don Bosco authorities.

September 9: One cadre belonging to the Military Council faction of the KCP, identified as Sagar Wannuailian Aimol, at Hatta Golapati. He is involved in giving shelter to the KCP- Military Council cadres and engages in transportation of arms and ammunitions from one place to another.

The Imphal East district police commandos arrest three siblings of a family including a woman, identified as Champa Kangsa Banik, from Thangal bazar for being sympathisers of the KCP and PLA. Other members of the family arrested include Champa’s elder brother, Sunil Kangsa Banik, and her younger brother, Sujit Kangsa Banik. They are involved in the extortion of money from Waheng Leikai and Thangal bazar areas.

September 8: Five persons including two troopers of the Assam Rifles are wounded in a high intensity bomb explosion triggered by the Military Council faction of the KCP at the top floor of a partially dismantled structure located at Khongnang Ani Karak.

September 6: One suspected cadre of the Military Council faction of the KCP is shot dead by the Imphal West district police commandos at Maibam Lotpa Ching under Nambol police station. A Chinese hand grenade is recovered from the slain militant.

September 5: The employees of Directorate of Sericulture demonstrate in front of their office located at Lamphelpat in protest against four monetary demands served by the PREPAK and KCP groups.

The KCP claims responsibility for the September 3 firing of three rounds of gun at the residence of one Tayenjam Holen Singh and September 4 firing at the residence of one Leikphakpam Chaoba Singh at Singjamei Maibam Leikai Bokun Makhong.

September 1: Two militants, including one cadre of the KCP, are shot dead by the troops in two separate encounters at Phunglong village and southern side of the Manipur University campus in Imphal West district. Three other militants manage to escape and a pistol loaded with four live rounds of ammunition is recovered from the encounter site at Phunglong village. One .39 revolver with three live rounds is recovered from the slain militant at encounter site of the southern side of the Manipur University campus.

August 30: One KCP cadre, identified as Chingam Biken alias Lulun Haokip alias Nanao Meitei, is arrested by personnel of the Imphal West district police and Army from Sagolband Tera Bazar Sapam Leirak.

August 30: Militants explode a hand grenade at the residence cum workshop of a goldsmith, Sorokhaibam Inao, at Lamding Cherapur village in the Thoubal district, after he failed to meet a demand of INR 1 00000. His residence was partially damaged in the attack. Police suspect the attack was carried out by the Military Council faction of the KCP.

August 29: Two suspected cadres of the Military Council faction of the KCP, identified as militants, Romesh alias Rome and Thounoujam Shyambabu alias Tompishak, are shot dead by a combined team of the Imphal East district police commandos and troops of 32 Assam Rifles along the Tinsid road under Porompat police station.

August 28: Assam Rifles personnel arrested a cadre of the Military Council faction of the KCP, identified as Chongtham Ibomcha Meitei, during a search operation at Napet Palli under Lamlai police station.

August 27: One cadre of the Military Council faction of the KCP, identified as Nongmaithem Surkumar alias Boynao Singh, is arrested from Chingamakhong traffic point.

An official of the Manipur Agriculture Department, Meisnam Norendro, and his driver are abducted by militants belonging to the Military Council faction of the KCP, in connection with a huge monetary demand on the department, in capital Imphal.

August 26: One cadre of the Military Council faction of the KCP, identified as Yuman Sonamani alias Tomba alias Inao, is arrested by the Imphal East district police from the Palace Gate.

August 23: The Imphal East district police commandos arrested one cadre of the Military Council faction of the KCP, identified as Laikhuram Dijo alias Dhiken, from Wangkhei Thangapat Mapal.

August 22: The Thoubal district Police commandos arrested two militants during separate search operations. They include one ZRA cadre, Arambam Hera Singh, and a cadre of the Sengoi faction of the KCP, identified as K Inungo.

One KCP cadre, Lamphel Luwangcha, said that the Military Council faction of the KCP was formed with the claimed objective of uniting and integrating the KCP groups. He added that the group has fallen into three factions.

August 20: The residents of Konthoujam in the Imphal West district take out a rally asking the Military Council faction of the KCP to withdraw its warning to them in connection with an incident of handing over of five of its cadres to the police.

August 18: Army personnel arrest one KCP cadre, Wahengbam Singh, during a search operation at Lairenjam Awang Leikai under Nambol police station.

August 17: At least six cadres belonging to the Tamnganba group of the Military Council faction of the KCP, including a female cadre, are arrested by the Imphal East district police in separate search operations. Eight extortion notes and some ammunition were recovered from them.

August 13: Three cadres of the Noyon faction of the KCP cadres are arrested by a team of Imphal West district police commandos from Ningombam Road near Langthabal Phuramakhong Ching. They were identified as Thokchom Sharatchandra Singh alias Boy, Mohammed Jama Khan alias Boi and and Yumnam Rakesh Singh.

August 11: Militants hurl four grenades one after the other at the ancestral home of the Manipur Agriculture Minister Loken Singh in the Bishnupur district. However, no one is injured since the Chinese-made hand grenades have landed in the courtyard. One of them also fails to explode. Intelligence sources suspect that the Military Council faction of the KCP was behind the attack.

August 8: Five KCP cadres while attempting to abduct school going students are assaulted by people and later handed over to police at Nambol Khabi and Konthoujam Maning Leikai village under Nambol police station in the Bishnupur district.

The KCP declares a ‘ban’ on the Manipur centre of the Sports Authority of India alleging that the sports body has demoralised the sportspersons of the State.

August 6: One cadre of the Noyon faction of the KCP, identified as Arambam Abung Meetei alias Nanao, is arrested by Imphal West district police commandos and Army personnel at a road crossing between Keisham Leikai and Lourembam Leikai under Singjamei police station.

August 4: The KCP-MC imposes an ‘indefinite ban’ on a widely-circulated popular Manipuri daily, Poknapham. Sources in the newspaper said that the KCP-MC had imposed an ‘indefinite ban’ on the paper for not publishing a statement issued by them on the front page. However, the same was carried in one of the inside pages.

July 31: The Military Council faction of the KCP releases five abducted officials of the Manipur Education department in the Bishunpur distroct.

July 28: One suspected KCP cadre is shot dead by Thoubal district police commandos during an encounter at Yairipok Kekru under Yairipok police station. One 9-mm pistol, a magazine and three live rounds are recovered from his possession.

July 25: Employees of the All India Radio station at Imphal protested against extortion demands by the militants. They said the Military Council faction of the KCP had demanded 10 per cent of the annual budget for the station and two per cent each from the salaries of the employees as ransoms.

July 23: A combined force of the Imphal East district police commandos and 39 Assam Rifles killed a suspected cadre of the Military Council faction of the KCP near Khurai Chairenthong. While one M-20 pistol with four live rounds was recovered from his possession, the other militants managed to escape from the incident site.

July 22: Suspected militants of the Tiger faction of the KCP opened fire at the residence of a local contractor, identified as Mohammed Laiyak Ali, at Haoreibi Awang Leikai.

July 19: A non-local is shot at and injured by two KCP cadres at Singjamei Wangma Kshetri Leikai under Irilbung police station on the alleged charge of being a ‘sub-agent of the Indian Army’s military intelligence’.

July 16 : A joint team of Assam and Manipur Police arrests two cadres of the KCP-Military Council, Ishing Chaiba alias Naobicha alias Rishi and Chalamba, from Guwahati city in Assam.

One suspected KCP militant is shot dead by security force (SF) personnel at Hiyangthang Tarahei Khul under Wangoi police station in the Imphal West district. While another militant manages to escape, one 9-mm pistol, three live rounds of ammunition and one magazine were recovered from the possession of the slain militant.

