11 militant outfits of the North East have jointly
given a call to boycott the Republic Day (January 26) and to observe
a general strike.
In a joint statement, CorCom, an umbrella organization
of Manipur-based militant groups, ULFA-I, NDFB-IKS,NLFT,KLO and
HNLC have called upon the people of the region to boycott the
Republic Day to fight together against the "colonial rule" of
India. CorCom consists of KCP, KYKL, PREPAK, PREPAK-Pro, PLA and
UNLF.

Republic Day celebrations in Manipur were marred
by four bomb blasts amidst high security measures after CorCom
of six militant outfits called for a boycott of the day, Police
said. However, no one was injured in the explosions.
CorCom has claimed it's the series of bomb blast
on Republic Day morning at Babupara around 8 am, Moirangkhom around
9 am, Chingmeirong around 10 am and at Singjamei Chinga Makhong
around 11 am. A press statement of the CorCom said that the series
of blast was carried as part of the collective call of several
outfits of the "WESEA region against the Republic Day celebration
on January 26.

Dinesh and a UNLF cadre identified as Heman Aboi alias
Wangamba surrendered before the 6th AR of Red Shield Division
in an unspecified location. Sources also said that the three had
surrendered along with three pistols.

The tripartite agreement signed between three

of India has completed one year. During this one year, leaders
and cadres of the outfits experienced many trials and tribulations,

The KYKL militant, W Jayanta alias Lakpa, who
was arrested in Patna (Bihar) on February 19, has been brought
to Imphal by a team of CBI sleuths. Sources said that Jayanta
is an expert in arms dealing and had deserted his party earlier.
The State Government had announced a cash prize of INR 500000
for his arrest while the CBI too had announced a cash prize of
INR 100000 for the same. Interrogation is underway.

Manipur Governor VK Duggal, in his first ever
address in the Manipur Legislative Assembly, on February 24, said
his Government is taking steps to make Manipur a peaceful and
prosperous State with all the communities living harmoniously.
He said Manipur has been affected by insurgent activities spread
over a period of over four decades where more than 60 militant
outfits, including factions, are operating. Insurgency has adversely
affected development, he said.

representative of three armed groups that entered into a truce
with the government, claimed to be facing threat from the armed
CorCom (six valley based militant outfits) conglomerate apart
from enduring continuous 'harassment' from security personnel.
'Puyam Ruhini who claimed to be the spokesperson of KCP-Taibangnganba,
Athouba group of KYKL-MDF and URF said that the CorCom had not
only threatened to attack cadres of peace deal signatory groups

MHA has identified the entire state of Manipur
and lower Assam region of Assam as the two areas in the northeast
where the coming Lok Sabha election may be disrupted by
militant outfits. While Meitei militant outfits under CorCom may
create trouble in Manipur, it is the NDFB-IKS, which is being
increasingly perceived as a threat in the lower Assam region.
A source said all Meitei militant outfits in Manipur are being
closely monitored as intelligence inputs have suggested that they
would attempt to trigger violence before, and on, the day of polling.

operation in Karong in Senapati District and arrested one PLA
cadre, identified as Irom Goroba with one 9mm pistol and four
live rounds. Based on information from the arrested PLA cadre,

the arrest of Rangjam Sanjoy Singh of PLA and 'Sergeant' Thokchom
Tenden Singh of KYKL from Tera Urak village in Bishnupur District
along with one AK-47 rifle with 20 rounds and one 9mm pistol with
