agencies have informed the Centre that there are reliable inputs
about possible attack by ISI on APHC leader Abdul Ghani Bhat in
Jammu and Kashmir. The agencies reported that ISI could target
the APHC member through a terror outfit and blame India for it

The 'splinter' group of HM headed by Qayoom Najjar
is turning out to be a new hardline militant group in Kashmir
with militants from other outfits like JeM and LeT rallying around
it. Police blames Najjar's group for attacks on telecom companies
leading to breakdown of telecommunications for some days in Kashmir
valley. Police also holds them responsible for killings of four
activists of APHC-G and former militants in Sopore area. Sources
revealed that the group has already spread its tentacles in Srinagar
and South Kashmir and is emerging as a new militant group in Kashmir

in future. Security agencies have apprehensions that a large numbers
of self-radicalised youth can join them in future, making this

boycott of Eid Milan party which is being hosted by Pakistan High
Commissioner in New Delhi on June 21. The spokesman of the faction
said that the decision to boycott the party was taken in a discussion
of the amalgam. The reason cited by the faction is skipping of
Kashmir issue in the recent meeting between the Prime Ministers

The ED filed charge sheet against two separatist
leaders associated with APHC led by Syed Ali Shah Geelani APH-G,
for their alleged involvement in financing terror activities.
"The ED has filed charge sheets in the court of Sessions Judge,
Srinagar (Special Judge, Money Laundering), against Firdous Ahmad
Shah and Yar Muhammad Khan, both belonging to separatist DPM,
a constituent of Geelani's APHC, for funding militant activities
in the state," a spokesman of the ED said. He said Shah and Khan
were involved in raising funds for militant activities. The duo,
he said, were found receiving money from Italy through Western
Union Money Transfer and this money was to be used for unlawful
activities relating to militancy funding.

The UMHA sought a report from the ED on its claim
about common link between the money received by Firdous Ahmad

A three-member APHC delegation from the hardline
Syed Geelani faction met the Pakistan High Commissioner, Abdul
Basit in New Delhi. The delegation also handed over a letter from
Geelani to Pakistan Prime Minister Nawaz Sharif. "We handed over

A militant module of HM busted by the J&K Police
last month was planning to target retired Police officers who
had worked in counter-insurgency operations besides carrying out
IED blast against Army convoys in remote areas of Kashmir valley.
As per the interrogation report of the recently arrested UK based
Kashmiri Physiotherapist, Shaheen Ahmad Baba, militants have been
told to target the former Police officers who were with the SOG
of J&K Police. Baba was directed by Amir Khan (Deputy supreme
commander of HM) to target senior retired police officers who
had played an active role in counter-insurgency operations over
the years. Baba was also told by his handlers across to collect
information about the activities of two middle rung APHC leaders,
both from Central Kashmir, who were working for Indian agencies.
However, Baba told interrogators, he didn't get time to keep a
tab on their activities.

The first ever Kashmir marathon ran literally
into trouble towards the end of the 21-kilometers race, when some
youth raised Pakistani flags and Azadi slogans during prize distribution,
resulting in clashes with the Police. The race began from Naseem
Bagh in Kashmir University and went along the scenic Dal Lake
and the Golf Course. APHC-G hardliner Syed Ali Shah Geelani welcomed
the students' attempt to foil the event, saying educational institutions
in the Valley are being used for "immoral acts" by the government.
Attacking the PDP - BJP alliance government, he said the students,
by holding protest, have proved they are politically mature and
understand the difference between friends and foes. Worse, some
women participants were jeered at and others teased and sexually
harassed in the crowd at Hazratbal, with the Police detaining
12 persons for questioning and investigating the attempt to disrupt
the event.

Separatists called for shutdown in Kashmir valley
on September 16, against the mysterious killings of three militants
of LeI, whose dead bodies were recovered from Pattan area in Baramulla
District on September 14. Calling for shutdown, the chairman of
APHC-G faction, Syed Ali Shah Geelani, termed the killings as
gruesome and rejected version that they were killed in infighting.
The JKLF chairman Mohammad Yasin Malik also called for a shutdown
against the killings and said there is no acceptability for these
kinds of murders in a civilized society. Malik was detained by
Police at Sangrama in Baramulla District on September 15, morning
as he was supposed to go to Sopore to meet the families of militants.

Pakistan PM Nawaz Sharif invited chairman of the
APHC-G leader Syed Ali Shah Geelani to visit his country, the
APHC-G said in Srinagar. "Geelani was handed the invitation letter
from Sharif by Pakistan high commissioner in India Abdul Basit
over a dinner at the latter's residence at Tilak Marg in Delhi
last night [October 9, 2015]," a spokesman of the Geelani-led
Hurriyat said. The spokesman said, "In the letter, Sharif has
said Kashmir is not a border dispute but concerns 'right to self-determination'
of two crore people. He also said Pakistan has made it clear to
India that there can be no progress on bilateral ties while ignoring
Kashmir issue." Sharif also said that the national security adviser-level
talks between the two countries could not take place as "India
was not ready to talk Kashmir issue". The spokesman said Geelani
has in principle accepted the invitation to visit Pakistan. He,
however, did not give specific date of travel.