The Thoubal district police commandos arrested a KCP-Military Council cadre, Nongmaithem Basanta Singh, from Lamding Khumanthem Leikai.

The Imphal East district police arrested two KCP-Military Council cadres from Bamon Leikai. They were identified as Thokchom Jimmy Singh alias Jumbi and Kangabam Biramani Singh alias Biren.

July 15: Assam Rifles troops arrested a KCP-Military Council cadre, identified as K. Dineshwar alias Ango Meitei, during a search operation at Pallel area.

The HPC-D alleges that the UNLF and KCP-Military Council frequently rape tribal girls and are trying to separate the smaller communities in the State.

July 14: The HPC-D claims responsibility for the July 9 killing of a Mizo youth, Lalsangliana, in the Churachandpur district. The HPC-D accuses him of being a KCP cadre.

Three militants belonging to the Military Council faction of the KCP surrender along with two 9-mm pistols and nine rounds of ammunition before the Army at Leimakhong in the capital Imphal.

July 11: The Union Ministry of Home Affairs proscribes five valley based outfits with its factions and frontal organizations under the sub-section 1, section 3 of the Unlalwful Activities (Prevention) Act, 1967 (37 of 1967). The groups are the PLA, and its political wing, the RPF, UNLF, PREPAK and its armed wing 'Red Army', KCP and its armed wing, also called as 'Red Army', KYKL and MPLF.

July 10: One suspected KCP cadre is shot dead by the Assam Rifles and Thoubal district police commandos during an encounter at Thoubal Khunou.

July 8: One KCP cadre, Tongbram Sana, is arrested by the Imphal East district police commandoes from Lamlong.

July 7: One KCP militant, Laithangbam Imocha, was arrested along with a vehicle from his residence at Haobam Marak Leikai in the Imphal East district.

The Military Council faction of the KCP threatens to target residents of Heirok staying outside Heriok. The outfit is opposed to the decision of people at Heirok to arm themselves under Special Police Officers scheme.

July 5: Several people and local meira paibis (women group) protest at Kwakeithel Makha Thokchom Leikai against the demand made by KCP at two shops in the same area.

July 4: Two KCP cadres, Leimapokpam Inaocha Singh and Maibam Royal Singh, are arrested from Bamon Leikai in the Imphal East district.

June 29: Two suspected cadre of the Military Council faction of the KCP are shot dead by a team of Imphal East district police commandos during an encounter at the foothills of Tinsid Amurok. One 9-mm pistol with one live round, a hand grenade and a motorcycle are recovered from the slain militants.

June 26: Assam Rifles personnel arrest one cadre of the Military Council faction of the KCP, identified as L. Jiban Singh, from Yairipok Singda under Yairipok police station in the Thoubal district.

June 20 : One cadre of the Military Council faction of the KCP, identified as Sinam Sanatomba alias Inao, is arrested from Palace Gate in the Imphal East district.

June 19: Two deans and four heads of department of the Manipur University are given a demand note of INR 100,000 each from the Lanchanba group of the KCP-Military Council. They were earlier accused by the KYKL for indulging in irregularities in the selection of Ph.D research scholars of the university.

June 18 : One civilian, Soraisam Nillachandra, and one KYKL cadre, Chungkham Roshan alias Abungcha, are killed during a clash between the KYKL and Military Council faction of the KCP at Chingnungkhok village in the Imphal East district. The KCP-Military Council states that Nillachandra was killed by the KYKL for allegedly giving shelter to cadres of the KCP-Military Council.

June 16 : All Imphal-based news papers, including three English dailies, suspend publication following threats from the Lanheiba group of the Military Council faction of the KCP.

June 15: Two cadres of the KCP-Military Council were arrested by BSF personnel from Lamlai area in the Imphal East district. One 9-mm pistol and another 7.65-mm pistol along with four magazines and live ammunition are recovered from them.

One former KCP cadre, Maibam Khomdon, is shot dead by two suspected militants of the Military Council faction of the KCP at Sinam village under Heingang police station in the Imphal East district.

June 13: Two KCP cadres, Nameirakpam Karphiya Singh alias Thoiba and Thingbaijam Somorjit Singh alias Gogo, are arrested by Imphal West district police commandos from Kakwa Bazar. Another KCP cadre, Waikhom Kabi Singh, is also arrested from his residence in the same district.

June 3: Maj. M. Nonganba, 'chief project officer' of the KCP, says that its 'general secretary' along with some of its 'senior officers' had deserted the group on April 21, 2008 under unavoidable circumstances and had taken shelter at a safer place to form a separate group.

June 2: The chief judicial magistrate of Imphal West district on releases on bail the two women cadres of the Military Council faction of the KCP, identified as Sanjenbam Bidiya and her sister Pratima. They paid a surety amount of INR 30,000 each for their release. They were arrested by the police from a hideout at Sangaithel hill on May 26 and were later remanded to police custody for five days.

May 31: The Commission headed by S.P. Rajkhowa submits its report to the Manipur Government. The Commission was set up to probe the incident of molestation of more than 20 women by the UNLF and KCP militants at Parbung and Lungthulien under Tipaimukh sub-division in the Churachandpur district in January 2006.

May 29: One cadre of the Kokai faction of the KCP, identified as Laishram Santa Singh alias Suraj, is arrested by the police from Lamshang bazaar in the Imphal West district. Santa joins the KCP in November 2006 through one Kokai of Mongsangei and operates in the 'finance section' of the outfit.

May 28: One KCP cadre, Heikrujam Thingbai Meitei, is arrested by the Bishnupur district police commandos during a search operation at Khordak Mayai Leikai.

May 27: The Imphal West district police arrested a cadre of the Military Council faction of the KCP, identified as Moirangthem Boynao Singh, and one sympathiser of the VC faction of the PREPAK, identified as Laishram Milan Singh alias Leo. Boynao joined the KCP in February 2008 through one Shantikumar Singh alias SK.

May 26: A team of Imphal West district Police commandos kill a cadre of the Military Council faction of the KCP and rescue one Manipur Rifles trooper, identified as Mohammed. Tayep Ali, from the militants' captivity when they neutralise a major hideout of the group after a brief encounter at Wakhurok under Patsoi Police station. While 16 other militants manage to escape, one 9-mm pistol, camouflage uniforms, jungle boots, hats, caps, utensils, and gun pouches are recovered from the hideout. Two women sympathisers, identified as Sanjenbam Indira and her younger sister Pratima, are also arrested while sharing information with the escaped cadres of the outfit. The report adds that Tayep was abducted by the KCP militants on May 22 and was later tortured for allegedly smuggling drugs. He was asked to pay INR 10 00000 for his release and later the leaders of the outfit took INR 3 00000 from his wife in the Senapati district on May 24.

A three-day long protest is organised at the Regional Institute of Medical Science against the May 25 bomb blast inside its complex. The Military Council faction of the KCP claims responsibility for the explosion.

May 25: A bomb explodes inside the Regional Institute of Medical Science complex in capital Imphal. However, no casualty is reported. Later, the Military Council faction of the KCP claims that the explosion is triggered by a 'demonstration team of the 5th Lanjaba unit' of the outfit.

May 24: A combined team of Imphal East district police commandos and personnel of 32 Assam Rifles arrests two PREPAK militants, identified as Chirom Sharatbabu and Asem Sunil Singh, and one KCP cadre, Nongmaithem Dinesh alias Ibungo Singh, from their respective residences.

