Ramadan Cease-Fire: Casualities - Jammu and Kashmir

On November 19, 2000 India's Prime Minister, Atal Behari Vajpayee, made a unilateral declaration of cessation of combat operations against terrorists in Jammu and Kashmir, for a period of one month coterminus with the Islamic holy month of Ramadan. What is popularly known as the 'cease-fire' has since been extended three times. The first extension commenced on December 28, 2000. The second on January 27, 2001. A three-month extension was eventually announced, commencing February 27 and to continue till May 31, 2001.

  • The total ratio of security forces killed to terrorists killed during the first three phases and three weeks into the fourth phase of the Ramadan cease-fire is 1:1.49.
  • Three weeks into the fourth phase of the Ramadan cease-fire the ratio of security forces killed to terrorists killed stands at 1:1.25
  • The best ratio of security forces killed to terrorists killed during the first three phases and three weeks into the fourth phase was obtained in the third phase and peaked at 1:2.06.
  • The ratio of security forces killed to terrorists killed during the second phase averaged 1:1.73.
  • One month after the Ramadan cease-fire was declared, the ratio of security forces killed to terrorists killed stood at 1:1.05.
  • During the first seven months of the year 2000, till July 27, the ratio of security forces killed to militants killed averaged 1:3.04. This was comparable to the ratios in 1999, at 1:3.05. In 1998, the same ratio stood at 1:4.1
  • During the 11-year period between 1988 and 1999, the ratio of security forces killed to terrorists killed stood at 1:2.4