leader Shabir Ahmad Shah, are among several separatist leaders
placed under house arrest in Srinagar. Curfew-like restrictions
were imposed in eight Police Station areas in Kashmir and several

on October 19, to protest the death of a truck conductor Zahid,
who was injured in Udhampur petrol bomb attack on October 9. Movements

March' on November 7, the day Prime Minister Narendra Modi is

In a major crackdown against separatist leaders
ahead of PM, Narendra Modi's rally in Srinagar on November 7,
over 50 separatist leaders and activists have been arrested or
put under house arrest to scuttle their "Million March". Chairman

for "Million March" to TRC in Srinagar just half a kilometer from

resume talks with Pakistan and separatists during his visit to

prayers against detentions and militant killings. Dozens of masked
youths assembled outside Jama Masjid in Nowhatta area of Old City

stone-pelting on SFs. During stone-pelting, some youth waved flags
of IS and. In Maisuma area of city centre, the activists of APHC
led by Syed Ali Geelani staged a protest against the detention
of conglomerate chairman Geelani and other leaders. The separatist
activists were seeking "unconditional and immediate" release of
Hurriyat leaders. Police detained some of the protesters, including

Police foiled the proposed seminar of hardline
APHC-G faction titled 'Islam - protector of humanity' at Hyderpora
in city outskirts in Srinagar. Police had sealed the lane leading
to house of APHC-G chairman Syed Ali Shah Geelani, which is also
his office, since morning and no one was allowed to proceed ahead.
The APHC-G had invited several separatists, religious scholars
and clerics and academicians in the seminar. Geelani, meanwhile,
condemned the foiling of the seminar. The separatist leader said
that there would have been no bearing on the law and order or
transport movement if the seminar would have been allowed.

Day after Centre announced its readiness for a
dialogue with separatists in Jammu and Kashmir under the framework
of the Constitution, APHC-G chairman Syed Ali Shah Geelani rejected
the offer. "The resolution of Kashmir dispute is a basic issue
and until this issue is addressed as core issue and until this
dispute is solved according to the wishes and aspirations of the
people and by respecting the sacrifices rendered by them, such
talks will not help in addressing the issue. Such dialogue will
prove a futile action like the past and nothing concrete can be
expected from those talks," Geelani told reporters in Srinagar
at his residence.

The NC welcomed the announcement of a comprehensive
dialogue process between India and Pakistan but underlined the
need to "address the internal dimensions of the Kashmir issue."
"Both New Delhi and Islamabad should endeavour to start a simultaneous
process of sustained political engagement with all shades of opinion
in Kashmir, including the APHC leadership," said NC spokesman
Junaid Azim Mattu. Describing the dialogue "a positive development",
Mattu said: "There is no alternative to dialogue and political
engagement and the people of Jammu and Kashmir stand to benefit
from peace and cordiality between India and Pakistan."

Two hardliner Hurriyat Conference leaders, met
Pakistan High Commissioner Abdul Basit in Delhi and told him that
Islamabad should maintain "consistency and firmness" over its
Kashmir policy. They also emphasised that Pakistan should play
an "active role in highlighting the human rights violations" in
Jammu and Kashmir at international fora. "A Hurriyat delegation
sent by chairman Syed Ali Shah Geelani held a detailed meeting
for one-and-a-half hours with Pakistan High Commissioner Abdul
Basit in New Delhi.

Moderate Hurriyat Conference welcomed the decision
of India and Pakistan to hold comprehensive bilateral dialogue
and appealed to their political leadership to rise above their
"traditional stances" and show statesmanship and "seriousness"
in resolving all complex issues including Jammu and Kashmir. In
an Executive and General council meetings chaired by APHC-M chairman
Mirwaiz Umar Farooq, the recent visit of External Affairs Minister
Sushma Swaraj to Pakistan earlier this month and holding meetings
with the leadership including Prime Minister Nawaz Sharif was
welcomed. In a resolution, the moderate faction called upon "the
Indo-Pak leadership to rise above their traditional political
stances and show statesmanship and seriousness in resolving the
complex issues for ensuring long-lasting peace and stability in
the region."

Senior separatist leader and chairman of moderate
APHC, Mirwaiz Umar Farooq warned Kashmiri Muslims not to play
into the hands of elements promoting extremism and terrorism.
Delivering his presidential address at a Seerat conference organised
by Jammu Kashmir Awami Majlis-e-Amal at Mirwaiz Manzil in Rajouri
Kadal area of Old City Srinagar, Mirwaiz without naming any group
or outfit said these elements were "fulfilling their selfish interests"
by backing certain groups and "then presenting a wrong picture
of Islam by connecting the peaceful religion to extremism and
terrorism".

The moderate separatist group in Jammu and Kashmir
urged the top political brass of India and Pakistan to ensure
that "rabble-rousers" in both countries are not allowed to vitiate
the "atmosphere of peace" emerging after the recent thaw in Indo-Pak
relations. The APHC headed by Mirwaiz Umar Farooq hoped that the
leadership in both the countries will carry forward the peace
process in a "bold way" and resolve all outstanding issues including
Kashmir. It also said that it would not shy away from talks with
the Government, adding that any dialogue should be "with an open
mind and heart".