May 22: Manipur Government approves the National Security Act (NSA) detention order of the Manipur Forward Youth Front (MAFYF) president along with four PREPAK cadres issued by the respective district magistrates. On May 13, the Imphal West district magistrate gave the order for detention of MAFYF president Sapamcha Kangleipal along with two PREPAK cadres, Salam Iboyaima Meitei alias Boyai alias Akash alias Sushil alias G Akash Sharma alias G Sushil Sharma and Wahengbam Nanao Singh alias Terenam alias Raghu alias Sana. Kangleipal was arrested by the Lamlai police in the Imphal East district on May 7 on the charge of making seditious statements against the state government. Kangleipal was also charged of working as self style 'finance secretary' of the KCP under the name of Sanasaba Leishemba alias Sss. According to police sources, he was an active cadre of the KCP. He made the seditious remarks on the behest of the outfit. However, he got anticipatory bail in the case. Similarly, the detention order of two more PREPAK cadres, Ningthoujam Rajendro Singh and Thokchom Maipaksana Singh, was issued on May 20.

May 17: Two women cadres of the KCP, identified as Aguilu Kamei and Laishram Sanajanbi alias Hoinu alias Tharongangbi alias Thoibi, were arrested from Kangla.

May 15: The stores division of the Irrigation and Flood Control department at Lamphelpat in the capital Imphal is locked up by some cadres belonging to Military Council faction of the KCP.

May 12: Two suspected cadres of the Military Council faction of the KCP while extorting are shot dead by a team of Imphal East district police commandos during an encounter inside a restaurant at Ghari village under Lamphel police station. One 9-mm pistol with four live rounds and two empty cases and one hand grenade are recovered from the incident site. One more suspected KCP cadre is shot dead by a combined team of Imphal East district police commandos and 32 Assam Rifles during another encounter.

May 9: Two KCP militants delivered a Chinese-make hand grenade wrapped in a paper to one of the receptionists of the Standard Robert English School at Canchipur in the Imphal West district and tell him that the explosive was a 'gift' from the KCP to the school principal. Later, police personnel defuse the explosive.

May 6: The proprietor of Samuroulakpa Cinema Hall located at Samurou in the Imphal West district, Mutum Damu, is shot at and wounded by militants. He was working as a cashier in the Veterinary and Animal Husbandry Department. The Mobile Task Force faction of the KCP claimed responsibility for the shooting. The outfit stated that Damu was shot at to give a warning to the joint director of the Veterinary and Animal Husbandry Department, Dr. Dhabali.

May 2: The Military Council faction of the KCP asks Tara Devi, chief judicial magistrate of Bishnupur district, to 'surrender' before the outfit within five days or else face the outfits's 'death sentence'. She was 'accused' by the outfit of allegedly conniving with the Assam Rifles personnel in arresting and later killing one of its cadres, Mohammed Zimi alias Keny. The outfit also threatened two other persons, Loukham Sova Singh and Kangujam Rajen Singh, to 'surrender' before April 6 for allegedly showing 'disrespect' as well as conspiring to split the outfit. Further, the Military Council faction said the Maphou Dam village vice-chairman is in its captivity and he was abducted for failing to 'appear' before the outfit to 'clarify' certain matters.

April 29: Three KCP cadres, Yumnam Ajit Singh, Yumnam Rajen Singh and M. Samananda, are arrested by the Assam Rifles personnel from Lamjao under Kakching police station in the Thoubal district. Four rounds of 7.62 AK-47 are recovered from them.

April 25 : The Military Council faction of the KCP claimed responsibility for the April 24 bomb blast at Babupara and planting bomb fitted to a rickshaw near the southern gate of Imphal polo ground.

April 23: One person, Haorangbam Rabi Meitei, is shot dead by two suspected militants at Lilong Chajing Loukon under Singjamei police station in the Imphal West district. Following the incident, people of Lilong Chajing and Lilong Shantipur decided to boycott all militant groups and ban their entry into the area. The Mobile Task Force faction of the KCP claimed responsibility for the killing accusing him of being a supporter of the rival Shengoi faction of the KCP.

April 19: The Imphal West district 'commander' of the KLA, identified as Seilienthang, is shot dead by unidentified militants at the residence of his fiancee, Chingboi, in the Khuga Dam area of Churachandpur district.

The leaders of the KCP, KYKL, PREPAK and UNLF, while celebrating the '28th foundation day' of the KCP, pledge to end all factional strifes.

April 17: Imphal East district police commandos shot dead a suspected militant of the Military Council faction of the KCP at Mongjam under Heingang police station. While seven accomplices of the slain militant manage to escape from the incident site, one carbine, three live bullets of AK 47 rifle, three bullet cases of 9-mm pistol are recovered from his possession.

April 16: One cadre of the Military Council faction of the KCP, identified as Sanasham Dhanajit Singh, is arrested from his residence at Phumlou Mamang Leikai in the Imphal West district. Sanasham confesses during interrogation that he is presently operating under the 'finance section' of the outfit and has recently collected INR 40,000 from the general public for group funds.

April 11 : One cadre belonging to the Military Council faction of the KCP, identified as Athokpam Sanju Singh, is arrested by a team of Imphal East police commandos from Pukhao area. One 9-mm pistol with magazine is recovered from his possession.

March 31: An assistant engineer of Building Division-II of the state Public Works Department (PWD), Keisham Nabachandra Singh, is shot dead by two unidentified militants at Utlou Mamang Leikai under Nambol police station in the Bishnupur district. Later, the Military Council faction of the KCP claimed responsibility for Nabachandra's killing.

March 29: One suspected cadre of the Military Council faction of the KCP is killed by the Thoubal district police commandos during an encounter at Charangpat Mayai Leikai. While one .32 pistol loaded with three live rounds is recovered from the slain militant, his accomplice, however, managed to escape from the encounter site.

March 27: The 'propaganda communication and technical officer' of the Military Council faction of the KCP warns the Imphal based Regional Institute of Medical Sciences (RIMS), director, Fimate, on various charges of irregularities and also asks a close associate of the director identified as Robert, to 'surrender' before the outfit on or before April 30.

March 22: One hand grenade is recovered near the gate of the residence of the Superintendent of the Regional Institute of Medical Sciences (RIMS), Y. Mohendro Singh, at Uripok in the Imphal West district. Later, a bomb disposal squad of the Manipur Police defuses the hand grenade. The report adds that the RIMS authorities had refused to appoint candidates recommended by the Military Council faction of the KCP outfit.

March 4: Normal life in Manipur was severely affected when the Military Council faction of the KCP organised a general strike to observe 'Black Day' remembering the killing of its leader Leibakmacha along with many other cadres.

February 28: Two youths, Laiphubam Satyakumar and Huidrom Shantikumar alias Apacha, alleged to be drug addicts, are shot at and wounded by two unidentified gunmen at Keikhu Langthrei Loukon under Irilbung police station in the Imphal East district. Two pieces of hand written notes, read '........ (name) both of them are drug addicts who snatched mobile phones from people in the name of KCP (MC) and sent SMS to threaten people and extort money. All their accomplices should mend themselves while there is time. Otherwise, they would be given capital punishment. - Joint Force', are put in their pockets by the unidentified gunmen.

February 25: Three cadres of the Military Council faction of the KCP, identified as Maibam Bhubon Singh, Mutum Tombi Meetei alias Atombi alias Baljit Singh and Soram Bonyson Singh, were arrested by police personnel in separate search operations at Kwakeithel Heinoukhongembi Lamdong, Mongsangei Boroimakhong and Mongsangei Mayai Leikai in the Imphal West district. Bhubon confessed that he joined the outfit in January 2008 through one Atombi Singh of Mong-shangei and is now operating in its 'finance section' under the 'command' of Atombi Singh.

