responsibility for the bomb blasts in and around Imphal on January
25 and 26. It may be mentioned that four bombs had gone off on
the eve of the Republic day (January 26) function: one at the
1st Battalion MR Campus another at a garbage dump near Keishamthong
bridge a third one near the gate of the RDS school, Palace Compound
and another at the Guwahati High Court complex in Chingmeirong.
It has also claimed responsibility for another bomb which went
off near the gate of the 3rd IRB at Wangbal in Thoubal District
on January 26 at around 9am.

CorCom, of valley based seven militant outfits,
has said that the umbrella body has expelled UPPK from the membership
of the group during a meeting between the CorCom and leaders of
UPPK. The release said that the meeting was held on January 28
and 31 following which, the resolution of expelling UPPK was taken
during the 6th meeting of the CorCom.
It elaborated that the step was taken up after
UPPK 'adviser' Meisnam Biren alias Chamba of Sagolband
Meino Leirak, 'chairman' Bonbihari alias Laangamba of Thangmeiband,
'External Affairs Secretary' Lousangbam Kritibabu Mangang alias
Uraaba of Kwakkeithel Moirangpurel Leikai and Assistant Publicity
Secretary Laisram Ranjit alias Khuman of Mayang Imphal
ran away from CorCom without any explanations.
It further said that another reason is that after
the arrest of the UPPK 'General Secretary' Ningthoujam Santi alias
Chinglemba Mangang of Waheng Leikai; 'Finance Secretary' Langpoklakpam
Inaocha alias Birjit of Kongjeng Leikai and 'Organization
Secretary' Konthoujam Homeshwor alias Chingkhie of Konthoujam,
there was a disorder and chaos in the outfit which raised questions
about the fitness of the outfit to continue as a member of the
CorCom.

Moreh (Chandel District) at the international border with Myanmar
as intelligence inputs warns of clash among the underground groups.

areas in Thoubal District, said a Police release. According to
the release, the arrested persons have been identified as Wahengbam

Abinash. Wahengbam James Singh was arrested from Wabagai Lamkhai
at about 3:30 pm and Mutum Angou Meitei was arrested from Yairipok

CM Okram Ibobi Singh during a meeting with media persons 6. He
said, following the 'rescue' of UPPK cadres from Moreh town (Chandel

Manipur Governor Gurbachan Jagat, appealed to
militants operating in the State to shun violence and participate
in the peace process so that development work could be speeded
up. Addressing the State assembly, the governor said three insurgent
groups -URF, KCP-Lamphel and KYKL-MDF - have entered into agreements
with the union and State governments. The governor said the state
government with the union government has signed the extension
of SOO agreement with Kuki outfit, UPF and offered to sign a similar
agreement with another Kuki outfit, KNO. Jagat appealed to the
KNO to come forward and sign the SOO agreement along the lines
of UPF and asked the civil Kuki organisation, KSDC, demanding
a separate Kukiland, to desist from calling frequent bandhs
and blockades which affected the common man.
Official sources said peace talks with URF, KYKL-MDF
AND KCP-Lamphel would begin soon since the three had signed agreements
with the Government under which the forces would suspend operations
against them. They said both central and State Government forces
had stopped operations against UPF since it signed the agreement
with the Government some years ago. Talks for a settlement with
the outfit, demanding creation of Kukiland, have already begun.

Dismissing the claims of UHM, Sushil Kumar Shinde,
the URF has asserted that URF and its armed wing, the Manipur
Army will never surrender, says to a report of March 13. Significantly,
Shinde, during a media briefing at New Delhi on March 11 had asserted

within three months time. A statement issued by its publicity
secretary AK Pibarel said that the Home Minister's statement is