February 17: Three cadres belonging to the Military Council faction of the KCP are arrested by the security force (SF) personnel following an encounter at a militant hideout in Wangthrok village under Moirang police station in the Bishnupur district. Two of them were identified as Lalkhosat alias Sasat and Henkholien Haokip. One lethod gun with four bombs, three SBBL/SBML guns, one bag each of rice and potatoes, 12 blankets, two lanterns, two anklets, photographs and documents relating to outfit and five carry bags are recovered from the incident site. K. Jayanta, Superintendent of Police in Bishnupur district, said that around 20 militants were taking shelter in temporary hideouts in the area.

One cadre belonging to the Military Council faction of the KCP, identified as Lourembam Suresh Singh alias Toto, is arrested near Krishna Premi Oil pump at Moirangkhom in the Imphal West district. He confessed that he was operating under one Thambalngangbi Devi of the same faction.

February 13: A KCP cadre, identified as Naoba Oinam, was arrested by the security forces from Moreh town along with a 9-mm pistol.

February 12: Three suspected militants, believed to be cadres of the Military Council faction of KCP were killed in a gun-battle with cadres of another militant group near Sinam Kom village in the Saikul subdivision of Senapati district.

February 9: Security forces arrested a cadre of the Military Council faction of the KCP, identified as Heirom Santikumar Meitei alias Ipacha, from Khongman Atom Leirak.

January 22: One suspected cadre of the Military Council faction of the KCP is shot dead by Manipur Police during another encounter at Kwakeithel Mayai Koibi under Lamphel police station in the Imphal West district. Police recovered a two wheeler vehicle and one driving licence in the name of one L. Ibobi Singh of Wanjing Sorokhaibam from the incident site. The encounter ensued after two militants hurled a hand grenade towards the police personnel. While one of them was killed, the other militant managed to escape from the encounter site.

January 20: One KCP cadre, Athokpam Ajit Singh alias Prasenjit, is arrested by the Manipur Police during a search operation at Kwakeithel Tiddim ground in the Imphal West district. Ajit confesses that he joined the KCP in 2005 under one 's/s deputy commander & finance secretary' Oinam Kesho Singh and he was asked to extort INR 7 00000 from C.E. Joychandra Sharma through Accountant of the Public Health Engineering department and INR 3 00000 from S.C. Khamba Singh of the Electricity Department. He also confessed that he was one of the arms suppliers of KCP under the guidance of O. Kesho.

January 18: Three suspected cadres of the Military Council faction of the KCP were shot dead by the Manipur Police while they were taking shelter at a house in Tharoijam village under Patsoi police station in the Imphal West district. Police also recovered of two 9-mm pistols along with five rounds of ammunition and four demand letters from their possession.

January 16: Two suspected militants of the Military Council faction of the KCP are killed by Manipur Police during an encounter at Lamdeng Chingjin under Lamshang police station in the Imphal West district. One 9-mm pistol, with some live rounds, and two hand grenades are recovered from the incident site.

January 11: One cadre belonging to the Military Council faction of the KCP, identified as Konthoujam Priyokumar Meitei alias Angangcha alias Priyo, was arrested from his residence at Konthoujam Leirembi Leikai in the Imphal West district. Priyo confessed that he along with another KCP cadre, identified as Khaba, served the extortion notes and on non-compliance of their demand also threatened to kill the authorities of a central government school Jawahar Navodaya Vidyalaya at Khumbong in the Imphal West district. The school subsequently closed down on January 5.

January 10: One sympathiser of the Military Council faction of the KCP, identified as Irom Sharatchandra, is arrested near Krishna Premi Oil Pump area at Moirangkhom in the Imphal West district.

2007

December 26: One KCP cadre, Lourembam Suresh Singh alias Machingouba, is arrested from Khoyathong Pukhri Mapal in the Imphal West district. December 25: Three militants belonging to the Military Council faction of the KCP are arrested near Hotel Bheigo in the Imphal West district. They were identified as Nongmeikappam Robindro, Thingbaijam Premjit alias James and Heirom Shantikumar alias Apasa.

November 17: One KCP cadre, Ningthoujam Kesho Singh alias Ibungomacha, is arrested during a search operation at Napet Palli village in the Imphal East district. He confesses that he joined KCP through one Khelendro Singh alias Ngamba Mancha. One mobile phone handset was recovered from him.

November 14: One woman employee of the Manipur Social Welfare Department, Y. Raseshwori Devi, is shot dead by two militants inside her office at Moirang in the Bishnupur district. Later, the Military Council faction of the KCP claims responsibility for the killing, saying she was ‘punished’ for her corrupt ways. The outfit accuses the Minister and the officials of being involved in the irregularities in the recent appointment of supervisors of the department. "The KCP (Military Council) had threatened to target all those close to the social welfare minister and director. Apart from this threat, we do not see any other reason for attacking an elderly woman officer," says an unnamed official. The report adds that militants had shot dead Raseshwori’s husband Brajagopal, a panchayat pradhan (head of village local self-government), a few years back for reasons still not known. .

November 2: Militants belonging to the Military Council faction of the KCP hurl a hand grenade on the residence of State Social Welfare Minister Nameirakpam Loken at Sangaiprou in the Imphal West district. No casualty is reported. Later, the same militants hurl another grenade on the residence of Achom Nabachandra, Social Welfare Director, at Keisamthong Hodam Leirak in the same district.

October 25: Militants belonging to the Military Council faction of the KCP warn officials allegedly involved in the faulty recruitment process in the Social Welfare Department to declare the results invalid and to give in to the outfit failing which 'punitive actions' will be initiated against them immediately.

October 24: Militants belonging to the Military Council faction of the KCP open fire on the residence of N. Loken, Manipur Social Welfare Minister, at Leimapokpam in the Bishnupur district. A spokesperson for the outfit informs that the attack was due to his role in the alleged faulty recruitment drive for supervisors in Social Welfare Department.

A rocket mortar along with a letter and flowers is recovered from the office of A. Nabachandra, Director of Social Welfare Department, at an unspecified place near Langol in the Imphal West district. The letter addressed to the Director warns him to tender an apology to the public or face punishment within five days. The explosive was later defused. One individual, claiming to be a KCP cadre, informs the press that the bomb was placed by the KCP militants.

October 23: One former KCP cadre, Ninthoujam Raja, is shot dead by unidentified gunmen at Heituppokpi in the Thoubal district. Six empty cartridges of AK-47 Rifles and one camouflage cap were recovered from the incident site.

October 3: Two suspected KCP militants are shot dead by SF personnel in a retaliatory fire at Bamdiyar Lamkhai in the Bishenpur district. One AK 56 rifle with a magazine and six live rounds and .38 revolvers with four fired cases and two live rounds are recovered from the encounter site.

September 22: One KCP cadre, Piyo, was arrested by the SF personnel during a search operation in the Kongpal area under Porompat police station in Imphal East district.

September 5: A person, Sagolshem Guniram, is shot at and wounded by KCP militants at Thongju Keirao Labuk in the Imphal West district, for allegedly extorting money from the public in the name of the outfit.

August 20: An unidentified KCP cadre, while extorting money from transporters along the National Highway-39, is shot dead by Imphal West district police commandos at Awang. Police personnel also rescue a person, Tutha Bahadur, abducted by the militants from Tezbari. While other militants manage to escape from the incident site, one M-20 pistol and four RC books were recovered from the possession of the slain militant. 15 empty cases of AK-47 ammunition, a Nokia mobile handset and some vehicle documents and goods challan are also recovered from the area.

August 17: Twelve militants, including two KCP cadres, are arrested by Manipur Police from the official residences of three Members of Legislative Assembly and a former legislator of the ruling Congress Party in the Babupara VIP Colony of capital Imphal.

July 26: Two suspected militants to the Manipur-based militant outfit, the KCP, are arrested from northwest Delhi's Azadpur. Police said that both the militants are involved in several extortion and murder cases and were in Delhi to escape attacks by the rival outfits. The duo was identified as the outfit's chairman Mangol, a resident of Imphal West district, and the outfit's vice-chairman, Oinam Suranjoy Singh of Bishnupur district.

July 18: A former militant of the KCP, identified as Salam Biren, is shot dead by unidentified gunmen at his residence in the Thanga area of Bishnupur district.

July 16: Unidentified militants shot dead a former KCP cadre, identified as Salam Biren alias Achouba, at Ningthoukhong ward no. 3 under Bishnupur police station in the Bishnupur district.

June 2: One unidentified KCP cadre managed to escape when troops descended on Hafta village, while the cadre was engaged in extortion activity. The troops recovered one magazine and five rounds of 9-mm pistol from the incident site.

May 6: A KCP cadre identified as Sorenchangbam Bungcha Singh alias Lucky and Chingtham Santosh Singh alias Bung, is arrested from Nagamapal in the Imphal West district.

April 26: Security force personnel rescued two youths who are earlier abducted by three armed cadres of the KCP at Moijing Awang Leikai in the Thoubal district.

April 6: A KCP cadre, identified as R.K. Khelen, is arrested by the police from Sana Keithel in the Imphal West district.

March 30: Troops arrested one KCP cadre, identified as Sagol-sem Premjit Singh alias An-gouba, at Lang-thabal Mantrikhong in the Imphal East district.

March 21: Based on information provided by the KYKL cadre, police arrested a KCP cadre, identified as Kayenpaibam Ojit.

March 19: One KCP cadre, identified as Thokchom Inaocha Singh alias Brojen, is arrested in the Thoubal district.

March 7: The KCP 'executed' 8 persons, including its 'vice-president' and 'finance secretary in charge' K.K. Mangang alias Leibakma-cha alias Lamkhomba, for 'helping' security personnel in the arrest and killing of its cadres. The KCP claimed to take the help of the United National Liberation Front (UNLF), KYKL and People's Revolutionary Party of Kangleipak (PREPAK), in carrying out the 'investigation'.

February 25: Mizoram Police said that the HPC-D was involved in the killing of Isaac L Hmar, son of Laldena, near Berawtlang tourist centre in Aizawl on April 20, 2006. The motive for the killing is suspected to be the factional clash among Hmar outfits as Isaac's uncle is a top leader of the Hmar National Army, which is a strong critic of the HPC-D.

January 30: In the Imphal West district SFs arrested a KCP militant, identified as Ksh Dhanabir, during a search operation at Malom Awang leikai.

January 29: Two KCP militants, Th. Gandhi alias Rajesh and Ksh. Kuarjeet, are arrested by SFs at Kamjong-Grihang in the Chandel district.

January 5: At least four militant outfits - Kangleipak Communist Party (KCP), Kanglei Yawol Kanna Lup (KYKL), People's Revolutionary Party of Kangleipak (PREPAK) and United National Liberation Front (UNLF) - announced a joint 'ban' on the construction of the Tipaimukh dam.

2006

December 25: Security force personnel arrested a Kangleipak Communist Party (KCP) militant, Khumanthem Sunil Singh alias Nanao alias Tomnao, at Awang Khunou in the Imphal East district.

December 24: Two suspected KCP militants, identified as ‘s/s captain’ Tombi and ‘s/s Lt’ Rajesh, were shot dead by security force personnel during a counter insurgency operation at Gova-jang village under Moreh police station in the Chandel district along India-Myanmar border.

December 18: A KCP militant, Longjam Bidyananda alias Abung alias Ingba, was arrested by the SFs.

December 3: Two Kangleipak Communist Party cadres are shot dead by the SF personnel in a counter-insurgency operation at Khonaithong village in the Thoubal district. An SLR and one AK-56 rifle along with ammunition were recovered from their possession.

December 1: A youth, Gurumayum Sunil, was shot at and injured and subsequently paraded before the media by the UNLF cadres at an unspecified place in the Imphal East district, for his alleged involvement in extortion at Soibam Leikai. The UNLF claimed that Sunil was a former KCP cadre.

November.22: During a search operation, police arrested four KCP cadres from unspecified locations in the capital Imphal.

One KCP cadre, Laishram Ranjit Singh alias Manaol, was arrest by SFs at Patsoi.

November 21: SFs arrested one KCP militant, ‘corporal’ G.B. Thoiba, from Keibi in the Imphal East district.

October 30: The security forces shot dead a cadre of the Kangleipak Communist Party, ‘private’ Suranjoy Singh, at Laipham Khunou Mayai Leikai under Heingang Police station in the Imphal East District. One nine mm pistol along with a magazine containing three live rounds was recovered from the slain militant.

October 19: The ‘general secretary’ of the KCP, identified as Ksh Noyon alias Laba, who was arrested from Khudengtabi near Moreh in the Chandel district, is later remanded to police custody for seven days by the Chief Judicial Magistrate in Imphal.

October 10: Imphal West District Police arrested three KCP cadres, including their ‘finance-in-chief’. They were identified as Paonam Menjor Singh, Sarangthem Deban Singh and Aheibam Robindro Singh alias Naobi.

October 3: A Kangleipak Communist Party cadre, Lucky alias Bungcha, is arrested from Singjamei Kakwa in the Imphal West district.

September 20: Security force (SF) personnel arrested four KCP cadres, Oinam Netajit alias Amarjit, Naocha Gangte alias Inaocha, Oinam Sunilchandra alias Moirangjao and Sanabam Ranjit alias Anand, from the Sangaiprou area of capital Imphal.

Another KCP cadre, Oinam Loken Singh, was arrested from Pandon in Imphal.

September 15: SF personnel arrested a Kangleipak Communist Party cadre, Wang bam Sikandar, from Irong Thokchom Leikai under Mayang Imphal police station jurisdiction in the Imphal West district.

September 15:The Hmar National Assembly (HNA) threatened to serve ‘quit notice’ against Meiteis living in the Churachandpur district, if the Manipur Government failed to rehabilitate all the women who were allegedly raped by cadres of the UNLF and KCP at Lungthulien and Parbung in January 2006.

August 30: SFs arrested a KCP cadre, Najir Ahmed, from Bengun under Mayang Imphal police station limits in the Imphal West district.

August 20: The Kangleipak Communist Party and the People’s United Liberation Front (PULF) denied their involvement in the grenade attack at the ISKCON temple in Imphal on August 16 that killed five persons.

July 16: SF personnel arrested a KCP cadre, Lenin, during a search operation from New Kenon under Lamlai police station limits in the Imphal East district.

July 5: SF personnel arrested a Kangleipak Communist Party cadre, Bipin Nongmaithem, from Sagolband Sayang area in the Imphal city on July 5. One Chinese-make 9mm pistol, two magazines and some ammunition were recovered from his possession.

June 15: Security forces arrested three militants, one each of the Kangleipak Communist Party (KCP), Kanglei Yawol Kanna Lup (KYKL) and United National Liberation Front (UNLF) identified as Khoraijam Somakanta Singh, Maibam Sapaba and Khumanthem Babu respectively, during a search operation at Takyel near Imphal city.