The Centre, State Government and three militant
outfits signed a tripartite MoU at the banquet hall of 1st Battalion
of Manipur Rifles. The three groups which signed the MoU were
the URF, which was constituted by the KCP-Lanheiba, KCP-Chingkheinganba
and KCP-Sunil Meitei faction; KCP-Lamphel which was constituted
after the merger of KCP-Lamphel, KCP-City Meitei and KCP-Taibangnganba
and the KYKL-MDF, with its two factions namely Athouba group and
Achouba group.
Representing the Centre, Joint Secretary (North
East) of the Ministry of Home Affairs, Shambhu Singh and Principal
Secretary of the Government of Manipur, Dr Suresh Babu signed
the MoU on behalf of Delhi and Imphal.
'Chairman' of the URF, Khwairakpam Gopendro alias
Lanheiba, 'secretary' home affairs, Puyam Mangiyamba alias
Ruhini and Ngangom Soviet Meitei alias Chingkheinganba
Meitei appended their signatures on the MoU on behalf of URF.
From the side of KCP-Lamphel, its 'chief of army',
Naorem Brojen alias City Meitei and 'joint secretary' Taibangnganba
alias Dilip signed on the MoU while the KYKL-MDF was represented
by its 'president' Maisnam Athouba and 'general secretary' Laimayum
Ronel alias Achouba.
Altogether 90 cadres from the URF turned up for
the occasion and they laid down 50 arms of different makes. From
the side of KCP-Lamphel, a total of 40 cadres turned up and they
deposited 27 guns. On the other hand, the KYKL-MDF deposited a
total of 61 arms, while 67 cadres turned up.
Chief Minister O Ibobi and Deputy Chief Minister
Gaikhangam, who also holds the Home portfolio, attended the MoU
signing function as the chief guest and president respectively.
Addressing the occasion, Ibobi said that the Government welcomes
the return of the militants to the mainstream and added that they
were misled into taking up arms in the first place. Gaikhangam
in his presidential address said that the signing of the MoU will
go a long way in helping the State to move forward in development
and progress.
Earlier, before the MoU was inked, Principal Secretary
(Home) Dr Suresh Babu said that the process to ink the agreement
was initiated more than a year back. The cadres will be rehabilitated
under the policy framed by the Union Home Ministry as well as
the rehabilitation policy of the State Government.

in his address said that SoO Agreements have been entered with
various insurgent groups in the Northeast and these groups have
shown willingness to give up violence and seek solutions for their
problems peacefully within the Constitution. "Our government is
ready to talk with any group or outfit which is willing to abjure
violence and lay down arms like KNO and UPF in Manipur. Further,
Metei groups like URF, KCP and KYKL along with their factions,
signed MoS in February, 2013 paving way for surrender of their
cadres," he said. Shinde said peace talks are also being held
with a number of outfits like ULFA, NDFB-P and NDFB-RD. These
strategies have resulted in steady reduction in the level of violence.
"Moreover, the aforesaid strategy of the government has also encouraged
surrender by militants belonging to various groups and their participation
in the political process. The central government is continuously
assisting the northeastern states by the deployment of central
paramilitary forces to assist the state police in counter-insurgency
operations and upgrading their skill level", he added.

Amidst the tight security measures in and around
Imphal, the State capital, in view of the call for boycott of
Independence Day celebrations given by the major insurgent groups
operating in Manipur, a bomb suspected to be an IED exploded.
The IED explosion took place in front of the newly-constructed
City Convention Area located in the high security zone. However,
no armed group operating in the region has so far claimed responsibility
for the incident. There is no report of any casualty in the explosion.

to the Government along with arms at a ceremony held at the Chief
Minister's Secretariat. The surrenderees include six from Progressive
faction of PREPAK-Pro, two from KYKL, and one each from the PREPAK,

two 9mm pistols with 20 rounds, nine hand-grenades with detonators,

Eight militants have been arrested and some arms
and ammunition recovered from them during search operations by
security forces in different areas of Manipur, police said. While
seven militants including four women cadres belonging to KYKL
were arrested from Kakching and Thoubal market areas in Thoubal
district, another of KCP was caught from Thoubal police station
area in Thoubal district on October 30. Three hand grenades, one
9mm pistol and some ammunition besides a car and a mobile phone
were recovered from their possession.

Malom Tuliyaima Awang Leikai on December 5. A sum of INR 1, 50,

Alongside several underground organisations that
have already been declared as the Unlawful organizations, the
Union Home Ministry has declared CorCom (conglomerate of six valley-based
outfits) and the MPLF along with all their factions, wings and
front organisations as 'Unlawful Associations' under Unlawful
Activities (Prevention) Act, 1967. This was stated by the Union
Home Minister Sushilkumar Shinde during his monthly Press Conference
held on December 10. The Home Minister said that the underground
groups, including CorCom were declared Unlawful Association on
November 13, 2013.