June 2: The National Commission for Women (NCW) is reported to have confirmed the rape of 25 Hmar-Kuki women by cadres of the outlawed United National Liberation Front and the KCP at Parbung and Lungthulien in the Churachandpur district in January 2006. The Commission has asked both the Centre and the Manipur Government to provide a comprehensive rehabilitation package for the victims and continue deployment of security forces in the area.

June 1: The security forces arrested two KCP cadres, Loitongbam Injello alias Momocha and Athokpam Indrajit, from Palace Compound and Haoreibi Makha Leikai in the Imphal West district.

May 30: Security forces arrested a hardcore KCP cadre, Huiningsubam alias Ithoicha, from Kakwa Sorokhaibam Leikai under Kakwa police station limits in the Imphal West district. One grenade, two detonators and five rounds of AK-47 ammunitions are recovered from his possession.

May 27: Security force personnel arrested a KCP cadre, Rony alias Shamu Singh, from Pangei Nepali Basti area in the Imphal East district.

May 14: SF personnel arrested two KCP cadres, Oinam Mangaljao alias Prem and N. Hemanta, from Sawombung area under Lamlai police station limits in the Imphal East district.

May 8: ‘President’ of the Kangleipak Communist Party states that all factions of the outfit in a special session held at an unspecified place between May 4 and 8 have resolved to reunite. An adhoc central committee has also been reportedly formed with K.K. Mangang as its ‘convenor’ while Laba Meitei and Lamphel Luwangcha are its ‘members’. A five-member consultative group comprising of K.K. Nganba, Pibarel Mangang, Pakhanglakpa, Kokai Meitei and City Meitei was also formed to assist the adhoc ‘central committee’.

Security force personnel arrested a KCP cadre, Laisram Herojit, from Thiyam Konjin Maning in the Imphal West district.

May 3: Security force personnel arrested a KCP cadre, Mohammed Liyakat, during a cordon and search operation at Kiyamgei in the Imphal East district.

April 26: The United National Liberation Front (UNLF) militants shot dead a youth, Ngangom Sanathoi, at Sadokpam under Lamlai Police Station limits in the Imphal West district. The outfit, in a statement made available to the local media, claimed responsibility for the killing and said that the youth is a KCP impostor.

April 25: Four KCP cadres, including the Thoubal 'district commander', were killed following an encounter with the police at Nungei Khunou under Lilong police station limits in the Thoubal district. Two pistols, one live round of 9 mm calibre, seven empty cases along with a vehicle used by the slain militants were recovered from their possession.

March 6: Four militants, including two National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres identified as Ningtham Keishing and Ringphami Luikham, and two Kangleipak Communist Party (KCP) cadres belonging to the Leibakmacha faction, Ningombam Naobi Singh alias Ningom-ngamba and Okram Premkumar Singh alias Sathi Singh, surrendered before Manipur Chief Minister Okram Ibobi Singh. They laid down one sniper rifle with three magazines having 80 live rounds of ammunitions, one sub-machine gun with three magazines along with 70 live rounds, two AK-56 rifles with three magazines each along with 227 ammunitions, two Chinese made hand grenades and one WT set (Kenwood).

March 2: Two KCP cadres, P. Santa and N. Dayakumar alias Tamoyai, were arrested by the Imphal East district police in a search operation at Kongpal Kshetri Leikai.

March 1: The Hmar People’s Conference- Democracy (HPC-D) has reportedly accused the KCP of its involvement along with the UNLF in the assault on Hmar women and extortion of money from the Hmar civilians in Churachandpur district.

February 23: A suspected Kangleipak Communist Party militant is killed by the Imphal West district police at North AOC area in the Imphal city. A hand-grenade is recovered from the possession of the slain militant. However, another militant managed to escape from the incident site.

February 15: The UNLF has reportedly asked the KCP to ‘produce a white paper on the charges leveled against’ the journalist Ratan Luwangcha within a week. The journalist was attacked and wounded by cadres of the KCP on February 8.

February 13: A KCP cadre, S. Neelachandra Singh, is arrested from Pannung in the Imphal West district. Five rounds of AK-47 rifle were recovered from his possession.

February 2: A Kangleipak Communist Party cadre, Sagolsem Mikoi alias Thenga, is arrested from Kongba Nongthon Leikai in the Imphal East district.

February 2: Two suspected KCP cadres were assaulted and later handed over to the police by residents of Patsoi Pt-II area in the capital Imphal

2005

December 5: Troops of Assam Rifles arrested a ‘major’ of the Kangleipak Communist Party (KCP), identified as Sanatomba alias Pujari, and recovered one AK 56 rifle with 30 rounds and one Chinese hand grenade from his possession.

November 9: The Imphal East district police arrested four KCP militants, Yanglem Achouba Singh alias Suresh and his younger brother Yanglem Amujao Singh, Angom Naoba and Telem Bhogen alias Bomcha, from various parts of Khurai assembly constituency. According to police sources, they were involved in collection of extortion demands from various Government offices and some shop owners of the Khurai Lamlong market.

November 8: Two suspected cadres of the Prithvi faction of the KCP were killed in an encounter with the police personnel at the foothills of Etam hill, Phaknung under Lamlai police station in the Imphal East district. An AK-47 rifle, one .38 revolver, one hand grenade, four live rounds of .303 ammunition, four live rounds of AK-47 ammunition, three live rounds of .38 ammunition, two live rounds of ammunition of M-16, one magazine each of AK-47 and .38 revolver, one WLL telephone, one mobile phone, one CD player and two demand letters signed by the outfit’s ‘finance secretary’, Mangang, some incriminating documents were recovered from the slain militants.

November 3: The Cabinet Committee on Security (CCS) extended the ban on four militant outfits operating in the State of Manipur for two years. Addressing the media after a CCS meeting chaired by Prime Minister, Dr Manmohan Singh, Defence Minister Pranab Mukherjee said that the Union Government has decided to extend the ban on United National Liberation Front (UNLF), People’s Liberation Army (PLA), Kangleipak Communist Party (KCP) and Kanglei Yawol Kanna Lup (KYKL). He also informed that the ban was extended as the outfits still continued to indulge in unlawful activities in India’s North East.

November 1: The City Meitei faction of the KCP, in a statement, said that the outfit does not indulge in abduction for ransom and does not create terror for the public unreasonably. N. City Meitei, ‘chief commander’ of the outfit’s mobile task force, also requested the United National Liberation Front (UNLF) to reconsider the decision to impose a ban on it.

October 18: Suspected United National Liberation Front (UNLF) militants killed two KCP cadres at Tentha in the Thoubal district, while another militant managed to escape. The UNLF had earlier imposed a ban on all the three factions of the KCP accusing them of indulging in extortion in the name of revolution. The two slain militants were identified as Khumukcham Ibungo, a cadre of the Prithvi faction, and Yengkokpam Amu alias Rojen of the Emoinu faction.

October 8: A suspected KCP militant is shot dead by Manipur Police commandos at Thangal bazaar in Imphal. Police also recovered a Chinese-make hand grenade and a demand letter of Rupees 10 lakh, which bore the signature of KCP ‘assistant finance secretary’ Yaima Meitei, from the slain militant.

October 1: A Kangleipak Communist Party (KCP-P) cadre, identified as Sinam Sanatomba alias Sharma, and his civilian accomplice, Ningthoujam Abung alias Suraj, were found dead with bullet injuries at Langthabal Phura Makhong under Singjamei police station limits. A motorcycle was also recovered from the spot. No outfit claimed responsibility for the killing.

September 4: Three Kangleipak Communist Party cadres, including a 'project officer' of the outfit identified as 'sergeant' Ngangom Ibungomacha alias Soviet Singh, were arrested from Kangla Park in the Imphal West district. Some incriminating documents of the outfit were recovered from them.

August 31: The KCP claimed through a press statement that its cadres killed a woman, Angom Ningol Kakyenpaibamongbi Bebi Devi, of Sairem village, who the outfit said was acting as a police informer. It further said that she is responsible for the death of two KCP cadres by the security forces on May 10. The dead body of the woman has been recovered by the police.

August 30: The Kangleipak Communist Party's 'Imphal east town commander, Arubam Bikram alias Ingoba Meetei and 'second in-charge commander' Naorem Kumarjit was arrested from the Khoyathong area in Imphal city. The police also seized one 9 mm pistol with five live rounds of ammunitions along with seven RC books of trucks plying along the national highways.

August 24: Imphal East district police arrested a Kangleipak Communist Party (KCP) cadre, Chirom Sadananda alias Shanta, from Kiyamgei Maning Leikai.

August 18: Two KCP cadres, Yumnam Ibungo Singh and Moirangthem Jenar alias Amuba Singh, were arrested from Chingamakha Kshetri Leikei in the Imphal West district.

July 13: The Imphal West district police arrested a KCP cadre, Irengbam Milan Kumar Singh alias Bode, from Tairenpokpi and Phayeng areas. Two of his accomplices, however, managed to escape.

June 29: A KCP cadre, Konthoujam Sanatomba alias Santon Singh, was arrested from the Yairipok Angtha area in Imphal East district.

The KCP appealed to the general public to observe July 1 as a 'Black Day' by switching off lights from 8 PM to 9 PM and hoisting black flags atop their houses. The outfit observes the day as a day of protest against the killing of its leader, Yendrenbam Ibohanbi Meitei, who was killed on July 1, 1999 at Heibongpokpi in the Imphal West district.

June 16: A KCP cadre, Oinam Suranjoy alias Sanjoy, was arrested from the Yumnam Khunnou area in Bishnupur district. Some rounds of AK-47 rifle and incriminating documents were recovered from him.

June 13: The Kangleipak Communist Party kills a person suspecting him to be an army informer at Ikoppat in the Thoubal district. Reports said that the slain youth, Leimapokpam Open, was a former militant and had lately passed information to the army about the outfit’s hideouts and cadres in the Thangal and Nambol bazar areas.

June 10: Unidentified terrorists killed Nongthombam Roben, a former cadre of the Kangleipak Communist Party (KCP) at Langol Laimanai under Lamphel Police Station in Imphal West district.

May 16: The Imphal East district police arrested a Kangleipak Communist Party (KCP- Lamphel) cadre, identified as Chanathabam Bobby, during a cordon and search operation at Hatta War Cemetry under Porompat police station.

May 10: The Imphal West District police killed two suspected cadres of the KCP and rescued a youth abducted earlier by the outfit from Haorang Sabal under Lamshang police station. A .38 revolver and three rounds of ammunition were recovered from the slain terrorists. Police personnel arrested a KCP cadre from the Manipur University campus in Canchipur.

May 8: The KCP cadres shot at and injured a youth at Uchiwa in the Imphal city.

May 1: A KCP cadre was arrested from Kongjeng Leikai in the Imphal West district.

April 18: The MK Mangang faction of the KCP, in a statement, has threatened to ‘award death sentence’ on the 60 members of the State Legislative Assembly if the indigenous language, Meetei Mayek, is not introduced in the educational institutions of Manipur. In another statement issued on the same day, the KCP claimed that it will start ‘punishing’ drug peddlers and bootleggers in the State without prior warning.

April 13: The Imphal west district police arrested a 'district commander' of the KCP, identified as Ningthoujam Ningthem Singh.

March 5: Police recovered dead body of a Kangleipak Communist Party cadre, identified as Laishram Maigou from Laphupat Tera in Bishnupur district.

January 17: The Imphal West district police arrested a KCP terrorist, identified as Haobijam Joy, from Kwakeithel in the capital Imphal. Three letter-heads of the KCP, fake currency notes of INR500 and 1000 denomination, official seals of the state transport department were seized by the police from his computer training centre at the Nambol Bazaar in Bishnupur district.

2004

November 22: The Imphal West district police arrested two KCP cadres, Laishram Manglemba Singh and Thingujam Sangkar, from Naorem Leikai in Imphal West district.

November 2: Four terrorists of the Kangleipak Communist Party (KCP) were arrested by security personnel from unspecified places in Bishnupur district. A communication device and a motorcycle were recovered from them.

October 28: Manipur Police personnel arrested two terrorists of the Kangleipak Communist Party - Prithivi (KCP-P) and an elderly person who is said to have provided shelter to them from Lilong Leihaokhong area in Thoubal district. A motorbike believed to have been used by the arrested terrorists was also recovered.

October 22: A terrorist belonging to the KCP, Tongbram Robindro Singh, was arrested from DC Road crossing Lamphel in the Imphal West district.

October 19: Four KCP cadres were arrested from RIMS road crossing and Naoremthong Khulem Leikai locality in the Imphal West district.

September 22: Security forces arrested a KCP terrorist, Ongnam Premjit alias Golulchandra Singh, from Kongba Kshetri Leikai in the Imphal East district.

September 20: The KCP, in a media release, justified its extortion activities and said, "The revolutionary movement could survive only on the goodwill of the people". It asked people to honour the ‘demand notes’ and also warned of punitive action in case anybody ‘dares to interfere’.

September 13: Security forces arrested two terrorists of the KCP, identified as Salam Sanayaima alias Inao and Naorem Sanatomba Singh, from the Regional Institute of Medical Sciences complex in the capital city of Imphal in Manipur. One 9 mm pistol along with six live rounds and some documents were recovered from their possession.

June 19: The KCP has reportedly claimed responsibility for the killing of Heman Jade at Rengkai Nehru Marg in the Churachandpur district. Refuting earlier media reports that the youth killed was a United National Liberation Front (UNLF) cadre, KCP 'publicity secretary', Pibarel Mangang, claimed that Jade had been given ‘death sentence’ for his anti-party activities.

June 15: Police arrested three collaborators, including two teenage girls, of the KCP from the Dispur area of Guwahati city. Several incriminating documents were found in their possession.

April 9: Security forces belonging to the 12 Assam Rifles shot dead a suspected Kangleipak Communist Party terrorist near Nongdam village in the Imphal-East district of Manipur. One 9 mm pistol, one detonator, one Kenwood radio set and some live rounds of ammunition along with KCP ‘demand’ letters are recovered from the incident site.

April 8: The proscribed Kangleipak Communist Party (KCP) claimed responsibility for the death of Ningthoujam Tomba alias Saphaba. In a press release, the KCP stated that Tomba, who was a cadre of the outfit, was given the ‘capital punishment’ for deserting the party along with an AK rifle, 70 rounds of ammunition, a pair of wireless radio set and currency INR 170,000.

2003

December 13: The proscribed Kangleipak Communist Party (KCP) has identified five contractors who have ‘misappropriated public funds’ under its operation titled ‘Leingakleima Commission’ at Jiribam in the Imphal East district of Manipur. A KCP release signed by general secretary Pareihanba Mangang stated that the outfit has identified three ‘outsiders’ and two ‘local’ people who have withdrawn funds without actually taking up works under the contract. The KCP has recalled the recent statement of Kanglei Yawol Kanna Lup (KYKL) against the Hindi-speaking people in Manipur.

November 24: Security force personnel arrested two KCP terrorists from Nongada village under Lamlai police station in Manipur. A large cache of arms and ammunitions including some Improvised Explosive Devices (IED) were reportedly recovered from their possession.

November 12: Two factions of the banned Kangleipak Communist Party (KCP) have decided to unite and join the Manipur Peoples’ Liberation Front (MPLF) of Manipur. The KCP factions - led by K.K. Mangang and Noyon - announced the decision at an undisclosed place in Manipur recently.

October 20: Four suspected KCP terrorists abducted Y. Achouba Singh, a doctor at Imphal’s Jawaharlal Nehru Hospital.

October 2: Three KCP terrorists were arrested by the police in two separate incidents.

September 26: Suspected terrorists of the KCP killed two youths near Old Water Supply area at Kangchup in Imphal West district. According to a note left behind by the terrorists, the youths were killed for extorting money from the people in the outfit’s name.

July 19: A terrorist of the KCP was killed in an encounter with the police at Tingkhai Khullen village under the Nambol police station-limits, Bishnupur district, One M 20 rifle, two Magazines, 4 live round of ammunition, a dozen of fire gear and several incriminating documents were recovered from the encounter site.

July 7: Two suspected KCP terrorists were killed in an encounter with the security forces in the Thoubal Kshetri Leikai area. A country-made pistol, three 9mm rounds of ammunition and some incriminating documents, among other things, were recovered from the incident site.

May 4: Two KCP terrorists, including ‘corporal’ T Bordin Singh, were killed during an encounter with security forces at an unnamed place in the Thoubal district. A 9MM revolver with an unspecified amount of live ammunition and a radio set were recovered from the incident site.

April 14: The proscribed Kangleipak Communist Party (KCP) observed its 23rd foundation day at its general headquarters, tactical headquarters and mobile camps located in Manipur.

2002

December 15: A Kangleipak Communist Party (KCP) terrorist was arrested from Lamlai, Imphal East district, and, reportedly, some extortion notes were recovered from him.

October 10: The police in Imphal East district recovered the body of a KCP cadre from Heingang Kontha village, Heingang police station limits. He was later identified as W.Rakesh Singh.

August 10: A combined team of the 1st and 2nd division of the India Reserve Battalion (IRB) and Imphal East & West police arrested three terrorists––two belonging to the People’s Revolutionary Party of Kangleipak (PREPAK) and one to the Kangleipak Communist Party (KCP), at different places.

April 11: Five KCP terrorists were killed by the security forces (SFs) following an encounter at a hideout at Kambaching in Imphal east district. Five sophisticated weapons - one M16, 1 US carbine, 1 AK rifle, 2 Chinese made pistols with several rounds of ammunition and incriminating documents were seized.

April 11: A combined force of Manipur police and commandos arrested five terrorists of the KCP at Heirok and Inganglok in Thoubal district.

April 5: A KCP militant was arrested from Kakching area in the Thoubal district. A hand grenade, some rounds of ammunition and a detonator were also seized from him.

March 31: Security force personnel are reported to have arrested a leader of the KCP following a raid on a hideout at Thoubal Athokpam Leikai under the Thoubal police station limits. Some arms, ammunition, communication equipment and certain incriminating documents were seized from his possession.

March 29: The SFs arrested two terrorists of the KCP. While a self-styled sergeant belonging to the Thoubal Athokpam Awang Leikai village was arrested from his residence, the Thoubal police arrested another member of the same group belonging to Kakching Shumak Leikai. A .38 revolver along with ammunition and a radio set were recovered from their possession.

2001

December 31: Three unidentified assailants injured a militant belonging to the Kangleipak Communist Party (KCP) at Kyamgei in Imphal.

December 26: The Kuki National Front (Military Council) [KNF-MC], in a statement issued appealed to both the Kangleipak Communist Party (KCP) and the Kuki Revolutionary Army (KRA) to reconcile their current misunderstanding in the greater interest of the public. The KNF-MC urged both the groups not to interfere in each others’ internal affairs and urged the KRA to set free all the KCP Red Army cadres now in its custody. It also asked the KCP not to cause hardship to the Kukis and other public and commuters of the Saikul area. It further urged the KCP not to single out the Chonglois for harsh treatment.

December 25: Manipur police arrests two terrorists, one belonging to the Kangleipak Communist Party (KCP) and another to the United National Liberation Front (UNLF).

December 24: The self-styled army chief of the Kangleipak Communist Party (KCP), Chingangbam Ibohal alias Dhruba alias Robert, was abducted and later killed by a group of unidentified, armed men in the Gwaltabi area of Imphal East district. His dead body was recovered near the Gwaltabi Forest gate. An AK-56 rifle and two magazines were recovered from the incident site.

The KCP imposed a state-wide 48-hour bandh starting from December 28 midnight against the killing of its ‘army chief’, Dhruva, by unidentified assailants A KCP statement said Dhruva’s killing was an act of terrorism and it had been carried out by three hill-based outfits.

November 29: A KCP terrorist was arrested from the Imphal East district.

November 13: Myanmar Army arrests approximately 200 cadres of various terrorist outfits from Manipur in a well-planned operation along the Indo-Myanmar border. This operation had been executed on November 2. Some leaders of these terrorist outfits had also been arrested, including the Kangleipak Communist party (KCP) chairman, as well as the general secretaries of the eastern and central bureau of the Revolutionary People’s Front (RPF), also known as the People’s Liberation Army (PLA). The operation had resulted in the capture of 1,400 weapons, including 72 mortars, 386 AK-47 rifles, 10 ammunition boxes, as well as INR 10 million and a huge quantity of gold.

July 19: Assam Rifles arrested seven hardcore terrorists, including the finance and accounts officer of the People’s Liberation Army (PLA) and the finance in-charge of the Kangleipak Communist Party (KCP-L).

July 16: Two KCP terrorists of the K.K. Mangang faction, including its finance secretary, were killed in an encounter with another unidentified, armed group at Senjam Charang around 11 km south-east of Sekmai police station.

July 11: Security force personnel arrested six terrorists from various parts of Imphal. The arrested terrorists include the ‘finance and accounts officer’ of People’s Liberation Army (PLA), Sergeant Major Bocha Leo, as well as the ‘finance-in-charge’ of Kangleipak Communist Party (KCP), one United National Liberation Front (UNLF) terrorist, a senior woman cadre of Revolutionary People’s Front (RPF) and a senior member of the People’s Revolutionary Party of Kangleipak (PREPAK).

May 8: A KCP militant was killed in an encounter with the police in the Imphal West district.

2000

December 6: Three terrorists belonging to the Kangleipak Communist Party (KCP), People’s Revolutionary Party of Kangleipak (PREPAK) and Kanglei Yawol Kana Lup-Toijamba (KYKL-T) were arrested by the police from Imphal.

Nov 15: Two terrorists of the People’s Revolutionary Party of Kangleipak (PREPAK) were killed, one arrested and two People’s Liberation Army (PLA) terrorists were killed, 12 arrested. Besides, four United National Liberation Front (UNLF) terrorists were killed, 10 arrested, one Kanglei Yawol Kanna Lup (KYKL) terrorist was killed, two arrested and three Kangleipak Communist Party (KCP) terrorists arrested. In addition two People’s United Liberation Front (PULF) terrorists surrendered in Imphal East district.

July 4: 18 terrorists belonging to different terrorist outfits, including the banned Kangleipak Communist Party (KCP), Kanglei Yawol Kanba Lup (KYKL) and People’s Liberation Army (PLA), laid down arms and surrendered in the presence of Manipur Chief Minister Nipamacha Singh, in Imphal.
